Our organisation:

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by SACEUR.

The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions. The J1 Division is responsible for developing, planning, preparing, and executing the HQ’s human resource plans and programmes.

The Civilian Personnel Branch is a shared services provider for NATO bodies, units & activities for which it develops, plans, executes, and implements policies & procedures pertaining to procurement/recruitment, life-cycle management, training, and development, conflict resolution, remuneration, deployment and separation of civilian staff. The incumbent executes and manages the HR life cycle for all assigned (categories) civilian personnel.

 

The main duties of Staff Officer (HR - Life Cycle Management) are:

·       Manages all education and training activities for assigned civilians, fostering individual development, and internal communication.

·       Manages the HR life cycle functions for all assigned (categories) civilian personnel.

·       Oversees the correct preparation ’assignment of emoluments’ in full compliance with international rules and regulations, for the payroll for all assigned (categories) civilian personnel.

·       Responsible for the Staff Performance management programme, ensuring accurate measurements of performance contributing to a well-performing organization.

·       Interacts and Intervenes with commanders/activity chiefs regarding their people-management related tasks related to performance of assigned civilians.

·       Proposes changes to NATO civilian personnel policies and regional directives relating to staff performance, development, and training.

·       Proposes changes/updates to civilian job descriptions as result of the performance management programme.

·       Interprets civilian personnel policies and directives in relation to human resources programs.

·       Counsels employees regarding individual staff performance and development providing objectives and feedback for their work, focusing on the achievement of performance excellence through knowledge and self-awareness, contributing to the competence improvement in a modern organization.

·       Responsible for counseling, coaching and mediation in individual staff conflicts, providing guidance and support to all parties involved, planning and executing communication strategies, with respect to the relevant organizational guidance and direction for handling disputes and complaints.

·       Provides advice to supervisors, activity chiefs, and commanders, when directed.

·       Participates in ACO and other Working Groups for own functional area HR issues and operational planning.

·       Authorised to make decisions within the assigned sub-functional area. Such decisions should be also coordinated within the functional area of the Q and with the same sub-functional area in lateral, subordinate and superior HQs. Such decisions may affect the commitment of the command within NATO to a course of action.

 

The work is normally performed in a normal NATO office-working environment.

Normal Working Conditions apply.

 

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

 Required Qualifications are:

Ø  English – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø  Dutch – good – level B2 - independent user - in accordance with Common European Framework of Reference.

Ø  University Degree or equivalent in human resources management, business administration, law, social sciences, public administration or related field / discipline

Ø  Minimum 4 years professional experience in a Human Resources department, preferably in staff relations, of which at least one year in a supervisory role

Ø  Thorough experience in office / general administration practices

 

Desirable Qualifications are:

Ø  Mediation/Counselling skills

Ø  Labour relations or psychology experience

Ø  Experience in Project Management

Ø  Experience in planning, organizing, directing, coordinating, controlling and evaluating the use of workforce, budgets and facilities to achieve direct effects

Ø  Knowledge of Host Nation labour legislation and labour relations practices

Ø  Knowledge of NATO regulations and procedures related to the administration of civilians employed in support of serviced Organizations and theatre HQs

Ø  Degree in (Host Nation) Social Security Legislation

Ø  Degree in (Host Nation) Occupational Health and Safety Legislation

The successfully selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties and be deployable to NATO's Areas of Operation. 

 

The successful candidate will be offered a 2-year definite duration contract.
