Our organisation:

Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Operations Directorate is responsible for directing, monitoring, coordinating and assessing operational functions and advising the Chief of Staff (COS) regarding all regionally focused operational activities.

The J2 Division provides Intelligence in support of the planning, preparation, conduct and assessment of NATO assigned operations.

The Joint Intelligence Collection Branch conducts information acquisition activities and provides specialized tailored geospatial support to deliver timely and relevant intelligence to decision makers.

The Collection Capabilities Section functions as the resident experts in Open Source Intelligence (OSINT), Imagery Intelligence (IMINT), Signal Intelligence (SIGINT), Geographic Intelligence (GEOINT) & Human Intelligence (HUMINT) and Targeting/Battle Damage Assessment (BDA) disciplines.

The incumbent provides specialist advice to the Headquarters’ Command Group and staff on depth of knowledge on imagery, all characteristics and contributions of a wide array of imagery sensors and assets (i.e. Electro-Optical, Infrared, Synthetic Aperture Radar, Moving Target Indication, and Full-Motion Video); the tradecraft and techniques of imagery exploitation; and production of imagery intelligence.

 

The duties of The Staff Officer (Collection Capability - Imagery Intelligence) are:

·         Directs and performs IMINT exploitation and manages Intelligence collection process for IMINT assets, to include prioritizing exploitation of IMINT products.

·         Contributes to the development of the JFCBS Joint Intelligence Surveillance and Reconnaissance (JISR) strategy through the integration and synchronisation of all IMINT collection capabilities to satisfy the Commander’s overall intelligence requirements and enable production and dissemination of IMINT products.

·         Translates intelligence and information requirements into IMINT requests and conducts independent IMINT analysis whenever IMINT collection is provided.

·         Provides Imagery Intelligence exploitation support directly to the JFCBS Intelligence Support to Targeting Team.

·         Performs Imagery Intelligence exploitation support directly to JFCBS Battle Damage Assessments as required.

·         Reviews incoming IMINT reports and products to produce analysis and evaluation of the trends.

·         Contributes to developing, maintaining and supervising of IMINT policy for the command.

·         Works on the development of doctrines, plans and procedures pertaining to IMINT discipline.

·         Provides specialist support to the NATO School Oberammergau’s NATO Intelligence Requirement Management and Collection Management (IRM&CM) Course and other specialist courses as required. - May be required to deputize for the Section Head (Intelligence Collection Management).

·         Provides direct support to the JFCBS J23 Intelligence Operations Branch Chief, the JFCBS Theatre Collection Manager, and the Chairman of the Joint Collections Working Group (JCWG).

·         Attends and supports NATO conferences and working groups focusing on the development of NATO and Allied partner Intelligence Collection Management capabilities.

·         Supports operational planning in support of operations, readiness preparations or crisis response activities, as directed or assigned, including reviewing, validating, deconflicting and prioritising all theatre-wide and Joint level ISR collection requirements during peacetime, exercises and operations.

 

The work is normally performed in a normal NATO office-working environment.

Normal Working Conditions apply.

 

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice.

 

For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

 

 Required Qualifications are:

Ø  English – good – NATO Standard Language Proficiency 3333

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø  University Degree  in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioral or social psychology, geography, computer science, mathematics or related discipline OR

Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation.

Ø  Minimum 3 years’ professional experience in an Intelligence functional area.

Ø  Minimum 2 years’ professional experience performing Imagery Exploitation and Imagery Intelligence Production, including but not limited to resources management in terms of dissemination, storage, archival and retrieval. In addition, able to contribute to all Battle Damage Assessment (BDA), in particular to Phase 6 “Assessment”.

Ø  Experience using software dedicated to imagery exploitation, including but not limited to Interoperable GEO/GIS technology (ESRI), ArcGIS pro, SOCET GXP.

Ø  Proven broad-based intelligence knowledge including understanding of intelligence support, collection, planning and management.

 

Desirable Qualifications are:

Ø  Imagery Analysis for Targeting

Ø  Target Development

Ø  Understanding of target intelligence

Ø  Completion of for this position relevant courses e.g. NATO Intelligence course

 

The successful candidate possesses following personal attributes:

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released.

 

This requirement is in support of the NATO 2030 agenda.

The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable. 

For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations’ guidance (MCM-0061-2023 for NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract, with the exception of the case when they have more than 10 years of service, in which case they will receive an indefinite duration contract.
