The NAEW&C Force is a unique organization operating as a multi-national fully integrated Air Force, with
responsibilities of a ‘Sending State’ and ‘Force Provider’.
The Base Support Wing (BSW) is responsible to the E-3A Component Commander for the effective operation of all E-3A peculiar Main Operating Base (MOB) support functions including the supervision of those covered in Host Nation Support Agreements. The Communications & Information Systems (CIS) Squadron is responsible for the management of all assigned IT Systems and

Services throughout their life-cycle in support to the E-3A Component’s mission (including Forward Operating Bases and Locations). The Database & Application Support Section provides database management, administration and support services for assigned IT systems and services. The incumbent contributes to application system support and database management / administration encompassing technical liaison, application server configuration management, performance management, troubleshooting, system backup and recovery.




The incumbent's duties are:

  • Executes efficient management and maintenance (both in-house and outsourced), installation and testing, operation and user support of application software for the NAEW&C data and mission support processes, hosted on NAEW&C networks and stand-alone IT/CIS Systems;
  • Supports management of application software configuration including installing and upgrading software and maintaining relevant documentation;
  • Supports the development of mid- and long term strategies in the field of applications support;
  • Oversees and applies life-cycle support for user account administration, fielded application software and data configuration management;
  • Oversees and applies quality assurance to the fielded application software and support processes and related technical documentation;
  • Ensures effective system backup and recovery capabilities as well as adequate protection of all assigned IT/CIS services (including software, on-line and archived data, workflows, etc.) according to NATO / NAEW&C security directives;
  • Ensures optimum application server and database performance and plans for forecast resource needs;
  • Ensures that a viable disaster recovery capability for all assigned IT/CIS services (applications);
  • Supports the development of strategies for effective use of application software, taking account of the complex interrelations between hardware and software;
  • Monitors and supports the conversion of legacy product application software into new IT/CIS Service environments;
  • Monitors and supports technical reviews of contractor produced application software and data packages;
  • Supports enhancing the business intelligence environment by further building business intelligence infrastructure;
  • Maintains current awareness of evolving methodologies, technologies, and tools for business intelligence and reporting;
  • Provides expert knowledge in the selection, provision and use of application software and database architectures, typically taking responsibility for a team of technical staff;
  • Supports product selection and acquisition, trial installations and walkthroughs, deployment, enabler training, testing and release for use, in-house and outsourced technical support and maintenance, and user helpdesk support of each assigned IT/CIS service;
  • On request, participates in feasibility studies and technically reviews, requirements definition and refinement for components of IT/CIS services to be developed / produced /delivered /integrated / installed by external organizations (NAEW&C, NATO, Government, Commercial Contractor);
  • Participates in analysis of causes and incidents of IT/CIS Service failures (including IT/CIS System trouble-shooting) and effecting appropriate action to correct problems related to database administration; - Maintains and operates an efficient and effective technical library for assigned application software.




  • Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years function related experience, or a Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 5 years post related experience;
  • The work both oral and written, in this post and in this Headquarters as a whole, is conducted mainly in English therefore adequate English proficiency is essential;
  • Advanced knowledge of Automatic Data Processing (ADP) systems is required.




  • Previous NATO assignment;
  • Experience working in an international/military environment;
  • Knowledge of object oriented programming and design methods and related technologies;
  • Experience in the technical customization, integration and performance optimization of commercial-off-the-shelf products for complex data warehouse solutions, large scale document workflow management systems and high end web-sites and web content management tools;
  • Experience in using one or more of the HTML, and XML programming languages;
  • Experience in the design, implementation and testing of 4th generation application systems, preferably within an Oracle development environment;
  • Experience as a developer working with the following development tools: Oracle Forms, Oracle Reports and Oracle APEX;
  • Experience working with Oracle databases and related software toolsets / advanced features;
  • Experience with Oracle database administration in a UNIX/Solaris environment;
  • University degree in computer science or in a related engineering field.

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be initially offered a definite duration contract of two years. The definite duration contract may be extended for another period of one year. Thereafter, an indefinite duration contract might be offered.




Salary value indicated in this vacancy notice is based on the new Single Salary Spine scale.
