On 15 FEB 2024, the NATO – Ukraine Council (NUC) Defence Ministers took the political decision to endorse the establishment of the NATO-Ukraine Joint Analysis, Training, and Education, Centre (JATEC).  Subsequently, in JUL 2024, the Washington Summit agreed to take forward the establishment of the NATO-Ukraine JATEC, as an important pillar of practical cooperation, to identify and apply lessons from Russia’s war against Ukraine and increase Ukraine’s interoperability with NATO. With this agreement, the Allies approved the establishment of a Joint Civil-Military Centre under ACT Leadership to become a pillar of the NATO-UKR relationship.

JATEC provides analytical, educational, and training capabilities to jointly identify and apply lessons from Russia’s war against Ukraine, and embedding these in strategy, policy, doctrine, tactics, and operations. In this context, JATEC contributes to the development of NATO’s and Ukraine’s transformation in deterrence and defence, crisis prevention, crisis management and cooperative security, providing support to the successful achievement of NATO – Ukraine interoperability objectives.

Principal Duties:

The incumbent's duties are:

  • Develop and Lead the implementation of JATEC's Communications Information Systems (CIS) Infrastructure.
  • JATEC subject matter expert on CIS infrastructure policy, related resources and technical issues, and also SME for all activities related to computer engineering concepts, planning, implementation, acceptance, correction of deficiencies, inspection and maintenance of CIS systems/facilities.
  • Primary CIS Infrastructure Advisor to ACT lead to support JATEC PMT.
  • Co-ordinates and provides technical advice related to IT systems and networks, physical facilities and equipment, software and hardware solutions, data management and security systems to the leadership and management levels of HQ SACT and JATEC.
  • Identifies CIS requirements to be fulfilled by either Common Funded, Nationally funded or other sources.
  • Initiates and develops CIS infrastructure reports and briefings, containing analysis and recommendations, to provide updates on CIS and its delivery during the period of the consultancy (reports to be produced weekly).
  • Coordinates, collates and validates the CIS Infrastructure operational requirements for JATEC.
  • Supports with technical guidance and resolves differing technical viewpoints coming from NCIA and NATO standards, regulations or laws.
  • Supports CIS elements required for the development of policy, directives and procedures for infrastructure and facilities related activities.
  • Interacts with technical experts from other Infrastructure stakeholders organisations, particularly NCIA.
  • As needed, attends senior working groups and committee meetings on key infrastructure issues for JATEC.
  • Support the development of an outline security concept (CIS elements).
  • In collaboration with NATO (NCIA & HQ SACT) and Polish authorities, responsible for the development and delivery of available CIS and Security solutions for IOC JATEC.

 Essential Qualifications / Experience:

  • University Degree in a related filed and 7 years post related experience, or Higher Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 8 years post related and 3 years function related experience
  • 6-8 years’ experience in CIS planning, management, and implementation.
  • Experience in ITIL IT Service Management.
  • Experience in Information Management implementation.
  • Experience working within and/or with international/multinational organisations such as NATO, EU, UN or OSCE.
  • Experience in providing strategic CIS Infrastructure advice, including a proven track record of success and progressive responsibility in such a role.
  • Strong written and verbal communication and advocacy skills and a proven ability to work in an environment requiring liaison and collaboration with multiple actors

 Language:

English – SLP 4343 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Experience in a NATO or high-level national military headquarters.
  • Experience in Information and Communication Technology and/or Information Management at the military operational or strategic level.
  • ITIL Practitioner Course for Service Level Management.
  • Appropriate educational background in IKM.
  • Language: French SLP 3232 (Listening, Speaking, Reading and Writing)

Managerial Responsibilities:

  • The post holder directly supervises and manages two (2) B Grade staff members.  Additionally, the incumbent must be able to work as part of a team drawn from within and beyond the Director JATEC, persuading and reasoning to achieve solutions. The individual will be guided where required by virtue of knowledge or experience.

Contribution To Objectives:

  • Provides essential support on requirements and resources (e.g. financial support) CIS development and supervises the execution of the current institutional CIS processes for capability development, implementation and sustainment activities of JATEC as SME. Ensures the sustainability and state-of-the-art character of the technical services and delivery platforms for JATEC

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
