About the job:
Based in Brain L’Alleud (Belgium) you will join the Agency as we embark on a journey to transform our IT services to support NATO’s Digital Endeavour. You will join the NATO Infrastructure Services Centre (NISC), which is accountable for planning and executing the full lifecycle management activities (design, transition and operations) for the identified area of responsibility. NISC provides generic, domain independent, technical functionality that enables and facilitates the operation and use of Information Technology resources.
**Brain L'Alleud is a temporary location pending completion of the new SHAPE facility at Camp Casteau in Mons. The Braine L’Alleud site is expected to close by end 2027, with future duty stations shifting to Brussels or Mons, depending on function and business needs.
We are looking for a driven and enthusiastic Software Licensing Manager who's responsibilities will include:
- Manage the full lifecycle of software assets, from planning and procurement to deployment, compliance, and retirement.
- Oversee software licensing processes, ensuring accurate tracking, cost optimization, and risk mitigation across NATO divisions.
- Provide expert guidance on licensing models, advising stakeholders and senior management to support strategic decision-making.
- Ensure service acceptance and delivery quality by evaluating project outputs against agreed criteria and coordinating with delivery teams.
- Lead or support medium-scale projects using appropriate project management tools to ensure timely, cost-effective, and compliant delivery.
- Maintain accurate records of software assets, renewals, and associated costs, contributing to budget planning and reporting.
- Engage with stakeholders across IT and business units, facilitating communication, alignment, and informed decision-making.
- Resolve software-related issues by applying problem management techniques and collaborating on preventative measures.
- Liaise with vendors and suppliers to negotiate contracts, manage renewals, and resolve licensing disputes.
- Stay current with industry trends and best practices in software asset management to enhance NATO’s operational efficiency.

About you:
The valuable knowledge and experience that you bring to this role are:
- A minimum requirement of a Bachelor’s degree at a nationally recognised/certified University in a related discipline and 2 years post-related experience.
- Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCIA, that is, at least 6 years extensive and progressive expertise in duties related to the function of the post.
- Proven 2 years’ experience as a Software Licence Manager, Software Licence Consultant, or similar role.
- In-depth knowledge of Tier 1 software vendor licence practices.
- Experience in service level management and continuous service improvement.
- Familiarity with ITIL or other IT service management frameworks.
- Proven experience in managing vendor relationships.
- Experience managing/leading small team, preferably in international environment
- Excellent communication, negotiation, and customer relationship management abilities.
- Strong analytical and problem-solving skills, with the ability to make data-driven decisions.
- Fluency in English, both written and spoken
