Post Context

On 15 FEB 2024, the NATO – Ukraine Council (NUC) Defence Ministers took the political decision to endorse the establishment of the NATO-Ukraine Joint Analysis, Training, and Education, Centre (JATEC).  Subsequently, in JUL 2024, the Washington Summit agreed to take forward the establishment of the NATO-Ukraine JATEC, as an important pillar of practical cooperation, to identify and apply lessons from Russia’s war against Ukraine and increase Ukraine’s interoperability with NATO. With this agreement, the Allies approved the establishment of a Joint Civil-Military Centre under ACT Leadership to become a pillar of the NATO-UKR relationship.

JATEC provides analytical, educational, and training capabilities to jointly identify and apply lessons from Russia’s war against Ukraine, and embedding these in strategy, policy, doctrine, tactics, and operations. In this context, JATEC contributes to the development of NATO’s and Ukraine’s transformation in deterrence and defence, crisis prevention, crisis management and cooperative security, providing support to the successful achievement of NATO – Ukraine interoperability objectives.

Principal Duties:

  • Manages the day-to-day operations of the Security Office.
  • Authorizes access to JATEC facilities for staff, contractors and visitors.
  • Ensures up-to-date security personnel database.
  • Ensures the support of security related tasks during events and exercises.
  • Acts as the liaison with Host Nation for the computerised access control system through which security access to the JATEC is appropriately controlled.
  • Exchanges security information with other NATO HQs to facilitate access for JATEC staff travelling to other HQs and for NATO staff visiting the JATEC.
  • Maintains coordination with host nation security authorities on behalf of the Head of JATEC Security Office.
  • Participates in security investigations and inspections as required.
  • Acts as secretary at JATEC security committees.
  • Provides Security training for JATEC staff and external participants for events.
  • Advice and conduct Force Protection duties as directed by Head of JATEC Security Office.

Essential Qualifications / Experience:

  • Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related experience
  • Four years’ experience in security administration and/or access control.
  • Four years’ experience in access control principles and Force Protection.
  • Four years’ experience in business or office administration.
  • Experience with national and/or international computerised access control systems.
  • Vocational training in Force Protection, Security Administration or national equivalent.

Language:

English – SLP 3322 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Experience as Physical Security Specialist.
  • Experience with effective utilization of databases.
  • Previous assignment in a Joint, Combined or Multi-National HQ.
  • NATO Security Course
  • NATO Force Protection Course

  • The incumbent must be self-motivated and is expected to work unsupervised in the performance of assigned duties.
  • The incumbent should display sound independent judgment and have the confidence to exercise that judgment where required.
  • The incumbent must exhibit and employ tact and diplomacy when coordinating corrective and preventative actions within a team environment.
  • He/she must also be capable of expressing both him/herself orally and written to Senior Management

Professional Contacts:

  • The incumbent would be required to regularly interact with colleagues at the other NATO and national entities in Poland.
  • Must be able to liaise effectively, both internally and externally with military and civilian personnel of all grades and ranks.
  • During investigations, which may be extremely sensitive, the post has contact with members of HQ staff at all levels.

Contribution To Objectives:

  • The post provides the guidance to ensure that protection of information and sensitive operations within JATEC remain secure.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
