PART OF SUPREME HEADQUARTERS ALLIED POWERS EUROPE (SHAPE) WITH JOINT FORCE COMMAND BRUNSSUM, THE NETHERLANDS AS DUTY LOCATION

Our organisation:
The SHAPE Logistics Information Management Section (LIM) provides analyses, strategic advice and recommendations in the area of development, implementation and governance of logistic capabilities and functions comprising Logistics Information Management (LIM) and Logistics Information Systems (LIS). It identifies, defines and develops operational requirements related to LIM and LIS (including LOGSuite, MEDSuite and MILENGSuite elements). It also coordinates all round (DOTMLPFI) governance for ‘In service Life’ period of deployed NATO LIS lifecycle and manages the J4 Support Information Management (SIM) Network of IM Analysts embedded across ACO HQs.
The incumbent will be part of SHAPE and will be permanently employed within the J4 Division of Joint Force Command Brunssum Headquarters.
The main duties of Senior Staff Officer (IM Analyst) are to:
1) Assist the Officer of Primary Responsibility (OPR) in development of operational requirements development for information systems supporting ACO Logistic, Medical and Military Engineering stakeholders’ roles in Enablement on behalf of JFCBS.
2) Assist the OPR in the effective execution relevant general Logistics Information Management (LIM) Function related to the Enablement related Roles, Responsibilities and Authorities of JFCBS, including:
· Develop / Implement policy, doctrine, procedures and plans, capabilities.
· Identify LIM policy / material requirements and implement solutions.
· Provide LIM functional advice / support in support to NATO / national planning.
· Support to Boards, WGs, Committees etc.
· Support to Training and Exercises.
· Knowledge Management.
3) Assist the OPR in effective execution of Enablement Support Services (ESS) development related to the Enablement related Roles, Responsibilities and Authorities of JFCBS, including:
· Establish and Run ESS Project #10.
· ESS U&OA Criteria Development.
· Oversee U&OA Trials Process.
· CONOPS and IMPLAN Development (DOTMLPFI).
4) Assist the OPR in effective execution of ESS Transition Management related to the Enablement related Roles, Responsibilities and Authorities of JFCBS, including:
· IMPLAN Development (DOTMLPFI).
· Change Management / Project Acceptance.
· Data Migration.
· Manage NCS / NFS / National Transition.
5) Assist the OPR in effective execution of extra duties directly related to the Enablement related Roles, Responsibilities and Authorities of JFCBS, involving:
NATO Digital Enterprise Transformation.
· Next Generation Modelling & Simulation.
· NATO 2030 RSN Visualization System project.
· Federated Mission Networking/Logistic sub-syndicate.
Committee Participation:
· Logistics Information Management Working Group – Contributor.
· Bi-SC LOGREP WG – Contributor.
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
Required Qualifications are:
Ø A University degree in logistics, transport, information science, management, information systems, computer science or related discipline OR
Higher Secondary education and completed advanced vocational training in related discipline leading to a professional qualification or accreditation.
Ø English – good – NATO Standard Language Proficiency 3333
(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
Ø Minimum 2 years professional experience participating in the overall planning, organizing, and directing of services and support activities in the implementation of logistics programs.
Ø Professional experience developing plans and policy guidance to implement logistics management programs.
Ø Professional experience in the governance of all types of information, both structured and unstructured, and how this is used to support decision-making processes and digital services.
Desirable Qualifications are:
Ø Experience managing enterprise level logistics and CIS projects.
Ø Experience in project related teamwork.
Ø Experience in Change Management and Project Acceptance.
Ø Experience serving in NATO.
Ø Completion of courses/ training relevant for this position.
The successful candidate possesses following personal attributes:
ü Excellent communication skills, both oral and written - able to communicate at all levels;
ü High level of interpersonal skills including tact and diplomacy;
ü Very good problem solving skills;
ü Analytical thinking.
The successfully selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties and be deployable to NATO's Areas of Operation.
This requirement is in support of the NATO 2030 agenda.
The successful candidate will be offered a 3 years’ definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable. For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations’ guidance (MCM-0061-2023 for NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract, except for the case when they have more than 10 years of service, in which case they will receive an indefinite duration contract.
