Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR.

The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions. It assists and provides advice on policy matters and in the execution of all support activities, including provision of regional focus. Direct and oversees all J1, J4, and J6 activities.

As an integral part of the development of Joint Force Command Norfolk, the Programme Management Office for JFCNF 2.0 provides:

  • a holistic, cross-functional, objective analysis and advisory capacity for the delivery of JFCNF 2.0 across the HQ, IAW MC direction and aligned to AAP-16(E) Procedures.
  • a HQ-wide strategic organisational change management capability for the delivery of JFCNF 2.0.
  • a common Project and Programme Management capability within ACO based on proven project and programme management principles and techniques.

The incumbent serves as a dedicated single-entry point of contact at JFCNF HQ for the implementation of the CPP Interim Modular Facilities’ CIS/Security related equipment baseline, monitoring and managing multiple work strands; as well as providing advice on resource planning in coherence to CIS/Security projects within the JFCNF HQ.

Principal Duties:

The incumbent's duties are:

  • As Technical Manager, he/she will be the SME for all ICT requirements, responsible for the integration of all IT systems (business and building related CIS/ICT), and the main point of contact with all actors: IS-NOR, ACT, SHAPE Divisions, Territorial HN, NCI Agency, etc. in the planning of all IT activities for the implementation of CPP for the JFC-NF Interim Modular Facilities .within defined timelines, reducing dual operations and ensuring Business Continuity. He/She is the Risk manager, Change Manager and Acceptance Manager for the CIS CPs, within the limits of the JFCNF PMO role for all Active Network Infrastructure.
  • Provide CIS/ICT technical expertise related to integration of passive and active network infrastructure (cabling, associated ICT hardware and software and audio-visual equipment) and contribute to the monitoring of programme execution plans and activities to help ensure multiple projects are completed on schedule. 
  • He / She will act as the SME for the whole accreditation process of all systems used in JFCNF, including Building Management System and Electronic Security Systems.
  • Evaluates, Monitors and Guides all ICT/ CIS Operational Impacts on any (not only CIS) Configuration Changes.
  • Contribute to clear inter-project communication and identify dependencies on the physical construction phases that may impact on the critical path and on time delivery of CIS requirements.
  • Receives, manages all ICT/ CIS requirements with the support of (ad-hoc punctual specific SMEs if required) and turns them into user requirement that can be converted into engineering products.
  • Converts the user requirements into ICT/ CIS Engineering information, and defines them into products (SOW, Technical Specifications that can be used by NCIA, HN and/or Contracted companies to produce the desired outcomes.
  • Review the proposed technical specifications, and approve technical parameters proposed by providers, with a view to providing assurance to the programme that they meet established requirements.
  • Support the PMO by advising on the impact of CIS/ICT requirements and related acceptance criteria for the project and provide assurance that related acceptance criteria for each requirement remain extant and that such criteria have been satisfied as part of the eventual Joint Acceptance Final Inspection.
  • Provide the Director and Deputy Director PMO, SME advice in relation to user and technical requirements changes and how these should be reflected within the project for delivery by the HNs.
  • Provides IT expertise to ensure business continuity during all programme phases and deliver programme schedules on time by actively participating in the Risk, Quality and Configuration Management Strategies.
  • Executes a challenging range of complex professional or technical work activities applying fundamental principles, creativity and innovation in a wide and often unpredictable range of contexts.
  • Decision authority within delegated scope of network architecture.

Essential Qualifications / Experience:

  • University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Four years' experience in configuration management of large CIS infrastructures, with in-depth knowledge of CIS infrastructure architecture.
  • Four years' experience in developing, documenting and implementing changes based on requests for change for CIS.
  • Four years' experience in resource management areas, including Financial Resources.
  • Two years' experience in management of complex projects in international, multicultural environments.

Language:

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Experience in Governmental/Military CIS organization.
  • Staff experience in CIS operations and exercises.
  • Experience in applying change control procedures to CIS.

Attributes/Competencies:

Personal Attributes: The incumbent must be articulate and persuasive individual possessing tact and diplomacy. He/she must have a proven ability to work with no supervision and the ability to spontaneously identify programme managing issues in complex and/or technical situations. Th incumbent is expected to be a proactive self-starter. He/she is expected to possess keen perception and apply sound and flexible judgment, which must take due account of political, physical realities as well as standards and regulations. The incumbent is expected to carry out tasks with, when necessary, creativity and originality in the numerous instances when precedents are unavailable or inappropriate. Incumbent must be able to deal with issues spanning a broad spectrum, not always Infrastructure related and treat matters with vision and confidentiality. The incumbent may be required to work outside normal office hours.

Professional Contacts: Must be able to liaise effectively both within and outside the HQ with international military and civilian personnel up to the OF-8 level. Outside contact includes senior officials in NATO HQ, SHAPE, ACT, NATO agencies and HN (USA) Project Management Team. Occasionally, on invitation of HN (USA), interacts with contractors in design reviews.

Contribution To Objectives: This post enables the timely and effective planning, implementation and maintenance of CIS/ICT elements of the JFCNF Command and Control Facilities ensuring that the facilities necessary for the installation, operation and sustenance of Command and Control Systems and operational and support equipment, workforce and capabilities, normally front runners on the critical path of JFCNF plans and projects, will be available in a timely manner to fulfill, plans and concepts with prudent commitment f scarce NATO investment, workforce and O&M resources.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three-year definite duration contract.
