Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Support Directorate is responsible for directing, monitoring and co-ordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO), consistent with IRM policies, planning and prioritisation it serves as the focal point for the development and execution of ACO’s IRM at the military-strategic level to include the associated ACO wide processes of Planning, Performance Management, and Risk Management across the three resource pillars (Workforce, Military Budget and NATO Security Investment Program), in close coordination with SHAPE J8; it develops, manages and supports all Operational Requirements and statements, providing ACO’s perspective in the Capability Development Process.

The Infrastructure and Engineering Division (I&E) provides strategic level coordination and control capabilities on all aspects of Military Engineering (MILENG) functions.

The Project Office of the SHAPE HQ (POSH) represents SHAPE and all future users of the New SHAPE Static Command Facility (SCF) as the ‘Capability User Authority’ (CUA) for ACOS I&E as Senior Requirement Authority. POSH serves as the focal point for all activities related to the New SHAPE HQ and the future HQ Area within SHAPE Campus.

The Project Office for the new SHAPE HQ (POSH) is administrative part of the JENG Division and considered as a Brach equivalent with direct reporting line towards DCOS SPT. For the implementation of CP 5A147Rev1 SHAPE Static Command Facilities and any possible SHAPE CP amendment, the role of the POSH is to represent SHAPE as the User and to ensure proper coordination with and informed decision making by SHAPE as the Strategic Command within the NATO Capability Delivery Process.

POSH facilitates the co-ordination and communication required between SHAPE as the primary user of the proposed headquarters facilities, the other user entities at SHAPE Compound (ACT SEE, NMRs, NCIA…) and the external implementation stakeholders primarily the Territorial Host Nation, but also the NATO Communications and Information Agency (NCIA). POSH therefore acts as Operational Requirements Team (ORT) for infrastructure and ORT equivalent for security and CIS aspects.

The Transition Manager is responsible to plan for transition, coordinating between relevant stakeholders, integrating project outputs at point of delivery and maintaining the overview.

Principal Duties

 

1.    The main Task is to be the Transition Manager for CP 5A0147Rev1, planning for the necessary activities to be executed during the Transition phase, including dual operation with a focus on security and business continuity, and synchronizing and mitigating conflicts with Infrastructure and CIS projects.

2.    Develop the Transition Management Plan (TMP), including identification of cost and necessary resources. Therefore appropriate coordination with implementation authorities must be ensured. The transition manager will guide the organization through the transformation journey by maximizing benefits and minimizing risks during transition.

3.    Proactively coordinate through transition plan, by engaging with future users, requirement owners and HN SHAPE as the implementing authority for transition project.

4.    Coordinates transition planning and activities in the assigned area of responsibility with other transition project stakeholders (internal and external to SHAPE).

5.    Employ experience focussing on customizing transition to the organization, it’s people and delivery methods.

6.    Assist SHAPE HN to define different elements of transition, the nature, sequencing and integration of the steps needed to configure organizational, staffing structures, and processes to achieve that end-state.

7.    Liaise with stakeholders throughout SHAPE on transition matters and provide the energy and motivation necessary to redefine reluctance.

8.    Provide expert advice at various levels on transition matters and maintain coherent communications.

9.    Monitor progress of transition projects included in the TMP.

10. Develop proactively a network of stakeholders to ensure coordination with other project managers within the boundaries of the TMP, for early identification of risks at programme level impacting time and scope.

11. Liaise with NMRs and partner nations to coordinate the arrangements in support of a smooth transition.

12. Develop and support the drafting of progress and exception reports for TMP projects and activities.

13. Identify the impact of the transition projects within the assigned area of responsibility on the TMP.

14. Outlines all transition implications when attending to related WGs, especially SHAPE Internal.

15. Delegated decision authority within limited scope related SME interaction.

Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

Undertakes all additional duties as directed by Director POSH.

The work is normally performed in a Normal NATO office working environment.

Essential Qualifications

 

A.   Professional/Experience

  • Previous experience in a military headquarters or international organization.
  • Previous experience in execution of a large relocation of a company, headquarters or government department.
  • Previous experience in Organizational Change management (business and people/behavior) in a large organization. 

B.        Education/Training

University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline  and 4 years post related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.

C.        Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

Desirable Qualifications

A.           Professional Experience

 

  • Previous experience in co-operation with NATO/National Construction Agencies and Architecture/Engineering Consultants.
  • Knowledge of SHAPE HQ structures and procedures.

B.           Education/Training

  • Prince 2 and MSP or any other related Programme Management Qualification.
  • Resource Management Education Programme (RMEP) Course (ETE-FI-2708) provided by NATO - School Oberammergau (NSO)
  • NATO Orientation Course (ETE-MW-3834) provided by NATO - School Oberammergau (NSO)

Attributes/Competencies

• Personal Attributes: The duties require clarity of thought, sound consistent judgment, good inter personal and communication skills, and often touch with a creative approach to bridge the challenge of the diverse application of varying national engineering standards and practices to a miscellany of geo-dispersed and dissimilar infrastructure and facilities as well as its maintenance to related NSIP projects which, in addition, may have with possible inherent political ramifications and sensitivities. Remaining adaptable and open-minded due to an always dynamic and changing environment and circumstances as the transition process evolves over time, is required.

• Professional Contacts: Routinely, directly interrelates with members of the SHAPE POSH and SMEs from all SHAPE Directorates and Branches as well as NCI Agency and HN (BEL) PMT.

• Contribution To Objectives: This post enables the timely and effective planning, implementation and maintenance of SHAPE Command and Control Facilities, ensuring that the facilities necessary for the installation, operation and sustenance of Command and Control Systems and operational and support equipment, workforce and capabilities, normally front runners on the critical path of SHAPE plans and projects, will be available in a timely manner to fulfill, efficiently, plans and concepts with prudent commitment of scarce NATO investment, workforce and O&M resources.

 

REMARKS:

 

Duration of contract: Selected candidate will be offered a three-year Definite Duration contract. 

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
