ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Requirements Division executes requirements management for NATO capabilities. It develops capability requirements, provides traceability and quality assurance of capability requirements, performs gap analysis and supports interoperability and implementation options across the DOTMLPFI spectrum.

The Federated Interoperability Branch supports and enables the delivery of coherent and interoperable capabilities by developing and verifying the associated capability specifications in order to ensure Day Zero interoperability of people, processes, and technologies

Within the FI Branch, the incumbent manages DT communications and organizes DT events.

Principal Duties:

  • Responsible for identification, planning and management of a communications for Digital Transformation, spanning both digital and human dimensions, in order to create optimum conditions for collaboration and sharing, and delivery in accordance with the Digital Transformation Action Plan.
  • Responsible for the execution of the In Year Communications plan, coordinating the production and delivery of effective multi-conduit communications for Digital Transformation, addressing both the internal HQ SACT and external stakeholders; linking with relevant agencies and ensuring notification and publication of relevant updates to stakeholders and the wider community of interest.
  • Responsible for conducting objective tests to identify and as appropriate recommend improvements to Digital Transformation communications, while harmonising with wider HQ SACT efforts to ensure a seamless effect; promote findings from Digital Transformation in order to propagate benefits across NATO and partners.
  • Responsible for the tracking and staffing of Digital Transformation Section documented output through the appropriate approvals chain, in compliance with HQ SACT staffing procedures in order to ensure effective delivery of experimentation products in accordance with the DT Action Plan and other tasking.
  • Contribute to the integration of Digital Transformation outputs into concept and capability development plans.
  • Prepare and deliver briefings across the Alliance, to audiences up to OF-5 level, on the contributions made by Digital Transformation to NATO’s Transformation and Adaptation

Essential Qualifications / Experience:

  • University Degree  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Four years’ experience in Communication in a technological field.
  • Proven ability to communicate effectively orally and in writing, with emphasis on effectiveness in the distillation of complex technical subjects into cogent briefings tailored to non-technical audiences.
  • Experience in digital strategy development and management.
  • Experience in delivering briefings and presentations to a broad military/civil cross-section, from junior to senior ranked audiences.

Language:

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Joint military staff experience, as a military or civilian staff member, preferably in a multi-national environment.
  • Experience in working closely with industry
  • Formal Programme & Project Management Qualification (PRINCE 2/PMP preferred).
  • NATO Staff Officer Orientation Course (ETE-IT-2834) provided by NATO - School Oberammergau (NSO)

  • A high level of communication skills to staff and brief complex technical Digital Transformation plans and outcomes up to OF-5 and civilian equivalent levels.
  • Highly accomplished inter-personal skills, with a sound understanding of national sensitivities.
  • The ability to contribute to teams drawn from diverse sources including military, non-military, government and non-government organisations, industry and academia.
  • The ability to manage large amounts of data and from this develop clear, actionable information.
  • The ability to develop and deliver concise briefings on courses of action and recommendations for consideration by decision-makers.

  • This post supports the achievement of the Commander’s strategic objectives by contributing to military transformation, developing capabilities to address defence and security challenges and proactively supporting the efforts related to future military estimates, perspectives and advice, capability requirements, and solutions engineering aimed to improve effectiveness and interoperability. 
  • Through effective communications, you will engender collaboration with Nations, partners and others, sharing best practices and making use of transformational and innovative approaches to seek multi-national solutions to the needs of the Alliance in terms of capability development.

Professional Contacts:

  • In order to successfully accomplish the information management function of this post, the Staff Officer must be a highly capable communicator. The The Digital Transformation programme is managed openly with the intent of encouraging cross-fertilisation between NATO’s activities and those among the Nations. 
  • Through effective communications, you should be able to encourage the linking of other relevant programmes and projects to NATO’s Digital Transformation activities.
  •  You will conduct regular direct briefings to military and civilian audiences up to OF-5 level and other NATO and National Staff officers (primarily at OF-5/ to OF-4 level).

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
