Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Cyberspace Directorate directs monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.

The Cyberspace Operations Centre (CyOC) is NATO's only Theater Component for cyberspace, providing persistent, centralised and comprehensive cyberspace situational awareness, Command and Control (C2) and execution. The CyOC is within the SHAPE establishment but with different roles and responsibilities.

The Cyberspace Situational Awareness Branch is to provide the Cyberspace Operations Centre (CyOC)’s ability to incorporate the various aspects of cyberspace situational awareness, from all sources, which creates the theatre-wide cyberspace situational awareness, and integrate the cyberspace perspective into a single coherent dimension of the 360-degree approach.

The Cyberspace Situational Awareness Support Section analyses technical cyberspace vulnerability assessments and instigates consequence mitigating activities.

Incumbent supports the capturing and analyzing of the cyberspace risk with overseeing and coordinating all risk management processes within the Situational Awareness branch. Incumbent develops and oversees the implementation and routine use of risk management processes according to SHAPE policy and best practice, ensures routine and regular reviews of risks and mitigation actions. Incumbent will provide situational awareness of risks and issues and engages with SHAPE staff and sub-ordinate commands to ensure that risks identified are always current and accurate.

Principal Duties

The incumbent's duties:

  •           Contribute to the refinement and further development of risk management and reporting tools and processes;
  •          Capture and analyse all the situational awareness products from a cyber-risk perspective and provide operational and technical risk assessment;
  •         Evaluate the likelihood and impact of identified cyber risks.
  •         Contribute to the support of the cyberspace situational awareness by providing proposals for corrective actions related to cyberspace risk management;
  •         Contribute to recurring and out-of-cycle Cyberspace Situational Awareness reports as required;
  •         Author staff documents (e.g., point papers, PowerPoint presentations, etc.) as required;
  •         Contribute maintaining the cyberspace Situational Awareness and Decision Support System and other operational tools;
  •       Coordinate theatre-wide, operational risk management concerning cyberspace incidents that affect mission assurance.

Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

Essential Qualifications

A.        Professional/Experience

  1. Experience in Cyberspace in a large or complex international, governmental or military organization;
  2. Experience with risk management frameworks, methodologies and tools;
  3. Proven track experience with Risk management related with Cyberspace
  4. Specific and recent experience in cyber defence with a focus on Risk. 

B.        Education/Training

University Degree in computer science, engineering disciplines, statistics or similar numerate discipline, operations research, business administration, engineering, economics, public administration, business process engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

C.        Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing) 

Desirable Qualifications

A.           Professional Experience

  1. Experience in an operational military environment, including Operational Centres of higher formations; 
  2. Experience in organizing meeting and leading coordination groups and workshops;
  3. Previous experience in serving at NATO.

B.           Education/Training

  1. Risk Management Certifications (CRISC, MoR, etc)
  2. Project Management courses and certifications (Prince2, PMP, etc.);
  3. Open Source Intel Analyst courses and certifications;
  4. Data analytics relevant courses and certifications.

Attributes/Competencies

1.    Personal Attributes: Able to work in a multilateral environment.

The incumbent will need to display a high degree of professionalism, technical expertise, organisational, coordination and communication skills in the performance of his/her duties. The rapidly changing NATO / CYBERSPACE environment and increasingly constrained resource situation creates a requirement to solve numerous complex problems and challenges, which shall require the incumbent to draw upon a comprehensive ability to reason, analyse, act with persuasion and diplomacy. The post requires a self-starter, analytical skills, Data visualization, conceptual thinker and problem-solving abilities. Team worker. Interpersonal skills. Must impact/ influence activities within the various stakeholders' organization.

2.    Professional Contacts: The incumbent needs to develop very good working relationship with other entities such as the J6, J2X, NCISG, NCIA, CTAB, OCIO, NATO C3S, the NATO Office of Security, the NATO Office of Resources, NATO member Nations, as well as Cyberspace staff within the subordinate Commands.

3.    Contribution to Objectives: Work involves the provision of information and analysis as part of a task assisting others to take action within the organisation.

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
