Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.

The Cyberspace Operations Centre (CyOC) is NATO's only Theatre Component for cyberspace, providing persistent, centralised and comprehensive cyberspace situational awareness, Command and Control (C2) and execution. The CyOC is within the SHAPE establishment but with different roles and responsibilities.

The Cyberspace Operations Branch will be the means by which the Cyberspace Operations Centre (CyOC) will coordinate the full spectrum of NATO military activity within cyberspace.

The Cyberspace Defence and Effects Section defines, coordinates and manages ACO Cyberspace Defence across SACEUR’s Area of Responsibility (AOR).

The Defence and Effects Planner works within the Defence and Effects Section to plan Defensive Cyber Operations (DCO) in order to deliver practicable and innovative cyber operations across SACEUR’s Area of Responsibility (AOR).

The incumbent is to support the production of candidate cyber operations for prioritization and authorization by DCO Planning Coordination Cell and in addition to liaise with NATO Command Structure, NATO Force Structure, CIS Providers for the planning processes.

Principal Duties

The incumbent's duties are:

  1.  Is responsible for the planning, coordinating and integrating of SCEPVA effects into NATO AOM
  2. Is responsible for coordination of the SCEPVA framework participation in NATO and national exercises;
  3. Supports the Cyber Operations Room as required;
  4.  Assists in writing directives, standard operating procedures (SOPs), military orders etc., in order to provide NATO the necessary level of mission assurance;
  5.  May be required to formally represent section head/branch head/director various meetings;
  6.  Provides support to discipline related capability development;
  7.  Contributes to the preparation of and participates in NATO conferences/workshops related to the CO discipline and CO capability development;
  8.  Contributes to Education and Training (E&T) functions and doctrine development;
  9.  Contributes to the collective Cyberspace readiness activities as a part of Collective Training and Exercises (CT&E);
  10.  Contributes to the analysis conduct from correlated information sources, including Lessons Learned from Exercises;
  11.  Routine / constant engagement with SCEPVA Contributing Nations regarding Cyberspace effects development in support of ACO MDO.
  12.  Routine / constant engagement with all key stakeholders related to integration of SCEPVA into MDO (J2, J3. J3/5, J5, J6 and J10).
  13.  Support any other related operational tasking as directed by CyOC Ops Branch Head.

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

Essential Qualifications

 

A.       Professional/Experience

  •     Activities that includes the development on non-lethal Effects doctrine and policy, including but not limited to PSYOPS, INFO OPS, CYBERSPACE, LAWFARE, EW for the purpose of executing Joint Effects. As part of the Joint Effects Function, develop, write and contribute to Target Systems Analysis, Target Audience Analysis and Target Material Production. Experience of non-lethal Effects disciplines is essential. Recent Joint Operational experience is desirable.
  •  Activities relating to the defence and denial of cyberspace encompassing; advise and assistance to the commander in the conduct of operations in and through cyberspace; Preparation and dissemination of cyber operations doctrine, plans, orders, reports and training directives Develops force or theatre level cyberspace operations programmes. Prepares recommendations for utilization of operational/training Cyber Defence operations resources. Reviews, analyses and/or initiates reports based on the Cyber Situational Awareness data.

 

B.       Education/Training

University Degree in computer science, engineering disciplines, statistics or similar numerate discipline, operations research or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

C.       Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Desirable Qualifications

A.            Professional Experience

  •      Minimum of 4 years experience working within an Operation and/or Strategic Headquarters.
  •      Minimum of 2 years Operational experience including the development and integration of non-lethal Effects disciplines.
  •      Experience of development and execution of military planning and operations. 
  •      Crisis management related training; 
  •      Experience with mission assurance in large organizations;
  •      MDMP (Military decision making process) related training;
  •     Experience in national and/or NATO targeting.
  •      Experience delivering operationally focused outputs. 
  •      Experience working for a large organization;

B.            Education/Training

  • NATO COPD or National equivalent Military planning courses;
  • NATO or National Cyber/EMO/Non-kinetic Operations planning / execution courses.
  • NATO or National Joint Effects planning course

Attributes/Competencies

 

1.     Personal Attributes: Able to work in a multilateral environment.

The incumbent will need to display a high degree of professionalism, organisational, coordination and communication skills in the performance of their duties.

The individual must be a proven self-starter, with the ability to work as part of a team or independently as required and demonstrate a willingness to ‘surge’ to long working hours when needed.

The individual must be able to build and sustain personal relationships accros a divers range of specialisation and Nations.

The rapidly changing NATO / CYBERSPACE environment creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy.

2.    Professional Contacts: The incumbent needs to develop very good working relationship with other entities such as the NATO member nations, SCEPVA Nations, ACO commands (example: Joint Force Command Brunssum and Joint Force Command Naples), subordinate ACO commands (example: AIRCOM, MARCOM), J6, J2X, NCISG, NCIA and CTAB.

3.     Contribution to Objectives: The integration of cyberspace into a fully matured element inside NATOs AOM is foreseen as one of the key objectives in relation to cyberspace for NATO 2030. A very big part of that objective is and will be connected to the successful integration of the SCEPVA framework into NATOs AOM.

The incumbent contributes heavily towards the maturing and operalisation of the SCEPVA framework, heavily supporting the achieving of said NATO 2030 objectives, ensuring that Cyberspace effects will be fully integrated into NATOs MDO

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
