On 15 FEB 2024, the NATO – Ukraine Council (NUC) Defence Ministers took the political decision to endorse the establishment of the NATO-Ukraine Joint Analysis, Training, and Education, Centre (JATEC).  Subsequently, in JUL 2024, the Washington Summit agreed to take forward the establishment of the NATO-Ukraine JATEC, as an important pillar of practical cooperation, to identify and apply lessons from Russia’s war against Ukraine and increase Ukraine’s interoperability with NATO. With this agreement, the Allies approved the establishment of a Joint Civil-Military Centre under ACT Leadership to become a pillar of the NATO-UKR relationship.

JATEC provides analytical, educational, and training capabilities to jointly identify and apply lessons from Russia’s war against Ukraine, and embedding these in strategy, policy, doctrine, tactics, and operations. In this context, JATEC contributes to the development of NATO’s and Ukraine’s transformation in deterrence and defence, crisis prevention, crisis management and cooperative security, providing support to the successful achievement of NATO – Ukraine interoperability objectives.

Principal Duties:

  • Responsible for coordinating and prioritizing JATEC CIS requirements to meet the daily operations of the HQ.
  • Act as interface between JATEC and NCI Agency Norfolk Sector for CIS requirements and issues.
  • Translation of HQ CIS Service request requirements into suitable technical details for interface with the service provider.
  • Serve as the technical interface and provide technical support to the JATEC CIS User Group and the Configuration Control Board.
  • Monitor CIS related projects implemented by the NCI Agency Norfolk Sector and serve as the principle technical specialist for the section.
  • Provide the required continuity and performance trends essentials to effective service level support and fiscal planning for the HQ.
  • CIS representative to the CIS User Group.

Essential Qualifications / Experience:

  • Higher Secondary education and completed higher vocational training in library, information science, management information systems, computer science or related discipline leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related experience.
  • Four years’ experience in management and installation level of CIS with the ability to analyse issues to provide advice and recommendations.
  • Four years’ experience in CIS environment associated with Hardware/Software, development with the ability to analyse issues and provide advice and recommendations.
  • Four years’ experience in ITIL Service Support or Delivery Processes.
  • Two years’ experience with Service Level Agreement development.

Language:

English – SLP 3322 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Previous relevant experience with Project management.
  • Certification on ITIL Foundation for IT Service Management.
  • Previous relevant work experience in the field of security of information.
  • Knowledge of budgeting and funding procedure
  •  English- SLP 3333 (Listening, Speaking, Reading and Writing)

Attributes/Competencies:

Personal Attributes:

  • Based upon general NATO rules, using own professional experience and with minimal supervision, required to track and evaluate communications projects to ensure successful implementation.
  •  Is required to follow and interpret technical and procedural guidance contained in NATO STANAGs and directives. Good inter-personal and communication skills.
  • Considerable professional judgment is required to make decisions on technical matters within the general framework of available procedural guidance.
  •  Must be able to travel regularly on temporary duty.
  •  Must be capable of maintaining a high workload, and accomplishing task and projects under deadlines.

Managerial Responsibilities:

  • There is no first line reporting responsibilities. However the incumbent might manages project teams which include military and civilian staff members from different organisations as well as contracted resources.
  • The incumbent acts as a CIS expert and provides advice on this function to other JATEC staff.
  • Executes project management duties for assigned CIS projects; ensuring that projects are completed on time and within the budget

Professional Contacts:

  • The incumbent will collaborate and cooperate regularly with JATEC military and civilian personnel from senior officials to junior staff. Maintains working-level contacts with other NATO, national and international bodies personnel responsible for CIS.

Contribution To Objectives:

  • This post contributes significantly to the timely and efficient execution of JATEC CIS projects. In addition, this post contributes significantly, in a controlled and professional manner, to the introduction of emerging technologies that are incorporated into the JATEC.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
