Principal Duties
The incumbent's duties are:
1. Support the Joint Targeting and Fires Requirement Authority, identifying and coordinating ACO Training requirements, activities and events relevant to Joint Targeting and Fires, for individual and collective training and exercise.
2. Support the JTE effort to staff a longer term of Update NATO Joint Fires Initial Roadmap to be submitted to DGIMS.
3. Integrate Joint Targeting and Fires in Strategic Standing Training Objectives and support its integration in Operational and Domain specific training objectives.
4. Manage and update the Strategic Training Plan (STP) for Joint Targeting and Fires iaw MC directed task MCM-0016-2023 that is SASP compliant. This requires integration and liaison with ACT and with Global Programming.
5. Maintain oversight of all Targeting related courses at NSO, liaising with ACT to ensure compliance with the STP and be the lead for engagement with the Training Audience. This includes undertaking external evaluation of current courses, being the project lead for the update of existing or development of new courses, and to be the principle point of contact for other external approved training providers (to include liaison with the NATO Centers of Excellence).
6. Develop and implement non-lethal processes and capabilities in coordination with ACT, Chief Effects, J2T, OLA, PSA, J9 and J10.
7. Responsible for effective integration with J9, OLA and J10 for non-lethal effects, processes and targeting capabilities, to include the application and consideration of these effects across the full spectrum of joint targeting. This includes virtual, cognitive and physical effects dimensions.
8. Advocate and lead target development and targeting process related to non-lethal effects, up to SACEUR and NAC level, as required. This needs to include analysis of the political environment to ensure integration and coordination of the full range of effects across, full staff functions at the SHAPE level.
9. Maintain specialist skillsets and strategic awareness as to be Subject Matter Expert to Chief Effects and directly prepare and participate in Joint Target Coordination Boards or Target Clearance boards as required.
10. Maintain oversight and manage non-lethal effects participation in exercise ensuring realistic output and adherence to policy and doctrine.
11. In support of Strategic CONOPS planning and development, to develop and draft Joint Effects content in coordination with J9, OLA and J10.
Special Requirements and Additional Duties
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
Essential Qualifications
A. Professional/Experience
1. Knowledge of the NATO organisation and roles and responsibilities of its components.
2. Experience within a National, Coalition, Joint or Allied Strategic-level Headquarters.
B. Education/Training
University Degree in history, geography, politics, economics, operations research or related discipline and 2 years post-related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post-related experience.
C. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)

2. NATO (or equivalent national) Targeting Qualifications; to include Joint Targeting Staff Course, Intermediate Target Development, Battle Damage Assessment and Collateral Damage Estimation courses. If the selected candidate does not have these qualifications then these will be undertaken with NATO in the first 6 months of hire.
3. Previous experience in course or curriculum development or organization and, or Training of Military courses.
4. NATO (or equivalent national) training regarding non-lethal, non-kinetic planning, information operations, psychological operations, strategic communications, or related fields.
5. Working knowledge of Microsoft Office (Word Processing, Spreadsheets, E-mail and Presentations) and SharePoint.
Attributes/Competencies
• Personal Attributes: The candidate must be able to have a broad vision of complex subjects and reach a balance between many different points of view. The candidate should have the capacity to adapt to fast changing situations and integrate new inputs being provided regularly by its leadership.
• Professional Contacts: The candidate will have to deal with a large community of targeteers in the ACO. Furthermore, regular discussions with NATO political structure will require diplomacy and extended professional network.
• Contribution to Objectives: This position may have in impact on the whole Alliance and especially on the ACO. Processes and solutions proposed may be implemented in doctrine and become the reference if NATO gets involved in a conflict.
REMARKS:
Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
