Post Context/Post Summary

 Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

 The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.

 The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.

 The Cyberspace Strategic Plans and Policy Branch will provide military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.

 One of five staff primarily involved in the management and synchronization of cyberspace requirements, this post will provide advice and coordinate EW support and Spectrum and Frequency Management.

Principal Duties

The incumbent's duties are:

1)        Monitors and contributes to ACO Operational requirements in support of SACEUR's strategic objectives, providing specialist advice on spectrum management;

2)        Be the overall Spectrum Management administrative focal point for ACO-wide spectrum management;

3)        Advises ACO Commanders, NATO HQ and key stakeholders in support of operations and exercises regarding strategic spectrum management;

4)        Acts as the SHAPE representative at conferences and seminaries regarding spectrum administration;

5)        May contribute to the Electromagnetic Operations (EMO) mission objectives;

6)        Supports development of strategic plans and policies, training and operational concepts involving spectrum management;

7)    Coordinates Frequency supportability, Frequency Allotments and Assignments in accordance with NATO procedures for NATO operations and exercises;

8)        Harmonizes the spectrum requirements of subordinate commands within their areas of responsibility;

9)      Coordinates and administrates SHAPE’s responsibilities for support to the Joint Restricted Frequency List for operations and exercises, as per NATO and SHAPE regulation’s provisions;

10)     Supports training for Spectrum Management in Operations and SM tools for NATO operations courses, to be held at NCIA Academy;

11)     May be required to create and present on Spectrum Management related matters  on behalf of ACOS J6 Cyberspace at NATO, Bi-SC and ACO meetings;

12)     May be required to augment within the Cyberspace Operations Centre (CyOC) (may require shift work for the duration of the assignment);

13)     May be required to instruct training courses that support ACO Spectrum Management objectives.

 

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.

Essential Qualifications

a. Professional/Experience

  • Experience in C2 resource implications and constraints and C2 Systems in an International/Multinational military environment
  • Previous experience as Radio Frequency Spectrum manager

b. Education/Training

University Degree in engineering, electronics or Communications Electronics and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience

c. Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

 

Desirable Qualifications

a. Professional Experience

  •  National CIS specialization.
  •  Broad military background/staff experience at high level HQ.
  •        Experience in Electromagnetic Spectrum (EMS) management, frequency allocation and regulatory compliance.

b. Education/Training

  • Radio Frequency Management and Tools for NATO Operations and Exercises or national equivalent;
  • Spectrum Management for NATO or National equivalent

A sense of diplomacy and propriety in order to work  harmoniously with colleagues and other staff, both civilian and military. Able to work  effectively to support the team activities. Possess the ability to assess the impact of a wide

variety of NATO and national capability developments towards meeting NATO’s overall  required capability. Ability to use initiative and good judgment to propose optimum options

in materializing effectively the capability delivery. 

Professional Contacts: This post requires to establish and maintain professional contacts

with relevant International Spectrum Management stakeholders across the NATO enterprise, in particular within SHAPE, subordinates ACO Headquarters, ACT and NATO Headquarters, and within Allied and partner Nations.

 

• Contribution to Objectives: As the NATO 2030 activities are underway in ACO, the incumbent will have a key supporting role in supporting the various bodies and groups ensuring ACO Digital Transformation efforts are aligned with NATO 2030 efforts and Digital Transformation Cyberspace activities are properly addressed at the strategic level allowing ACO to successfully advance in the path for achieving its Strategic goals and objectives

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

 

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
