Our organisation
Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).
The Operations Directorate is responsible for directing, monitoring, coordinating, and assessing operational functions and advising the Chief of Staff (COS) regarding all regionally focused operational activities.
The J3 Division is responsible to Operations Director for the implementation and oversight of operational plans, procedures, and techniques to ensure effective Command & Control (C2) of assigned forces in Baseline Activities and Current Operations (BACO) through Crisis up to Maximum Level Effort (MLE).
The J3/3 Current Operations Branch provides 24/7 situational awareness by exploiting available operational information and current intelligence to aid timely decisions and effective Command & Control (C2) from Baseline Activities and Current Operations (BACO) to Conflict.
The J3/3 - Support Operations Section is responsible for providing sustainable management and support of C2 systems/Community of Interest software services to the (C)JOC Command and Control (C2) management and supporting C2 systems/functional area services to the C/JOC.
The incumbent, with focus on Information Management within J3/3, and the Management of Data for all J3/3 administrated Community of Interest (CoI) services, ensures interaction and coordination of J3/35 CoIs information exchange with component commands, manages cooperation with the JFCBS HQ operational community in order to materialize the operational Information Exchange Requirements for BACO/missions/exercises, and represents J3/3 operational community within HQ IKM working group as directed or assigned.
The main duties of Staff Officer (J3/3 Information Management Manager) are:
· act as the JFCBS J3/3 focal point for all aspects of general Information Management and J3/3 CoI Information Management and provide corresponding advice, as required, and receive tasking from the Support Operations Section Head.
· Manage the level and detail of the Information exchange with Components Commands and JFCBS HQ divisions between CoI services.
· Provide expertise on information acquisition processes in different domains, metadata exchange, and database production for CoI services. Closely cooperate with J3/3 CoI Manager and J6 to maximize the information exchange outcome, providing a multidomain (Air, Land, Maritime, Cyberspace, LOG, weather, CIMIC, J2 etc.) and comprehensive COP.
· Provide inputs to enhance existing CoI services/IKM tools and support the development of new CoI services/IKM tools in support of the aims and objectives of the NATO digital backbone.
· Interact with other Component Commands, NATO Command Structure (NCS), NATO Force Structure (NFS) and entities to substantiate the J3/3 operational requirements for information exchange.
· Develop proposals for JFCBS J3/3 CoI services information management implementation for J3/3 SPT OPS Section Head decision and action.
· Provide efficient and effective Information Management expertise for J3/3 in close coordination with Information Knowledge Management (IKM).
· Provide advice to J3/3 personnel to ensure that the right information is provided to the right person at the right time in the right form.
· Provide support to create J3/3 Information Exchange requirements.
· Provide advice and support to produce/revise Information Management related SOPs/SOIs.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes an agreement to deploy more than 30 days if required.
Required Qualifications are:
Ø English – good – NATO Standard Language Proficiency 3333
(Listening, Speaking, Reading, and Writing) in accordance with NATO standard agreement (STANAG) 6001.
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted in English.
Ø University Degree or equivalent in related field / subject.
Ø Minimum 3 years’ professional experience using CoI services / IKM tools.
Ø Professional experience in project management of emerging CIS services.
Ø Professional experience working in cross-functional teams.
Ø Minimum 3 years’ professional experience in Information Management and Database Management.
Ø Experience in providing automated data processing (ADP) support.
Desirable Qualifications are:
Ø Experience working directly with senior leadership.
Ø Knowledge and understanding of Combined and Joint Military Operations
Ø Experience using NS WAN (Bi-SC AIS) / NITDS and the currently used CORE and C2IS / CoI services (LC2IS, ICC, AIRC2IS, SEW, MCCIS, NCOP, JChat, JOCWATCH, AOSS).
Ø Completion of for this position relevant courses / training.

The successful selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATO's areas of operation.
This requirement is in support of the NATO 2030 agenda.
The successful candidate will be offered a 3 years’ definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable. For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations’ guidance (MCM-0061-2023 for NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract, except for the case when they have more than 10 years of service, in which case they will receive an indefinite duration contract.
