ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO's posture, military structures, forces, capabilities and doctrines.

The Joint Force Development (JFD) Directorate consists of six HQ SACT-based Branches that, together with the Joint Warfare Centre (JWC), Joint Force Training Centre (JFTC) and Joint Analysis and Lessons Learned Centre (JALLC), have responsibility for NATO Force Development activities. The aim is to improve interoperability amongst NCS, NFS as well as interoperable Partners' forces allocated to NATO, and enhance capabilities, to undertake the full spectrum of Alliance missions.

The Education & Training Plans & Programmes Branch leads and manages NATO's Global Programming Approach consistent with MC policy across the NATO Domains (Air, Land, Maritime, Cyberspace, Space) and cross functional activities: Department Heads' appointment, Discipline Alignment Plan analysis and performance management; plans and conducts Training Requirements Analyses and Training Needs Analyses when required. Anticipates, develops and updates, in coordination with appropriate NATO organizations and relevant non-NATO entities (when duly authorized), policy and doctrine for education and individual training.

Within the ETPP Branch, the incumbent's main responsibility is to support partners' capacity building initiatives with advice and guidance from an individual training and education perspective, while promoting the partnership enterprise.

Principal Duties:

  • Contribute to the development and implementation of the Out-Partnering concept inside and outside ACT.
  • Coordinate ETPPB contributions to ACO-led Capacity Building Implementation Plan.
  • Coordinate and prepare the HQ SACT contributions to the ACO-led Defence Capacity Building (DCB) packages.
  • Act as a primary Point of Contact to support NATO 10 Priority Partners (including Ukraine, Bosnia and Herzegovina, Georgia and Moldova).
  • Support GPM Section Head in building a minimum Partnership workforce to cope with all ACT's expected contributions to the NATO Enterprise.
  • Support GPM section Head with participation in, or directly participate in, IS-led country teams as well as with all PTECs related tasks.
  • Participation as secretary in the PTEC Working Group (Section Head Co-Chaired).
  • Organization of and participation as the lead-secretary in, the PTEC Commander's Conference (Branch Head Co­ Chaired).
  • Support partner ETFs throughout the PTEC recognition process.
  • Provide guidance and advice to PTECs for course NATO Certification and/or in applying for NATO institutional accreditation.
  • Support coordination of Global Programming key events led by ETPPB.
  • Identify PTEC community Lessons observed and contribute to their Lessons Learned (currently 34 ETFs).
  • Other analysis-related tasks or products related to ETTPB supported tasks or events related to Partners as directed by BH or SH
  • Participation in the PTEC Marketplace.

Essential Qualifications / Experience:

  • University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience
  • Six (6) years of experience in national/international education and individual training management.
  • Two (2) years of experience in developing concepts, working in a strategic level HQ or Head Office.
  • Four (4) years of experience as a project/programme manager, working at strategic level with NATO and Partner Nations.

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

 

Desirable Qualifications / Experience:

  • Experience in planning and executing events or Working Groups and facilitating groups.
  • Experience in preparing and delivering briefings to higher and/or lower ranked personnel in one-on-one and group settings.
  • Knowledge in the following, Global Programming, Out-partnering Concepts, Major NATO Quality Assurance Processes.
  • NATO Systems Approach to Training.
  • Demonstrated proficiency in the use of the Microsoft Office Tool suite and collaborative software.
  • Familiarity with NATO and the NATO Command Structure (NCS) and NATO Force Structure (NFS).
  • NATO Global Programming Analysis Course (M-135-A-15) provided by NATO - School Oberammergau (NSO)
  • Quality Assurance in NATO Education and Individual Training (ETE-QA-31628) provided by NATO - School Oberammergau (NSO)
  • NATO Systems Approach to Training (ETE-ET-31629) provided by NATO - School Oberammergau (NSO)

 

Attributes/Competencies:

Personal Attributes:

  • The CB plan includes multiple projects and programmes E&IT transcends most of them, resulting in a need to manage interdependencies and foster synergies.
  • The incumbent must be able to use knowledge and initiative to help partners with Global Programming and its key events, through course certification and institutional accreditation processes.
  • Will have regular contact with external personal (NATO HQ, partners and potential partners) and must be technically and personally self-sufficient, and able to work effectively without close SME support.
  • Must be flexible and able to work in more than one context and on more than one task simultaneously.
  • May be required to work outside the normal office hours (e.g. meetings and the requirement to travel as part of the appointment for meetings and/or events).
  • The incumbent must exhibit tactfulness in negotiating, advisory, and diplomatic skills in dealing with higher and/or lower ranker personnel at the Headquarters and with external agencies.

  • The incumbent will have to exhibit both collegiate and team management skills and escalate items within and outside of the HQ as necessary.

Managerial Responsibilities:

  • The incumbent will have indirect control over the Global Programming section PLN A and plan most daily work   within set priorities.

Professional Contacts:

  • Provide advice, guidance and information on partners, capacity building for partners, and partner key events.
  • Seek and give technical training advice and will be required to use his/her initiative to overcome technical/process obstacles and facilitate change. 

Contribution To Objectives:

  • Be responsible for effective implementation of Out-Partnering concept, which will directly affect the way that Headquarters are managed.
  • Contribute to the development of Capacity Building Implementation Plan to support the effective and balanced utilisation of NATO's E&IT capabilities for partners.
  • Contribute to the preparation and execution of PTEC-related events.
  • Help to ensure that the system partner enterprise is prepared to support NATO and other partner education and individual training.
  • Analyse or research as part of tasks in order to provide recommendations affecting Branch planning.

 

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

 

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three-year definite duration contract.
