LOCATION: Baghdad, Iraq

TITLE:  Staff Officer (HQ Security)

GRADE: MCIV 5

SECURITY CLEARANCE: NATO SECRET

 

1. POST CONTEXT 

NMI is a non-combat, demands-driven advisory and training mission which executes its tasks in close cooperation with Iraqi partners.

J2 Branch provides intelligence expertise to NMI related to the threat situation, IOT mitigate risk related to force protection and in support of operations.

Within the J2X, the incumbent is responsible for all security issues within the HQ.

This post reports to NTI OII 0010 - Section Head (J2X) - OF-3.

2. DUTIES  

The incumbent's duties are:

- Leads, directs and supervises NMI HQ’s Security Team.

- Responsible to NMI COM for the implementation of ACO security policy and the management of functional security measures in NMI.

- Supports J2X Section Head in the maintenance of the Policing and Security Plans for NMI personnel.

- Responsible for liaison with Union III security elements and HN local security force commanders and the review/progressing of security incident reports.

- Acts as Security Accreditation Authority (SAA) for NMI.

- Ensures full coordination with NATO and other HQs on security policy matters compliance with NATO security directives and procedures.

- Plans and conducts Security Advisory Visits and Security Inspections of NMI locations.

- Briefs periodically J2 and NMI chain of command on the overall security situation. Makes recommendations to improve deficiencies and adapt current policies and procedures to a constantly changing environment.

- Leads on coordination of enhanced vetting of all local national hires.

- Oversees all security violation reporting and the processing of security investigations in theatre.

- Ensures theatre wide implementation of required physical/personal security measures.

- Liaise with the Joint Visitors Bureau for all security related issues during visits.

- Assists in negotiating memoranda of understanding and agreement related with his area of expertise.

Functional Area decision authority.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

- The incumbent may be required to deploy on operational tasks, or to undertake operational TDY assignments elsewhere.

- Exceptional employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time might occur.

- The incumbent must be prepared for temporary reassignment within NMI’s authorized CE in accordance with ACO 045-003 and as directed by COM NMI, in support of operational requirements.

- Given the dynamic operating environment in Iraq, the incumbent must be prepared to retrograde from the Greater Baghdad Area, possibly at short notice, for employment in locations outside of the borders of Iraq and under austere conditions for prolonged periods of time.

The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker).

3. QUALIFICATIONS AND EXPERIENCE  

ESSENTIAL

University Degree in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioral or social psychology, security administration, public administration, industrial security administration, law or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience;

Previous experience in the Intelligence functional area

Previous security experience at the tactical/operational level with a minimum of 5 years’ experience in a National, International or NATO / Operational HQ

Extensive knowledge of administrative procedures for the controlling, processing and handling of classified Documents;

Working background and knowledge of office management techniques and procedures

Experience in the preparation and compiling of accurate reports;

English Standard Language Proficiency level of “Professional” in listening, reading, speaking and writing, (SLP 3333 based on NATO standards). 

DESIRABLE 

- Previous experience in Iraq or elsewhere in the Middle East desirable.

- Experience on NATO Security posts.

- CI/HUMINT and/or Intelligence assignment or background at the tactical/operational level.

COURSES:

NATO or National/International Security Course

NATO Intelligence - An Overview (INT-JI-11727) provided by NATO - School Oberammergau (NSO)

NATO Operational Law Course (ETE-LG-3689) provided by NATO - School Oberammergau (NSO)

Utility of Gender in PSO Course (GEN-GO-21324) provided by Peace Support Operations Training Centre (PSOTC), Bosnia-Herzegovina

Deep knowledge of NATO/ACO Security Regulations/Directives.

National security and documentation handling training

4. POSITION AND CANDIDATE PROFILE

Must be able to develop and maintain interpersonal relationships. Communication, problem solving and conflict resolution skills. Social skills and cultural awareness. Ability to identify specified and implied tasks from discussions and written documents in order to ensure that all are oriented towards objectives.

Regular professional contacts with others inside and/or outside immediate organization on functional matters.  Solicits/gives information and provides advice/guidance.

Contribution to the objectives

The work covers many similar and/or dissimilar tasks which require analysis and research skills within the same subject area. Although clear guidance and standard rules/regulations are available, ability to analyze and solve problems is needed to deal with specific issues. Performance of duties directly impacts the objectives, efficiency, image and the financial resources of the HQ.

5. EMPLOYMENT CONDITIONS 

The basic salary for an MCIV 5 is Euro € 6.299.00 per month (exempt from local taxation). A further amount of 12% of the basic salary will be paid to the staff member every month to satisfy personal pension obligations, plans, and/or schemes. Furthermore, the successful candidate may be eligible to event-based allowances (hazard, austere, extended working hours), in accordance with the conditions stipulated by the Mission Civilian Rules.

This post is a non-accompanied assignment. Living quarters provided by NATO.

The NMI mission, while not combat, is executed in a combat environment.  Specific roles, responsibilities, and tasks are subject to change based on the Commander’s on-the-spot assessment of the situation. Commander, NMI reserves the right to reassign personnel or reapportion tasks within the CE based on mission requirements/changes. Must be prepared for intra theatre movements by ground or air, in accordance with national force protection caveats. Air quality within the Greater Baghdad area is poor and below NATO health and safety minimum standards.
