ABOUT YOU

 

We are seeking highly motivated individuals for our Strategic Requirements and Experimentation Branch in support of the initial Alliance Future Surveillance and Control Capability (iAFSC) E-7A Programme. We have openings as

 

  • Staff Officer (Programme Manager iAFSC)
  • Staff Officer (Risk and Compliance)
  • Staff Officer (Maintenance and Logistics Policy)

 

For all positions, a university degree (or completed higher secondary education with advanced vocational training), relevant job certifications and training, along with sufficient related professional experience are essential. As the work at this Headquarters is primarily conducted in English, proficiency in the language is crucial. Additionally, each position requires specific post-relevant experience as described below.

 

Experience within a large/complex international and/or military business environment with operations, logistics or information technology background will be considered an advantage. Familiarity with NATO policies, procedures, and organizational structure is also highly desirable as well as any further intermediate/advanced training related to the job.

 

 

BACKGROUND

 

We are a unique multinational flying force with operational capability located at the NATO Airbase Geilenkirchen. With its 14 E-3A aircraft, our organization plays a critical role in NATO and our mission is to deliver ready, responsive Airborne Early Warning, Battle Management, and Command and Control capability to operational commanders in support of North Atlantic Council (NAC) approved tasks. The incumbent will be part of the Strategic Requirements & Experimentation Branch within the Requirement Division. The Branch assesses existing operational capabilities and conducts capability gap analysis against Minimum Capability Requirements and assigned Target Packages.

 

 

Programme Manager iAFSC

 

Your main focus will be to ensure effective implementation management of the iAFSC E-7A Programme by providing expertise in planning of all phases during a full fleet replacement cycle. The PM`s responsibility will include the general control and management of force organization requirements, training and operational capability issues, future development, maintenance and infrastructure.

 

The ideal candidates will have profound experience, and a deep understanding of project management methodologies, tools and techniques related to complex projects or programmes. They demonstrate the ability to complete projects according to outlined scope, budget and timeline while selecting and implementing adequate risk mitigation strategies and successfully communicating project/programme results and outcomes. Experience within a large international or military business environment, knowledge or experience in the operation or maintenance of wide-body aircraft and the knowledge of the Host Nation language (German) will be considered an advantage. 

 

 

Risk and Compliance

 

In this role, the main focus of the job will be managing and implementing risk strategies within the critical framework of the iAFSC E-7A programme, to include identifying, assessing and mitigating risks associated with the implementation operations, projects and activities.

 

The ideal candidates will have a thorough understanding of risk management principles, methodologies, and tools, as well as expertise in risk assessment approaches and the development of effective risk mitigation strategies. The role also requires relevant experience and a deep understanding of planning and implementing organization-wide processes and procedures, along with the ability to collaborate with diverse stakeholders and explain complex concepts to non-technical audiences. Experience in a large or complex international or military business environment, particularly in operations, logistics, or information technology, as well as Six Sigma certification or training as a Lead Auditor, will be considered advantageous.

 

 

Maintenance and Logistics Policy

 

In this role, the main focus is on the effective implementation of a Technical and Logistics Programme in support of the iAFSC E-7A Programme efforts, as well as the governance of all logistics programmes and training required for the operation of the fielded E-7A Weapons system.

 

The ideal candidates have extensive knowledge of project planning and control tools, methodologies, and best practices related to aircraft maintenance and logistics. The role also requires a strong understanding of aviation technology and European Military Airworthiness Requirements (EMAR) regulations, along with experience in project risk management. Additionally, candidates should have completed basic training in aviation maintenance and aviation logistics/supply chain management. Experience within the aviation sector, particularly in aircraft maintenance and sustainment, will be considered an advantage.

CONTRACT

 

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract. On expiry of this term, the PLN will be deleted or absorbed into the ceiling pending approval or, exceptionally, will be considered for extension.

 

 

SALARY

 

Salary values indicated in this vacancy notice are based on the new Single Salary Spine scale.
