Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

Within SHAPE, the  Operations Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

In the OPS Directorate, the J3 is SHAPE’s organization for thinking, planning and acting strategically and comprehensively in multiple crises and operations simultaneously.

The Joint 35 Branch is responsible for Area of Responsibility (AOR) Management in peacetime, through transition and prepares the activation and execution of SACEUR’s AOR-Wide Strategic Plan (SASP) and other relevant advance- and/or response plans relating to collective defence. During ongoing operations in the AOR J35 will carry out the strategic coordination and accordingly develop strategic coordination orders.

The Military Posture Readiness Section is responsible for maintaining an overview of NATO’s Vigilance Activities and enhanced Vigilance Activities, including national and partner led activities and exercises with an 18 month outlook. It conducts assessments and trend analysis of the NATO Blue Picture. It identifies STRATCOM opportunities to contextualize and amplify deterrence messaging in the near-, mid-, and long term. It links long term AOR Management to the J7 led exercise planning. It develops reports and updates to SHAPE Command Group, NATO HQ, ACO, NMR’s and other stakeholders. It leads the development and management of the NATO Deterrence Reporting Tool (NDRT).

The Analyst is responsible for the development of SHAPE directives on national and ACO reporting, setting the Standard Operating Procedures for the NDRT management and national reporting. Contributing to the analysis and assessment of the NATOs Blue Picture and develop proposals for the Section Head.

 

Principal Duties

The incumbent's duties are:

        1)      Develop and maintain understanding of the strategic context, political, military-strategic situation.

        2)      Support the Section Head and the Staff Officers in monitoring the activities as part of the Military Posture.

        3)      Develop procedures to present an assessment together with blue picture relating to current/future level and nature of activity.

        4)      Coordinate and liaise with other Stakeholders for information gathering and to further update the NDRT.

        5)      Collect, manage, and update the information on Vigilance Activities in the NDRT.

        6)      Test and evaluate the NDRT functions, provide recommendations, ease the implementation of updates.

        7)      Conduct data analysis.

        8)      Develop and update NDRT Standard Operating Procedures, User and Admin guides.

        9)      Account management for NDRT users, managers, and admins.

        10)   Conduct training of NDRT users (including nations, NMRs, SMEs, etc.)

        11)   Manage and update the Quarterly National Reporting.

Special Requirements and Additional Duties

      1)    The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

      2)    The risk of injury is categorized as: No risk / risk might increase when deployed.

 

Essential Qualifications

A.        Professional/Experience

       1)       Familiarity with the Blue/Red military environment, capabilities, military assets, and posturing.

         2)      General technical awareness and ability to absorb complex information.

         3)      Excellent organizational skills, ability to present high-volume information in a clear and logical manner.

         4)      Demonstrate good experience with Microsoft Office software and an enterprise documents management system.

         5)      A very good knowledge of English, both written and spoken.

         6)      Knowledge of NATO Responsibilities and Organization.

         7)      Prior experience of working in NATO or in an international environment comprising military and civilian elements.

B.        Education/Training

University Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

C.        Language

English - SLP 3333 (Listening, Speaking, Reading and Writing)

 

Desirable Qualifications

1.Professional Experience

      1) Previous experience with data collection, data management, database creation and maintenance

      2) Previous experience with Tasker Tracker+

2. Education/Training

Experience researching defense and security policies. War Studies, and Military Strategy in relation to military operations, posturing, deterrence, military technology and capabilities, etc.

1.    Personal Attributes: The incumbent is expected to approach problem solving from a comprehensive inter-disciplinary perspective. The incumbent must be capable of multitasking. The incumbent may be required to work outside normal working hours and must show a high level of maturity and ability to work under pressure and tight timelines. The incumbent requires proactivity, results orientation and ability to prioritize competing demands to maximize productivity and efficiency. They must be capable of translating general guidance into workable proposals and deliverables. The incumbent must be willing to work unusual hours in a multinational environment.

2.    Professional Contacts: The incumbent will the required to coordinate with personnel from across SHAPE and ACO commands.

3.    Contribution to Objectives: Contribute to the NDRT management and to the analysis and assessment of the NATOs Blue Picture.

 

REMARKS:

Duration of contract: Pending Approval.  The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
