Our organisation

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Operations Directorate is responsible for directing, monitoring, coordinating and assessing operational functions and advising the Chief of Staff (COS) regarding all regionally focused operational activities.

The J2 Division provides Intelligence in support of the planning, preparation, conduct and assessment of NATO assigned operations.

The Joint Intelligence Operations Branch provides intelligence support to the overall Joint Targeting effort in JFCBS and ensures intelligence contribution to situational awareness / understanding (SA/SU), feeding to the Allied Command Operations (ACO) wide database.

The Intelligence Systems Section develops, defines, implements and manages Intelligence Systems and their architecture, ensuring interoperability both within Intelligence and in exchange with others.

The incumbent is responsible for the development, management and maintenance of a coherent and optimal architecture of Intelligence Systems in NATO multi-domain networks environment.

 

The main duties of Staff Officer (Intel Systems & Architecture Coord.) are to:

·      Ensure interoperability both within Intelligence Community of Interest and in exchange with others in support of the Intelligence and Joint Intelligence Surveillance Reconnaissance (JISR) cycles for JFCBS-led operations and exercises.

·     Advise the Section Head and Assistant of Chief of Staff Intelligence support (ACOS J2) as a subject matter expert on the NATO Intelligence\ Joint Intelligence Surveillance Reconnaissance systems Functional Area Services (Intel\ JISR FAS) architecture, integration and interoperability.

·     Lead all aspects of the Intelligence\JISR systems business processes in JFCBS HQ and subordinated \ affiliated organizations as well as initiates development of the Communication Information System (CIS) solutions supporting Intelligence product workflows in a multi-domain environment.

·      Validate, consolidate and manage actionable, measurable and testable requirements for CIS and operational planning of the Intelligence Services in context of federated operations and exercises JFCBS J2 is involved in.

·      Advise and provide expertise to long-term CIS planning in order to design and achieve coherent and optimal architecture of the Intelligence\JISR Systems in support of JFCBS-led operations and exercises, ensuring that relevant technical strategies, policies, standards and practices are applied correctly and sufficiently.

·     Supervise the planning, development and maintenance of the Intelligence\ Joint Intelligence Surveillance Reconnaissance Systems Functional Area Services capabilities ensuring they support Intelligence mission and personnel in JFCBS HQ and subordinated \ affiliated organizations.

·     Direct, advise and mentor the Functional Managers within subordinate JFCBS commands organisations, and components in order to ensure operational consistency by implementing and enforcing Intel systems standards and management practices across all JFCBS operations.

·        Analyse business processes, identify alternative solutions, assess feasibility and recommend new approaches, seek out avenues that exploit and implement current and future Intelligence and JISR Systems.

·         Ensure interoperability and information exchange between Intelligence\JISR capabilities and other functional areas systems, databases and applications in multi-domain networks environment.

·         Supervise engineering evaluation and feasibility studies of the operational CIS requirements for Intelligence Support Capabilities and assess their provision.

·         Analyse the operation\exercise lessons learned to identify shortfalls and deficiencies of Intelligence\JISR Systems functionalities and negotiate with internal and external stakeholders their implementation in JFCBS and subordinated commands.

·         Responsible for providing recommendations and inputs into intelligence policy, concepts and planning documents regarding Intelligence\JISR capabilities, applications, and interfaces.

·         Act as the focal point in JFCBS J2 regarding all aspects of the Architecture of Intelligence\JISR Functional Area Services, for both NATO and national affiliated organizations.

·         Liaise with CIS support agencies, service providers and operational sponsors (NCIA, NCISG, BGX, SHAPE, ACT) regarding systems implementation and support issues.

·         Represent JFCBS and contributes to the relevant conferences, committees, working groups and boards both internal and external to JFCBS in terms of all aspects of assigned responsibilities and duties.

·         Undertake work as part of a project team as directed or assigned.

·         Functional Area decision authority within the assigned area of responsibility that should be coordinated within the functional area within HQ and with the counter partners in lateral, subordinate and superior HQs.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

Required Qualifications are:

Ø  English – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø  University Degree or equivalent in information science, information communications, information technology, computer science or related field / discipline.

Ø Minimum 5 years professional experience in developing, designing and implementing CIS-oriented architectures with managing requirements for Joint Intelligence Surveillance Reconnaissance (JISR) systems.  

Ø  Minimum 3 years professional experience with integration and interoperability of Joint Intelligence Surveillance Reconnaissance (JISR) systems in CIS multi-domain environment.

Ø  Minimum 3 years professional experience in Intel Systems management, maintenance and support.

Ø  Minimum 2 years’ experience in drafting and maintaining procedures and instructions to ensure compliance with governing policies in area of Intel Systems and user support.

 

Desirable Qualifications are:

Ø  Knowledge of NATO CIS, and its concepts, policies and architectures.

Ø  Experience with NATO Systems and Services.

Ø  Completion of for this position relevant courses/training.

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties, and is deployable to NATO's areas of operation.
