Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR.

The Management Directorate is responsible for the integration, coordination and implementation of services and activities to support, facilitate and contribute to the full JFCNF mission spectrum. The Directorate advises and assists the COS on the implementation of policy and related issues.

The Information and Knowledge Management Branch (IKM) is responsible for ensuring that the right information in the right form is available to the right people and is of adequate quality to satisfy the demands of the organisation.

The IKM Training, Tools and Processes Section is responsible for the coordination of all IKM activities and facilitating operational and business functional services across the HQ.

The IKM Processes and Tools Cell is responsible for all current operational and business information systems. This section is responsible for the management of all IKM projects delivering capability to JFCNF and developing all Information Exchange Requirements (IERs).

The incumbent is responsible for supporting staff work and information.

Principal Duties:

  • Responsible for all IKM Tools – current and necessary projecting for future tools.
  • Advise the HQ on information management.
  • Responsible for the creation and coordination of Information Exchange Requirements.
  • Analyses business processes, identifies alternative solutions, assesses feasibility and recommends new approaches, typically seeking to exploit technology components.
  • Mentors and trains all incoming IKM personnel to the Cell.
  • Can be assigned as lead on exercise planning for IKM.
  • Can be deployed as Chief of IKM Cell.
  • In lead for creating and maintaining direction and guidance for knowledge management, information capture and general use of IKM for business processes.
  • Undertakes work as part of a project team or working group as directed or assigned.
  • Main contributor in creation of all IKM related direction and guidance, i.e. plans, SOPs, SOIs.
  • Monitor IKM systems for feedback/surveys for improvement.

Essential Qualifications / Experience:

  • University Degree in library, information science, management information systems, computer science or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Have at least three years’ experience in administration of information management systems.
  • Experience as project manager.
  • Experience using command specific IM tools and MS Office.

Language:

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Experience as a trainer/instructor.

Attributes/Competencies:

  • Personal Attributes: The candidate needs to have a clear judgement of the training needs and requirements of staff employed in IM branch. The candidate also needs to be able to adapt to an ever-changing organisation and fulfil different roles as necessary. The incumbent also needs to have high technical experience and understanding within tools and processes to ensure efficient information and knowledge management.
  • Professional Contacts: The person must be able to train and mentor people on all levels. The person must be able to represent the HQ’s needs and requirements in relation to new IM system requirements. Negotiate system support agreements for all IM Systems. Act as Project Manager in any given IM system implementation.
  • Contribution To Objectives: The post is essential for continuity and high level of understanding of IM in the HQ. The post will have a high level of responsibility for the success of implementing and maintaining good information life cycle management.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three-year definite duration contract.
