1. Post Context/Post Summary

Allied Land Command (LANDCOM) HQ is the Theatre Land Component and Land Advocate responsible for coordinating and synchronizing NATO and Partner Land Forces by enabling land domain readiness, interoperability, standardization, and competency; on order deploys headquarters elements to provide planning, coordination, and command capabilities to Allied forces.

The Plans Directorate conducts military operations planning, training and preparation of forces, Civil-Military Cooperation (CIMIC) and Military Cooperation with Partner Countries.

The G9 Division is responsible for the cooperation with civilian organisations in the pursuit of LANDCOM mission (CIMIC) and the cooperation with land forces of non-NATO nations, including their integration, evaluation and feedback.

The Stability and Outreach Branch is responsible for establishing and maintaining relationships with IOs and NGOs in support of LANDCOM mission. It is also responsible for tracking the engagements of subordinated units with IOs and NGOs.

The Civil Preparedness and Stability Projection Section is responsible for monitoring and supporting certain non-military actors in Theatre with the aim of improving the local stability. These actors must operate in the areas of: Financial Systems, Infrastructure, Education, Agriculture, Humanitarian Assistance, Rule of Law, Elections and Census, Public Administration Reforms, Local Governance Land Issues and Women Peace and Security.

The Senior Administrator (Civil Preparedness and Stability Projection) is responsible for analysing and reporting on the situation of the population in the Area of Interest regarding economy, infrastructure, public services and humanitarian assistance and for contributing to the execution of LANDCOM CIMIC plans in these areas in coordination with civilian organisations.

 

2. Principal Duties

The incumbent's duties are:

Develops firm understanding of National Resilience analysis and monitoring techniques, procedures and best practices.

Supports the NATO Force Structure (NFS) CIMIC elements in enhancing their understanding of National Resilience and its potential impact on military operations and the civilian environment.

When directed, will participate in Deployable Land Elements (DLEs) and/or Capabilities and Force Integration Teams (CFITs) support of NFS entities.

Performs engagements with IOs and NGOs and other civil actors operating in the areas of development support to Financial Systems, Infrastructure, Education, Agriculture, Humanitarian Assistance and Gender Issues.

Maintains own knowledge as well as developing staff understanding on Development matters.

Monitors military activities in support to Development.

 Analyses the situation of the population in the Area of Interest regarding economy, infrastructure, public services and humanitarian assistance and produces reports.

 Contributes to the execution of LANDCOM CIMIC plans in the areas of economy, infrastructure, public services and humanitarian assistance in coordination with civilian organisations.

 Plans and conducts Development aspects of exercises.

 When directed, provides Development expertise and additional planning capability as part of a G5 led OPG or a G3 run Operations Centre.

 Contributes to Development doctrine.

 Conducts high level briefings on Development issues planning.

 Under directions of the Civil Preparedness and Stability Projection Section Head, in coordination with the other SOs of the section, maintains a close relationship with the subordinate units and tracks their tactical engagements, on a day-by-day basis, with IOs, NGOs and local government officials at regional level.

 

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent is required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries up to 180 days.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. Essential Qualifications

a.             Professional/Experience

 (1) CIMIC/Civil Military Cooperation (General)

Activities that establish the requirements for, and supervising the publication of, CIMIC directives and guidance within the NATO area of operations. Provides feedback and inputs to the development of CIMIC policy and guidance and develops military concepts or inputs to concept development within the CIMIC (including CIVIL Emergency Planning) functional area. Evaluates CIMIC concepts developed by subordinate HQ. Conducts defence and strategic operations planning within the CIMIC area. Provides the CIMIC input for Force Activation planning and to initiation of operation execution. As required, provides CIMIC operational situation awareness. Co-ordination of the development of CIMIC guidance, directives and functional area policies, including contributing to the development of CIMIC doctrine, policy and common inputs. Consult and cooperates with non NATO-HQ and IOs / NGOs.

Experience

The incumbent must have broad experience and be capable of explaining military requirements to civilian organisations and vice versa. Requires trained and experienced operational staff who also understands the workings of International Organisations and non-governmental organisations (NGOs).

Fields of expertise can be in the following areas:

• Civil Administration (including: Government Action, Legal, Education, Medical Affairs, Safety and the Environment).

• Civil Infrastructure (including: Communications, Transport, Emergency Services and Public Works).

• Humanitarian Affairs (including: Refugees, Medical and Humanitarian Affairs).

• Economy & Employment (including: Economic Development, Food and Agriculture, Industry and Trade).

 

b.             Education/Training

University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

5. Desirable Qualifications

a.             Professional Experience

Broad experience with the capability of analysing and assessing the civilian situation in the area of operations including the capabilities and operations of Governmental Organisations (GOs), International Organisations (IOs) Non-governmental Organisations (NGOs), Humanitarian Relief Organisations (HROs) and foreign Nations/forces.

Wide experience in office communications, usage of information systems, and a high level of organisational, coordination and communication skills.

 

b.             Education/Training

Bachelors or, preferably, Masters degree in Economics, Infrastructural Politics, Social Projects, Engineering (water management).

• Civil Military Cooperation (CMI-CM-31790) provided by Crisis Management And Multinational Operations Department (CMMOD), Romania

• (Inactive) NATO CIVIL MILTIARY COOPERATION (CIMIC) STAFF COURSE (NU) (CMI-CM-3057) provided by NATO - School Oberammergau (NSO).

6. Attributes/Competencies

• Personal Attributes: Must have a mature and professional demenour and show organizational commitment.

Must be able to handle concurrent commitments with eventually short time suspense dates, thus requiring decisiveness and high tolerance for stress.

Good interpersonal and communication skills as well as good health, maturity, diplomacy and tactfulness.

The incumbent must display motivation, initiative, identification with management objectives, and capabilities for planning, organizing, coordinating and controlling a variety of activities with short deadlines.

Must be able to travel regularly on temporary duty.

Regular face to face, telephone and electronic interaction at all levels calls for well-developed oral communication and listening capability.

• Contribution To Objectives: The incumbent contributes significantly to the effective management of resources and tasks within Development Section. As the primary deputy for Development Section Chief, he monitors and facilitates all Development activities aiming at meeting the objectives in a timely manner.

The successful accomplishment of these tasks will directly contribute to G9 DIV head‘s ability to execute the mission in accordance with operational priorities as directed by the Commander. In particular, the Administrator assists in developing procedures and policy in the area of professional competence to achieve continuity and high level standards of professionalism within the Development Section.

7. Additional Information

Allowances

Members of the staff who fulfil the conditions of eligibility laid down in the Civilian Personnel Regulations shall receive the appropriate allowances/supplements. Some of the allowances are installation allowance, expatriation allowance, family allowance and education allowance. Please refer to Chapter VII of the Civilian Personnel Regulations for details.

 Note on the Special Allowance: The granting of a temporary and pensionable special allowance equivalent of 100% of the basic salary is applicable on a monthly basis as from 1 January 2024, until a long-term solution is proposed for the salaries of A and L grades in Türkiye.

 

Privileges & Tax Exemptions

 In line with the bilateral agreement, the NATO International Civilians who are neither Turkish nationals, nor permanent residents in Türkiye are granted various privileges and tax exemptions (covering purchase of motor vehicles, motorcycles, caravans, trailers, fuel, household furnishing and appliances and other similar items).

 

Contract

The successful candidate will receive a three-year definite duration contract, which may be followed by another three-year definite duration contract. Also, the first 6 months of the employment is considered as the probationary period during which the performance of the incumbent is assessed. The definite duration contract will be confirmed only after the incumbent receives a “good” or “above good” performance evaluation in the probationary period.
