NSATU located in Wiesbaden, Germany, is looking to employ a qualified and suitable candidate to fill this post as temporary staff from June 2025 until December 2025 with a possibility of extension.  In view of the nature and of the urgency of this temporary position, it is important for candidates to be available for temporary employment. A. POST CONTEXT

During the initial establishment of NSATU (NATO Security Assistance and Training for Ukraine), the incumbent of this post is responsible to perform all duties and assume all responsibilities listed in the Principle Duties, and Special Requirements/Additional Duties sections of this job description. Using the Statement of Functions described above for context, the incumbent is responsible to review the Organizational Structure of NSATU, and identify and understand how this position fits into the organization. The incumbent will then develop the initial Post Context for this position. As NSATU progress beyond IOC and FOC and matures as an organization, and especially as SOPs and processes are established, the incumbent will be responsible for the regular refinement of this post context. B. PRINCIPAL DUTIES

The incumbent's duties are:

- Serves as NSATU Finance and Accounting Officer, has overall responsibility for the financial, accounting and related administrative aspects of NSATU, in accordance with the NATO Financial Regulations (NFR), the NATO Accounting Framework (NAF) and its subordinate rules and regulations.

- Ensures adherence to the principles of propriety, accountability and transparency at all times.

- Responsible for the control and approval of commitments and payments up to limits established by SHAPE

- Maintaining the financial accounts in Fins invoices.

- Responsible to ensure the proper travel management in adherence with ACO Travel Directive.

- Responsible for the management and reporting of Nation Borne Costs (NBCs) and other reimbursable costs.

- Ensures that NBC invoices sent to SHAPE for recovery purpose comply with the terms of the agreements as well as NSATU procedures and that they are properly accounted in the fiscal records.

- Responsible to oversee and enforce compliance with procedures for the use of Official Hospitality and Representation funds

- Responsible for organising the end-of-year closure and reporting to the higher levels all the necessary information for the yearly Financial Statements.

- Ensures that all the financial and accounting aspects sent to SHAPE are accurate, timely, and comply with the standards and provisions of the NAF.

- Provide guidance to the NSATU appointed Property Accountable Officer

- Responsible for reviewing the property management records received from the PAO on inventory and PP&E

- Finance Representative of the Property Survey Board (PSB) reviewing the justification and supporting documentation of the proposed PP&E write offs.

- Provides input to and / or coordinates with SHAPE for the development of appropriate financial SOPs/SOIs for the NSATU. Develops internal procedures and standard operational procedures (SOPs) in order to improve/ update the finance and accounting processes with respect to NFRs, NAF and ACO Directives.

- Assists and supports other sections providing professional advice on financial administrative aspects.

- Responsible for the collection of the necessary information for audit and control by internal and external audit team.

- Responsible for the interim and final audit performed by internal/external auditors.

C.  ADDITIONAL DUTIES

The incumbent may be required to perform like duties elsewhere within the organisation as directed.

The incumbent may be required to undertake operation deployments and/or TDY assignments both within and outside NATO's boundaries Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NSATU reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. The work is normally performed in a Normal NATO office working environment.

D. ESSENTIAL QUALIFICATIONS

Experience

Professional experience as an accountant or financial officer in a large national or multi-national organization.

Extensive knowledge of financial management principles and accounting techniques.

Ability to use professional judgement to make decisions and deal authoritatively and diplomatically with a wide variety of problems.

Once selected the candidate must attend the required preparatory training such as functional training before deployment at SHAPE and formal software training on the Bi-SC Automated Information System (AIS) Financial System (FinS).

Education/Training

Degree in finance, accounting, business administration, economics, public administration or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related experience.

E. DESIRABLE QUALIFICATIONS

Experience

At least 4 years of relevant experience as an accountant in a commercial or governmental organization.

Extensive experience with operation of automated accounting systems.

In-depth knowledge of office automation software packages (i.e.- Microsoft Office).

Experience and knowledge in the application of NATO financial rules and regulations.

Experience with the NATO Automated Financial System and/or Oracle Financials.

Certification in IFRS/IPSAS accounting or financial management

Personal Attributes: The incumbent will need to display a high degree of professionalism and technical expertise in performance of his/her assigned duties. As the incumbent’s decisions and actions impact the financial position and propriety in the use of financial resources of NATO, he/she must exercise excellent judgement, while acting with persuasion and diplomacy, in order to achieve results which safeguard NATO’s financial interests and image.  S/he should be self-driven, motivated, and should be able to function independently as well as should be comfortable working in a team environment.

He/she will need to be aware of the legal and economic aspects of every potential transaction. In his/her work, the incumbent must demonstrate a high energy level, personal integrity, and a sense of loyalty to the organisation. He/she must have strong ethics and sound business judgement for working in a financial environment.

A high degree of verbal and written communications skills is mandatory. The incumbent of this post exercises judgment and critical thinking. Planning and organizational skills, to assess the workload, prioritise tasks and organize staff and services to meet deadlines. High work standards and management control techniques should characterize the incumbent’s performance with regard to ensuring the implementation/application of NATO directives, local supplements, other relevant regulatory documents to the work of Finance and Accounting Section.

WHAT WE OFFER

-       38 hours per week schedule;

-       2.5 paid days of leave per month worked;

-       Fulfilling working atmosphere in an international and military community;

-       Contract period: 6 months, with a possibility of extension.

-       Salary: 7,970.25 EUR. Temporary staff in Germany are subject to HN taxes and social security.
