Our organisation:

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by SACEUR. The Command Group (CG) provides and sustains operational level joint command and control capabilities at designated readiness states. The Office of the Chief of Staff (COS) ensures the implementation of relevant policy.  Directs and coordinates HQ staffing activity with oversight of travel, workplace and financial management, structures and provision of administrative support. The Office of the Gender Advisor ensures the implementation of UNSCR 1325 on Women, Peace and security, related resolutions and full integration of gender perspective on all phases of planning, execution and evaluation of NATO-led operations. The incumbent supports and deputizes the GENAD and is responsible for providing comprehensive strategic advice on integration of gender perspectives, UNSCR 1325 and related resolutions to all levels throughout the HQ and subordinate units.

The main duties of Staff Officer (Gender Advisor) are to:

·         Main focus is on operationalization of Gender perspective in this HQ.

·         Provide expert inputs to the work of Battle Rhythm Boards and Working Groups and other internal working groups e.g. War Fighting HQ.

·         Represent the Office of GENAD in internal and external forums.

·         Promote GENAD in managing the Women, Peace and Security (WPS) initiatives and portfolio by advising the Command Group and HQ staff on implementation of UNSCR 1325.

·         Promote related resolutions and gender perspective (GP) in military operations, working in close cooperation with all directorates, special advisors, senior national representatives, and partner nations in the Area of Responsibility (AOR).

·         Serve as a Focal Point for NATO’s WPS Agenda, including policies and guidelines on Preventing and Response to Conflict-Related Sexual Violence (CRSV) and Sexual Exploitation and Abuse (SEA).

·         Advise on best integration mechanisms, communication, and awareness tools on the consideration of complex and sensitive topics related to integration of gender perspectives in peace and crisis establishments.

·         Provide comprehensive operational advice and tailored-training to all levels on operationalization of policies and guidelines on WPS, CRSV, SEA to enhance the effectiveness of the full scope of the Alliance’s activities, and in particular to enhance the Alliance, fighting power when delivering NATO’s three core tasks: collective defence, cooperative security, and crisis response operations.

·         Conduct gender analysis, explain and defend recommendations, participate actively in the planning, execution and evaluating of joint operations, processes and procedures, including exercises, ensuring clear accountabilities for stakeholders.

·         Create and direct Gender Focal Points (GFPs) structure, advocate the importance of GFPs to member nations and maintain the GFP network within the HQ and subordinate units, facilitate regular coordination and synchronization meetings, mentor and train GFPs, allocate projects, manage inputs, serving as the subject matter expert.

·         Advocate understanding of the commitments and implications of WPS, CRSV and SEA for HQ staff, senior national representatives as well as partner nations in the AOR through designing and delivering tailored briefings, training and workshops.

·         Establish and nurture contact with NATO Gender Advisory Community of Interest and non-partner on the strategic integration of gender perspective into three core tasks of the Alliance and to advance and promote gender equality as a reflection of NATO values.

·         Assume responsibility for the accuracy and relevance of NATO regulations and planning documents on integration of GP in the NATO Command Structure in close corporation with ACO wide GENADs, advocating for updates and revisions as needed and based on thorough analysis.

·         Engage regularly in the work of ACO GENAD Board, ACT Annual Conference, and NATO Committee to provide insights, solutions, holistic advice and lessons-learned gender perspectives.

·         Formulates, develops and collects, manages and disseminates gender-related information, guidelines and documents.

·         The incumbent may be required to contribute in any inquiry or investigation concerning a breach of NATO standards of behaviour, from sexual harassment, or an allegation of rape, sexual exploitation and abuse or other forms of gender-based violence.

·         The incumbent may be required to conduct activities for awareness raising of senior national representatives.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Required Qualifications are:

Ø  English – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø  University Degree or equivalent in sociology, behavioural science or related field / discipline.

Ø  Minimum 3 years professional experience advising senior leadership and staff on gender mainstreaming.

Ø  Professional experience applying the Women, Peace and Security agenda and/or equivalent.

Ø  Professional experience developing and delivering training.

Ø  Professional experience working for an International Organization, NGO and/ or a national administration dealing with gender.

Desirable Qualifications are:

Ø  Experience applying gender perspectives in a military setting.

Ø  Experience in tactical and operational level of command, preferably in NATO.

Ø  Experience in international operations and missions.

Ø  Completion of for this position relevant courses / training.

ü  Analytical thinking;

The successfully selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant, is required to determine if the recommended candidate is fit to perform the duties and be deployable to NATO's Areas of Operation.
