Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Operation (OPS) Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.
The Staff Officer (SO) would be embedded in the J2 Division which provides comprehensive advice, warning, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).
SIGINT Staff Officer (SO) is responsible for Signals Intelligence (SIGINT) activities in cooperation with Electromagnetic Warfare, in support to Operations (MDSIC/MDSOC), Joint Targeting and Indications and Warning. Furthermore, the SO liaises with designated NATO SIGINT and National SIGINT entities and authorities.
Principal Duties
The incumbent's duties are:
1) He/she coordinates SIGINT activities, training, exercise support, policy, and architecture and is responsible for identifying future operational SIGINT requirements.
2) He/she may represent the JISR Section at appropriate working groups and committees as SIGINT subject matter expert.
3) Participates in ACO directed SIGINT planning events and develops SIGINT Operations and procedures.
4) In this function the incumbent will interact and coordinate with SIGINT Sections, Collection Managers, ISR Managers, ISR Planners and ISR Operations personnel from higher, lateral, and subordinate organizations.
5) The incumbent's responsibility is also providing SIGINT support to the targeting cycle and Indications and Warning construct.
Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
Essential Qualifications
A. Professional/Experience
1. SIGINT background and experience in Intelligence staff work at NATO or national level.
2. Have experience in SIGINT policy development – either NATO or national.
3. Ability to organize and manage projects (develop operational requirements, operations, training and exercises, conferences and meetings).
B. Education/Training
University Degree and 4 years post related experience, ideally in SIGNT or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 7 years post related.

Desirable Qualifications
1. Experience in SIGINT related matters, to include the processes in place in NATO.
2. Professional Intelligence Officer either in a civil or military organization.

Professional Contacts: Incumbent will work to direction given by Section Head but is expected to use initiative to work beyond just the specified tasks and engage with implied tasks to achieve the aim. Incumbent is expected to work broadly and seek out points of contact within different Communities of Interest (COIs) to engage and interact with at both the technical and policy level to improve relations and interoperability between communities that need to work collaboratively with data.
Contribution to Objectives: This is a key position within Intelligence Directorate J2, providing capacity, stability and necessary technical expertise for the SIGINT operations. The post directly impacts the work and objectives of SHAPE J2 and SIGINT in SHAPE and Allied Command Operations at section level.
REMARKS:
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
