Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.
The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within Allied Command Operations’ (ACO) strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.
The Cyberspace Strategic Plans and Policy Branch will provide military Subject Matter Expert (SME) advice, strategic direction and oversight of all cyberspace functional area activities across ACO.
The Staff Officer CIS Planning will be responsible for coordinating and preparing strategic CIS plans in the context of the Deterrence and Defence (DDA) family of plans. The incumbent will – based on present CIS architectures and gaps - provide Digital Transformation advice in support of alignment of NATO 2030 Digital Backbone efforts with the shift in focus towards ACO as a warfighting organization.
Principal Duties
The incumbent's duties are:
1) Is responsible for allocated J6 Strategic CIS Planning activities;
2) Alignment of CIS Architectures, Concepts and Plans with NATO Digital Transformation;
3) Provides support to CIS contribution to NATO Defense Planning Process (NDPP);
4) Coordinates the J6 Cyberspace contributions to ACO Strategic Plans and Policies in support of SACEUR’s Vision and Mission Set, providing CIS specialist advice and coordinating where required with SHAPE Multi-Domain Strategic Operations Centre (MDSOC) / Cyber Operations Centre (CyOC) or subordinate commands;
5) Acts as interface between the Cyberspace Domain Advisor and NATO HQ Committees & staff for cyberspace strategic and operational requirements, cyberspace policies, cyberspace doctrine, cyberspace standards and interoperability requirements, and cyberspace resource impact assessments;
6) Attends the SHAPE Strategic CIS Working Group meeting on a regular basis;
7) Liaises with the National Military Representatives and national POCs and advises on Alignment to NATO’s strategic CIS Planning;
8) Develops Direction & Guidance to strategic and operational level exercise planning;
9) Contributes to Education and Training (E&T) functions and doctrine development;
10) Is prepared to represent Cyber J6 CIS planning in SHAPE Multi-Domain Strategic Operations Center (MDSOC);
11) Contributes to the update and revision of ACO’s CIS Planning directives and related documents (e.g. AD 80-95, MC 0593, MC 0640, MC 0195);
12) Informs and supports the CIS training courses syllabus at the NATO CIS School OEIRAS (PRT) pertaining to his area of expertise;
13) Assists in writing directives, standard operating procedures (SOPs), military orders etc., in order to provide NATO the necessary level of CIS support to operations, missions, activities and exercises;
14) May be required to formally represent section head/branch head/division head at various meetings.
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent will be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
Essential Qualifications
a. Professional/Experience
1) At least 4 years overall military CIS experience.
2) At least 4 years of experience with CIS planning and policy development, from operational or strategic level.
3) Good knowledge of NATO organizations and stakeholders involved in CIS and ICT Governance and Management.
4) Deep understanding of digital technologies, C2 Enablement/CIS and modernization, and experience in their operationalization.
5) Military background and staff experience at strategic or operational level HQs.
b. Education/Training
University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 7 years post related experience.
c. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications
a. Professional Experience
1) Knowledge of the NATO 2030 initiative and relevant Allies and ACO’s digital transformation efforts.
2) Experience with C2 Systems in an International/Multinational military environment.
3) Experience with CIS service management and control.
4) Previous experience in serving at a NATO Military HQ.
b. Education/Training
1) NATO Consultation, Command, and Control (C3) Course (CCC-CS-2544) provided by NATO - School Oberammergau (NSO) or national equivalent.
2) NATO CIS Operational Planning (CCC-SM-32208) provided by NATO Communications and Information Academy (NCI Academy) or national equivalent.

• Personal Attributes: Organised and skilled in documenting and expressing complex interoperability arrangements. Able to work in a multilateral environment.
The incumbent will need to display a high degree of professionalism, organizational, coordination and communication skills in the performance of their duties.
The individual must be a proven self-starter, with the ability to work as part of a team or independently as required and demonstrate a willingness to ‘surge’ to long working hours when needed.
The individual must be able to build and sustain personal relationships across a diverse range of specialisation and Nations.
The rapidly changing NATO / CIS / CYBERSPACE environment creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy.
• Professional Contacts: Member of SHAPE planning in support of Multi-Domain Operations (MDO). Maintains liaison with the NATO and ACO Cyberspace, innovation and Digital Transformation communities.
Maintains coordination with the ACO NATO 2030 POCs, ACO and National Strategic and Operational level planners and capability developers. Provides liaison to various capability teams located within the C3B substructure and dealing with topics relevant to ACO Digital Transformation efforts.
• Contribution to Objectives: As the NATO 2030 activities are underway in ACO, the incumbent will have a key supporting role in liaising with the various bodies and groups ensuring ACO Digital Transformation efforts are aligned with NATO 2030 efforts and Digital Transformation Cyberspace activities are properly addressed at the strategic level allowing ACO to successfully advance in the path for achieving its strategic goals and objectives.
The incumbent will be the main CIS contributor to the DDA family of plans
REMARKS:
Duration of contract: The successful candidate will fill this post as a Project Linked NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
