1.  POST CONTEXT 

Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area. As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict. It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters

The Operations Directorate is responsible for directing, monitoring, assessing and coordinating operational staff functions.

The Joint Assessment Division leads the continuous monitoring, measurement and assessment of progress towards the effects necessary for the achievement of decisive conditions along each line of operation.

The Operational Assessment Branch develops an operational assessment of progress towards the achievement of decisive conditions along each line of operation.

Within the office, the incumbent provides tailored analysis to assist in the assessment process using data drawn independently and from designated data providers and a variety of sources.

The incumbent reports to OJS OAOX 0010  - Branch Head (Operational Assessment) - OF-4.

 

 2.  DUTIES

Works with Division Head to determine how best OA can support the work of the Division.

Utilising this guidance, provides the J10 Assessment Division with scientific advice and an objective, scientifically based problem solving capability.

Conducts analytical studies to support decision-making in areas such as joint warfare, stability operations, political military affairs and others.

Assists in developing metrics and the means through which these metrics can support the Assessment process.

As required, supports the wider Operational Planning Process through the provision of OA support.

Leads in training OA personnel, and in periodically refreshing HQ Staff knowledge about Operations Assessment.

Undertakes work as part of a project team or working group as directed or assigned

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

3.  QUALIFICATIONS AND EXPERIENCE 

ESSENTIAL 

University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

Capability to deal with abstract deductive system including algebra, arithmetic, geometry, real and complex analysis and pure and applied mathematics. In conjunction with Systems Analysis (SA) it supports the techniques of OA and OR.

Experience of military modeling, simulation and war gaming together with expertise on computer systems and related applications.

Knowledge of joint and/or combined operations at both operational and tactical levels.

Ability to apply standard Operational Research techniques to include statistical analysis, mathematical modeling, project management, simulation, linear programming and other analytical techniques, mainly within spreadsheet and database applications.

Proficiency in computer software programmes designed to apply analytical techniques.

Must have an English Standard Language Proficiency level of “professional” in Listening, Speaking, Reading and Writing (SLP 3333 based on NATO standards).

 

DESIRABLE 

High level of organizational, coordination and communication skills required.

4.  POSITION AND CANDIDATE PROFILE

 

Personal attributes

Incumbent may have to deploy forward as part of an Assessment cell within a deployed HQ. During intensive periods of planning, incumbent my have to work long, anti-social hours. Incumbent must be comfortable in the international environment and possess sufficient tact to work as part of a close-knit, hardworking team. Incumbent must possess the judgement necessary to raise significant information - should he/she discover it - through the Command chain.

Professional contacts

Works in close coordination with the staff in higher and subordinate HQs and NATO agencies, as well as senior national and international operational analysis experts and scientists. Executes duties and functions requiring internal and external contacts including coordination and negotiation with non-military organisations. Liaises with NATO and National Operational Research, Operational Analysis and Wargaming organisations. Maintains a strong working relationship with OA cells in other JFCs and other commands in order to facilitate the development of coherent analysis procedures at the joint level.

Contribution to the objectives

Consistently supports and contributes to mission effectiveness and efficiency with time and relevant advice to the Division Head on operational analysis and related issues. Constantly monitors developments in operational analysis and research and advises on their application to current and future military operations and the military objectives assigned to COM.

Supervisory Responsibilities 

May be required to direct and supervise the work priorities of one or more HQ multifunctional teams.

  

5.  CONTRACT 

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite contract. NATO International Civilians will be offered a contract in accordance with the provision of the NCPRs.

The basic entry-level monthly salary for a NATO Grade 17 (A-3) in Italy is Euro 7,055.72 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
