NSATU located in Wiesbaden, Germany, is looking to employ a qualified and suitable candidate to fill this post as temporary staff from June 2025 until December 2025 with a possibility of extension. In view of the nature and of the urgency of this temporary position, it is important for candidates to be available for temporary employment. A. POST CONTEXT
During the initial establishment of NSATU (NATO Security Assistance and Training for Ukraine), the incumbent of this post is responsible to perform all duties and assume all responsibilities listed in the Principle Duties, and Special Requirements/Additional Duties sections of this job description. Using the Statement of Functions described above for context, the incumbent is responsible to review the Organizational Structure of NSATU, and identify and understand how this position fits into the organization. The incumbent will then develop the initial Post Context for this position. As NSATU progress beyond IOC and FOC and matures as an organization, and especially as SOPs and processes are established, the incumbent will be responsible for the regular refinement of this post context. The incumbent acts as a budget assistant to the NSATU HQ J8 and provides administrative support to the Budget Section, J8 Branch and NSATU HQ, performing both administrative and financial management tasks.
B. PRINCIPAL DUTIES
· Providing financial and overall data analysis support to the ACO Budget and Policy Section and NSATU HQ
· Providing automated spreadsheets required for analytical purposes for the Branch chief
· Assembles, organizes and monitors budgetary and accounting data required for analysis and budget
· Work independently with little to no supervision, Acts as Budget, Review, and Administrative Assistant to the Section performing primarily financial management tasks for the NSATU HQ J8 in coordination with SHAPE
· Draft letters for Section/Branch Chief’s signature, proof reads documents, files, reproduces and routes correspondence. Makes travel arrangements, reserves accommodation and prepares itineraries.
· Distribute all mail, including electronic mail received centrally for the Section. Screens, determines and prioritizes documents. Monitors and tracks classified documents to ensure that they are dealt with efficiently and promptly
· Responsible for delegated management of elements of the NSATU HQ budget (including travel, training, and other allocations) and elements of centralised budgets allocated to SHAPE.
· Support NSATU Budget Officer with technical advice on the financial management system and provides ad-hoc training to enable them performing their system related duties, e.g. upload and transfers.
· Support NSATU Budget Officer with the effective oversight of the planning, programming, budgeting and evaluation cycle
· Support NSATU Budget Officer with the preparation, screening, and submission of the NSATU annual budget to the BC.
· Support NSATU Budget Officer with the effective and transparent execution of the annual budget and of the transfers within approved budget.
· Support NSATU Budget Officer with the production of periodic and ad hoc reports about the execution of NSATU budget
C. ADDITIONAL DUTIES
The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TOY assignments, both within and without NATO boundaries up to 30 days.
The work is normally performed in a Normal NATO office working environment.
D. ESSENTIAL QUALIFICATIONS
Experience
The study of planning, directing and operating the functions and activities of organizations and institutions. Programmes in management also including administration, economics, finance etc. are included here if emphasis is given to management and administration.
Works under general supervision, uses discretion in identifying and resolving problems and assignments and determines when problems should be escalated to a higher level. Performs a broad range of work, sometimes complex and non-routine, in a variety of environments. Understands and uses appropriate methods tools and applications. Appreciates wider occupational field and is able to absorb and apply new information and demonstrate an analytical and systematic approach to problem solving.
Familiarity with basic administration procedures. Proven ability to provide finance assistance support as described in Principal Duties. Knowledge of office automation tools and office software packages, particularly presentation software and spreadsheets. A mature and tactful individual with the ability with the ability to express herself/himself clearly and persuasively, both orally and in writing. Able to work accurately on multiple projects simultaneously under high pressure and strict deadlines. Flexibility to provide services and support to multiple staff elements and to deal effectively with competing priorities. Able to work irregular hours if required.

Education/Training
Degree in finance, business administration, public administration or related discipline which might lead to a formal qualification, or a secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 1 years port related experience.
Desirable Trainings: Resource Management Education Programme (RMEP) Course (ETE-FI-2708) provided by NATO - School Oberammergau (NSO). NATO Orientation Course (ETE-MW-3834) provided by NATO - School Oberammergau (NSO).

E. DESIRABLE QUALIFICATIONS
Experience
• Assisting with statistical, econometrical, financial or otherwise quantitative analyses
• Assisting with software application development
• Assisting with spreadsheet development with Visual Basic under Microsoft Excel
• Assisting with drafting wide-ranging finance and policy documents i.e. Budget Committee letters, Point Papers, amendments to ACO/SHAPE Finance and Acquisition Directives.
Specific Experience: Experience as Budget Assistant in a Budget and Finance Department, banking institution or related activity. Experience at a clerical level in the processing of budgets and financial plans for major organizations (e.g. MOD, NATO, NMAs, SC), maintenance of budgetary documentation, follow-up actions, etc. Experience in NATO or other multi-national organization as staff assistant/technician in the field of the budget and financeAttributes/Competencies
Personal Attributes: The incumbent will need to display a high degree of professionalism and technical expertise in performance of his/her assigned duties. As the incumbent’s decisions and actions impact the financial position and propriety in the use of financial resources of NATO, he/she must exercise excellent judgement, while acting with persuasion and diplomacy, in order to achieve results which safeguard NATO’s financial interests and image. S/he should be self-driven, motivated, and should be able to function independently as well as should be comfortable working in a team environment.
He/she will need to be aware of the legal and economic aspects of every potential transaction. In his/her work, the incumbent must demonstrate a high energy level, personal integrity, and a sense of loyalty to the organisation. He/she must have strong ethics and sound business judgement for working in a financial environment.
A high degree of verbal and written communications skills is mandatory. The incumbent of this post exercises judgment and critical thinking. Planning and organizational skills, to assess the workload, prioritise tasks and organize staff and services to meet deadlines. High work standards and management control techniques should characterize the incumbent’s performance with regard to ensuring the implementation/application of NATO directives, local supplements, other relevant regulatory documents to the work of Finance and Accounting Section.
F. WHAT WE OFFER
- 38 hours per week schedule;
- 2.5 paid days of leave per month worked;

- Salary: 4,565.36 EUR. Temporary staff in Germany are subject to HN taxes and social security.
