Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR.
The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions. It assists and provides advises on policy matters and in the execution of all support activities, including provision of regional focus. Directs and oversees all J1, J4, J6 activities.
As an integral part of the development of Joint Force Command Norfolk, the Programme Management Office for JFCNF 2.0 provides:
- a holistic, cross-functional, objective analysis and advisory capacity for the delivery of JFCNF 2.0 across the HQ, IAW MC direction and aligned to AAP-16(D) Procedures.
- a HQ-wide strategic organisational change management capability for the delivery of JFCNF 2.0.
- a common Project and Programme Management capability within ACO based on proven project and programme management principles and techniques.
Principal Duties:
- Responsible for managing JFCNF through life requirements aligned to the delivery of JFCNF 2.0 and providing an organisational change management capability.
- Manages assigned aspects of Programme Management Office workflow, including contributing to official correspondence and task inputs.
- Assures that all requirements coming from the different SMEs and the users are aligned, do not overlap and/or conflict.
- Plans, directs, and co-ordinates activities to manage and implement a programme from contract /proposal initiation to.
- Final operational stage including the transition into “business-as-usual”; plans, schedules, monitors, and reports on.
- Activities related to the programme.
- Act as the Resource & Change Management JFCNF 2.0 Advisor to COS JFCNF.
- Identify opportunities for organizational analysis, business process reviews, resource savings and organizational.
- Optimization inside the HQ.
- Initiate, facilitate, and execute programme and/or project management practices and other appropriate strategic.
- Organizational change mechanisms, throughout JFCNF.
- Assures that the timelines for requirement identification, and interpretation towards the HNs are met.
- Assures a seamless evolution from requirements identification to requirements implementation and to transition into the different solutions provided during the program timeline until the permanent solution is available.
- Develops and manages a database of all requirements pertaining to the delivery of JFCNF 2.0.
- Performs in-depth research of procedures, policies, and regulations to provide technical advice to management and product managers.
- Contributes to external and internal workflow and communications.
- Informs tasks associated with the budget allocated to Programme Management Office.
- Provides operational requirements, risk management, and workflow advice relating to product design and contributes to synchronization of advice regarding engineering advice as appropriate.
Essential Qualifications / Experience:
- University Degree in business administration, engineering, economics, public administration, operations research, business process engineering, management information systems, accounting, finance, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
- Six years’ experience in working on a large-scale construction project, dealing with a variety of stakeholders, managing requirements and changes, and providing SMEs advice.
- Six years’ experience in Portfolio, Programme and Project Management methodologies, metrics and concepts, and capability to apply such concepts within the context of the post.
- Four years' experience in Business change, dealing with a variety of stakeholders, synchronizing requirements, supporting project integration, delivering a coherent capability with regards to the Command Facilities.
Language:
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications / Experience:
- Deep knowledge of the NATO Governance and Management model for common funded capabilities.
- Experience in developing Performance Work Statements (PWS) / Statements of Work (SOW) and Contract Data Requirements Lists.
- Knowledge of NATO investment regulations, rules and procedures.
- Experience evaluating requirements for coherence and feasibility in support of long-term programme management and execution.
Attributes/Competencies:
Personal Attributes: Tact and diplomacy will be required when dealing with sensitive issues. Also, analytic thinking with ability to capture complex problems, breakdown thoughts and ideas into their individual elements, recognize connections between these elements, and provide verifiable description of implications. Conflict resolution: ability to mediate among stakeholders’ points of view to detect and resolve conflicts. Ability to moderate and negotiate between stakeholders, constructing a common learning process within the group, ensuring that decisions are taken and documented.
Professional Contacts: Must be able to liaise effectively both within and outside the HQ with international military and civilian personnel up to the OF-8 level. Outside contact include senior officials in NATO HQ, SHAPE, ACT, NATO agencies and national government agencies and industries.
Contribution To Objectives: The work of the incumbent impacts both directly and indirectly to the work and objectives of JFCNF. The work will directly impact the strategic objectives of the organization and will refine the efficiency and effectiveness of the management process to deliver capabilities.
Problem Solving:
a. Diversity and Range of Duties: The duties associated with this post cover a wide range all related to the application of change management available capabilities to meet emerging operational requirements.
b. Type of Problem/Degree of Challenge: The incumbent will be required to analyse complex issues and identify effective and deconflicted enduring solutions. They will be expected to make recommendations on the way ahead and then implement initiatives.
c. Degree of Guidance Available: The incumbent carries forward his tasks and responsibilities with little guidance from the Deputy Director and limited precedent (or present) practices.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three-year definite duration contract.
