Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Partnerships Directorate (PD) enhances Military Cooperation (MilCoop) with Partner nations, International Organisations (IO) and Host Nations (HN).

The Military Cooperation Division coordinates the participation of Partner nations in NATO conducted exercises training and education, and coordinates and enables partner and non-NATO Troop Contribution Nations (NNTCN) participation in NATO-led missions and operations.

The Country Engagement Branch supports partners to develop appropriate capabilities and interoperability with NATO forces and maintain situational awareness (non-intelligence) of partner nations through direct engagement.

The Defence Capacity Building Team (DCB) responsibilities include analysing and assessing offers and requests for support.

The Global Section provides expertise to SCs, IS and IMS for NATO Team Visits, Staff Talks, Expert Staff Meetings etc. as SME for the Partner Nations and non-national entities, providing global, multinational (United Nations, European Union, African Union) and national analysis and assessments as required for partnerships oriented toward NATO Partners Across the Globe and multinational entities. It develops programs of work with the Partners Across the Globe. It is in close coordination with JFCs and it is supported by Single Service Commands on domain related activities. It is the military hub for management of capacity building programs and plans for non-national entities.

Principal Duties

The incumbent's duties are:

      1.    Monitoring the development and implementation of NATO’s support to the African Union.

      2.    Managing, planning, synchronizing and coordinating NCS ETEE support to the AU.

      3.    Monitoring the implementation of partnership programs (Seat Allocation Process, Mobile Training Solutions, OCC E&F ETC), concepts and guidelines and take responsibility for all section specific staff work for the AU or the assigned Partner/region.

      4.    Establishing and sustaining long-term relationships with CB stakeholders vertically at the political-military level, including IS and IMS, and horizontally with existing policy cells in HQ SACT and SHAPE and with national and partner CB stakeholders.

      5.    Act as Subject Matter Expert for assigned regions and/or Partners.

      6.    Maintaining continuous exchange of DCB views and activities with NATO HQ, and Subordinate Commands during the deployment and implementation of DCB packages and activities;

      7.    Contributing to DCB Papers and Reports, preparing presentations.

      8.    Supporting the execution of AU capacity building support related events and activities.

      9.    Coordinating and identifying probable stakeholders across SC for anticipated support for AU capacity building Programme.

      10. Providing regional and national analysis and assessments.

      11. Supporting the NATO 2030 Capacity Building Programme.

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

Essential Qualifications

A.        Professional/Experience 

     1.    Minimum of one year of work experience in a Military Partnerships and Capacity Building/Capability Development role.

      2.    Minimum of one year of work experience in coordinating and administering stakeholder meetings, preparing and delivering presentations, drafting written briefs/point papers and coordinating reports.

      3.    Practical understanding of Project/Programme Governance, Stakeholder Management, and Risk and Issue Management.   

B.       Education/Training

University Degree and 2 years post-related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post-related experience.

C.      Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications

A.           A.      Professional Experience

     1.    Specific experience in practical military cooperation with partner nation(s), in a national or NATO appointment, either in operational or policy affairs areas.

      2.    Experience at ACO in planning and implementing DCB packages for DCB recipient countries (African Union).

      3.    Experience in Project Management.

      4.    Experience with the implementation of NATO 2030 Capacity Building Programme.

B.          B.       Training

     1.    Induction Training.

      2.    ADL 336 Building Integrity Awareness Course or equivalent.

      3.    ADL 169 Improving Operational Effectiveness by Integrating Gender Perspective or equivalent.

      4.    Introduction to Military Partnerships Course (IMPC) or equivalent.

      5.    ADL 076 Cyber Defense Awareness (required for NATO account activation) or equivalent.

      6.    Capacity Building Course or equivalent.

Attributes/Competencies

Personal Attributes: The range of personal attributes required for this post are demanding. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. The post holder will be working in an international community where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organization, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This post will provide an enduring point of coordination with IS, IMS, Subordinate Commands and SACT. This requires tact, judgement and agility. High standards of personal and professional behaviour and moral courage are also needed.

Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across ACO SHAPE and with all of the NATO Command Structure. This will be a mixture of Military and Civilian personnel. There will also be engagement with NATO HQ. The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment. In addition to this, the incumbent should possess enhanced interpersonal skills to establish effective and efficient coordination links, diffuse conflict and reduce tension.

Contribution to Objectives: The incumbent will be an enduring source of expertise and advice for African Union Defense Capacity Building (AU DCB) activities and act as an SME for DCOS and COS ACO in preparation for Command Group activities.

REMARKS:

Duration of contract: (Pending approval) The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
