Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.
The J6 Cyberspace Division provides the strategic staff functions for cyberspace aspects within ACO’s strategic direction, planning and risk management to support NATO-led operations, initiatives, exercises and activities.
The Cyberspace Service Management Branch provides the primary interface for ACO engagement with NATO Communications and Information Agency (NCIA), exercises oversight from operational acceptance of all cyberspace capabilities that deliver Communication and Information Systems (CIS) services and support to ACO, including the centralised service.
The Cyberspace Service Operations Section focusses on coordination/control/reporting of all Cyberspace and CIS tasks/actions in the area of Service Operations.
Principal Duties
The incumbent's duties are:
1. On behalf of the ACOS J6 Budget Holder as management authority, is responsible and accountable for obsolescence management at each stage in the capability delivery process
2. Dedicated engagement with key stakeholders, to include NCI Agency members, and subordinate commands to correlate Asset and Obsolescence issues that have significance to ACO commands.
3. Direct support to ACOS J6 via point papers, presentations and briefings.
4. Coordination within SHAPE J6 Cyberspace to inform ACO commands regarding initiatives required by the Implementation of Information and Communications Technology (ICT) Asset and Obsolescence Policies.
5. Wide-ranging coordination with NCIA’s Chief Service Operation (CSO) with topics related to Asset Management.
6. Compiling and presenting Asset Management reports as needed, participating in meetings with NCI Agency concerning the Service Delivery of Obsolescence Management.
7. Conducting analysis and providing advice in the field of Asset and Obsolescence Management
8. Engagement with subordinate commands to facilitate requested Asset and Obsolescence clarifications and actions.
9. Contribution to the Asset Management Plans, identifying and monitoring implementation risks, providing expertise and leadership in the resolution of exceptions and issues.
10. The incumbent should foresee related funding to cover the technical obsolescence aspects lifecycle management as part of the resource planning and annual budget.
11. The incumbent should ensure that functional obsolescence is identified through the Common Funded Capability Delivery Governance Model (CFCDGM).
12. Monitoring the funding of obsolescence through the Service Level Agreement, as integrated in the contractor’s service fee.
Special Requirements and Additional Duties
1. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
Essential Qualifications
A. Professional/Experience
1) Minimum 3 year Experience in ICT Asset and Obsolescence Management.
2) Experience in managing B2B relationships with IT vendors (hardware, software and/or services);
B. Education/Training
University Degree in procurement, accounting, supply, contract management, inventory management, information Technology and management, management information systems, computer science, business administration or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related experience.
C. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Desirable Qualifications
A. Professional Experience
1. Knowledge of NATO regarding: military headquarters CIS requirements; the headquarters operational functions; financial / budget policy and procedures; capabilities delivery process.
2. Previous Staff-level experience al large military or governmental organization.
3. Previous experience in the coordination of staff work.
4. Experience in provision of assessments and recommendations to senior military and civilian decision-makers.
5. Experience in IT acquisition processes: requirement capture, functional / technical specifications establishment, call for bid, negotiations, etc.

REMARKS:
Duration of contract: Pending Approval. The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
