 1. Post Context/Post Summary

Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.  As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict.  It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters

The Plans Directorates is responsible for planning, directing, monitoring, assessing and coordinating planning, readiness and partnerships staff functions.

The J9 Division is responsible for the planning, coordination and implementation of NATO’s strategic policy and guidance through the development of effective dialogue, information exchange, cooperation, coordination and consultation with all relevant civilian and military actors, NATO and non-NATO entities and organizations, academia, security institutions and initiatives.  It supports JF HQ planning and conduct of operations by providing military and civilian expertise related to Civil-Military Cooperation.

The Military Partnership Branch is responsible for providing advice in the creation of political and military partnership plans and charged to implement guidance through military assistance to support defence goals that assist creating regional stability.

The Military Partnership Branch (MPB) is responsible for liaison and engagement with NATO Partners in support of NATO objectives in Military Security Cooperation and Capacity Building.  The ambition described within the NATO 2030 Capacity Building Implementation Plan (CB IP - at Refence) is a significant pogramme of change and expansion for the MPB (into two new branches) which entails detailed planning and project management to prepare for the new structure and new directed outputs for the two new branches which will replace MPB, concurrent to the continued delivery of current MPB outputs (some of which will transfer to SHAPE when during the implementation of the NATO 2030 CB IP).

Successful planning and implementation of this plan requires additional dedicated staff capacity while the existing PE continues to deliver current MPB outputs, this transitionary team will support  ACOS J9 and Hd MPB to translate the plan at Reference into a Divisional plan within the overall JFCNP NATO 2030 implementation plan.

The incumbent report to MPB Branch Head (BH) and to OJS PJPX 0010 - Branch Head (Military Partnerships) - OF-5.

2. Principal Duties

The incumbent's duties are:

The MPB NATO 2030 Capacity Building Implementation Officer is being established to directly support the MPB BH and ACOS J9 with the detailed planning and project management for the uplifts set out within the Reference.

Map the changes requires from current MPB organization and structure to that which JFCNP J9 will operate from 2025.

Produce a NATO 2030 CB implementation plan specifically for JFCNP J9 MPB.

Manage the execution of that Implementation Plan within the parameters of ACOS J9 and JFCNP Command Group’s (CG) direction

Review MPB organization and post requirements within it, to reflect the NATO 2030 CB.

Conduct gap analysis of existing MPB resources with those that are required to deliver the NATO 2030 .

Liaise with SHAPE PD and other appropriate stakeholders responsible for delivering the plan described at the reference.

Ensure that MPB, ACOS J9 and JFCNP hierarchy are routinely reported of the progress of the implementation plan, and of what actions are required of them to support it.

Provide leadership and project management. This project manager will lead the team of approx. 5 other interim posts who will collectively develop the transition plan (under Direction of MPB BH) while MPB continues to deliver current output.

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.  The work is normally performed in a Normal NATO office working environment.  Normal Working Conditions apply.  The risk of injury is categorised as No risk / risk might increase when deployed.

4. Essential Requirements

University Degree in Management and Administration (e.g.the study of planning, directing and operating the functions and activities of organizations and institutions, to include administration, economics, finance).  Four years of post-related experience, OR, Higher Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation, with 5 years post related and 2 years function related experience.

Proven experience within CIMIC/Military Cooperation Area (e.g. Activities that establish and maintain relations with a wide range of civil actors to secure effective civil-military co-operation in support of the Commander's mission).

Previous experience in leadership positions, implying the ability to make decisions which impact the work of employing organisations, achievement of organisational objectives and financial performance and the  implementation of Organizational policies and strategies.

5. Desirable Assets

Proven project management experience and understanding of change management Knowledge and experience of NATO.

Proven knowledge and experience relating to military capacity building.

6. Attributes/Competencies

• Personal Attributes: Must possess excellent judgement and organisation skills in order to operate within the MILCOOP Assessment and Assistance Branch with wider 4*, 3* and 2* Headquarters and civilian personnel. A well-developed interpersonal and communicative skills. Requires considerable discretion, tact and diplomacy particularly when dealing with issues of a personal-in-confidence and sensitive matter. The high intensity of workflow, time pressure and permanent interaction under pressure and performing duties outside normal working hours as well as flexibility.

The incumbent is required to work with and contact the office staff of senior officers (OF-5 and above, civilian equivalent) within this HQ, NATO HQ, SHAPE, ACT, other JHQs, deployed HQs and regularly contact the senior staff members in person.

• Professional Contacts: The incumbent engages with high level contacts, both internally and external representing the Organization. They take an active part in sensitive and complex discussions for MILCOOP Assessment and Assistance Branch. The incumbent interacts frequently with higher officers within ACO, Host Nation and/or under JFCNP AOR, JFCNP Command Group, DCOSs/ACOSs.

Analyzes issues or tasks implying potential financial expenditure and their procedures to best aid the HQ. Facilitates collaboration and coordination between primary stakeholders and colleagues which require a different range of personal/intellectual skills. The work involves the analysis and research of a complete task with recommendations affecting the plans and management of the organisational element.

Degree of Guidance Available: Work is mainly self initiated or assigned in the form of broadly defined objectives. This post requires subject matter expertise in the procedures of the HQ and in a wide area of Personnel Management, Administration, Security, and Budget fields. This position also requires maturity and sound judgement.

There are no reporting responsibilities.  This post reports to:  OJS PJPX 0010 - Branch Head (Military Partnerships) - OF-5

7. Remarks

In theory the incumbent of this post should report to a newly designed Organizational Element as outlined in the Capacity Building Implementation Plan, that is to say the Military Cooperation Assessment and Assistance Branch, within J9. As this new OE has not yet seen the light in a PE-review context, the post will report in the interim to the MP Branch Head, OJS PJPX 0010.

CONTRACT

The successful candidate will be offered a 3-year definite duration contract within the NATO Agenda 2030.  The basic entry-level monthly salary for a NATO Grade 17 (A-3) in Italy is Euro 7,319.21 which is exempt from national taxation, and which may be augmented based on the selected candidate's personal status.
