This is a project-linked requirement in support of the NATO 2030 agenda to be filled as soon as possible.

 

In view of the nature and of the urgency of this temporary position, it is important for candidates to be available for project-linked employment asap. In practice, this implies being in possession of a valid security clearance at the time of application or having been in possession of such a clearance with the possibility to reactivate it swiftly. Therefore, candidates possessing a valid NATO or National security clearance will be given priority consideration.

 

 

BACKGROUND

We are a unique multinational flying force with operational capability located at the NATO Airbase Geilenkirchen. With its 14 E-3A aircraft, our organization plays a critical role in NATO and our mission is to deliver ready, responsive Airborne Early Warning, Battle Management, and Command and Control capability to operational commanders in support of North Atlantic Council (NAC) approved tasks.

 

The Requirements Division is responsible for the validation and prioritization of operational capability and support requirements, synchronizing them across the NAEW&CF Requirements, Acquisition, Programming, and Budgeting processes. The Strategic Requirements & Experimentation Branch assesses existing operational capabilities and conducts capability gap analysis against NATO Defense Planning Process (NDPP) derived Minimum Capability Requirements and assigned Target Packages.

 

The incumbent is responsible for the effective management and overseeing the implementation of the Final Liftetime Extension Program (FLEP), which is the capability basline of iAFSC (initial Alliance Future Surveillance and Control Capability). The activities specifically strive towards the E-3A Component tasking and operations, including the transformation of  Force FLEP capabilities into iAFSC and the decommissioning of FLEP.

 

 

THE ROLE

 

The incumbent's duties are:

 

  • Determine and define project scope and objectives by creating and maintaining comprehensive project documentation;
  • Predict resources needed to reach objectives and manage resources in an effective and efficient manner;
  • Prepare budget based on scope of work and resource requirements;
  • Develop comprehensive project plans to be shared with leadership, clients as well as other staff members;
  • Track project costs in order to meet budget milestones;
  • Develop and manage a detailed project schedule with a plan of deliverables;
  • Develop spreadsheets, diagrams and process maps to document requirements;
  • Provide project updates on a consistent basis to key stakeholders about strategy, adjustments and progress;
  • Manage contracts and agreements with suppliers and agencies by assigning tasks and communicating expected outcomes;
  • Manage the relationship with the client and relevant stakeholders;
  • Manage cooperation within all NAEW&C Force Divisions, Units and Components by assigning tasks and communicating expected deliverables;
  • Meet with clients and representatives to take a detailed order briefing and clarify specific requirements for each project;
  • Utilise military best practices, techniques, and standards throughout entire project execution;
  • Monitor progress and make adjustments as needed after consultation with leadership or within area of responsibility;
  • Measure project performance to identify areas of improvement;
  • Track project performance, specifically to analyse the successful completion of short and long-term goals as well as military tasks of the Force;
  • Perform risk management to minimise potential risks;
  • Attend worldwide conferences and conduct training as required to maintain proficiency;
  • Perform other related duties as assigned.

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED

 

 

  • Proven 4-6 years of project management, project risk management and related experience;
  • Proven ability to solve problems creatively;
  • Experience seeing projects throughout the full life cycle;
  • Strong familiarity with project management software tools, methodologies, and best practices;
  • Excellent analytical skills;
  • Strong interpersonal skills and extremely resourceful;
  • Proven ability to complete projects according to outlined scope, budget, and timeline;
  • European Higher Education Area and Bologna Process recognised universities or universities of applied sciences Bachelor`s degree in business management, business and engineering or a related field (project planning, quality assurance), or Higher Secondary education and completed advanced vocational training in an engineering or logistics and maintenance management related field e.g. project planning or related field with at least two additional years of post-related, current professional experience;
  • Driving license equivalent to European Class B;
  • Adequate level of Automatic Data Processing (ADP) systems is essential;
  • The work, both oral and written, in this post and in this Headquarters as a whole is conducted mainly in English, consequently, adequate level of English proficiency is required.

 

 

THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE

 

  • Previous NATO assignment;
  • Experience working in a greater international / military or business environment;
  • Knowledge of / professional experience in logistics operations or managing large scale infrastructure;
  • Project Management Course;
  • Recognized university Master`s degree in business management, business and engineering or related field.

CONTRACT

 

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term, the PLN will be deleted or absorbed into the ceiling pending approval or, exceptionally, will be considered for extension.

 

 

SALARY

 

Salary value indicated in this vacancy notice is based on NATO`s Single Salary Spine scale.
