Important Note: this post is stationed in Kyiv, Ukraine, rated as an extreme risk location by the NATO Office of Security (NOS). Special security measures will apply for those assigned or travelling. Family members will not be relocated with the incumbent.
As the Officer PM, Audit and Compliance for the Comprehensive Assistance Package for Ukraine (CAP), you will design and apply risk management processes and ensure compliance of the CAP projects with NATO risk management policy. Furthermore, you will ensure uniform application of Monitoring and Evalution (M&E) best practices, and provide expert M&E input during project design. You will also prepare reports and provide support to audits.
The main functions of this role will include to:
- design and apply appropriate uniform risk management processes and ensure compliance of the CAP projects with NATO risk management policy;
- perform risk assessments of project proposals;
- ensure that Execution Management Administrative Arrangements with Executing Agents, as well as necessary legal and contractual mechanisms, are in place to minimize risks to NATO;
- support standardisation of programme management methods and tools used for CAP projects;
- ensure uniform application of M&E best practices;
- provide expert M&E input during project design;
- prepare reports;
- brief senior leadership, including the Head Finance and Administration, on risk management on regular basis;
- provide support to audits.
The CAP is in the Operations (OPS) Division, within the Defence and Security Cooperation Directorate. The mission of the Operations Division of the International Staff is to prepare NATO for the defence of Alliance territory, to respond to crises at home and abroad, and to strengthen the capabilities of partners. The Operations Division advances the core tasks of the Alliance (Collective Defence, Crisis Management, Cooperative Security) by providing situational awareness, advance planning, well-exercised and executed crisis-response, and outcome-oriented defence and related security cooperation programmes.
You will report to the CAP Programme Manager in Kyiv.
The requirements for the role are the following:
- a university degree, or equivalent qualification in a field relevant for the position, from an institute of recognised standing;
- at least 4 years of experience in designing, implementing, and operating project and/or programme M&E systems and techniques and/or strategic planning and performance management, ideally covering the entire evaluation cycle and programme results and recommendations (indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans);
- experience in a similar position involving data collection and use of data to inform decision-making, documentation and reporting, including knowledge of tools and concepts of financial management statistical analysis, and financial control procedures;
- experience conducting policy and compliance audits, which will include liaising with internal and external actors;
- have excellent written and oral communication skills, including the ability to translate technical information into verbal/visual presentations, formal reports and/or decision briefs for senior leadership;
- possess a minimum level of NATO’s official languages (English/French): V ("Advanced") in one; and I ("Beginner") in the other;
- knowledge of Ukrainian would be an additional asset.
