The Mission Software Engineering Branch is responsible for managing the project portfolio for all software engineering aspects.

 

The incumbent is responsible for IT systems administration and cyber security/information assurance activities of the Weapon System peculiar IT/CIS.

THE ROLE

 

The incumbent's duties are:

 

  • Ensuring the integrity of the assigned Weapon System peculiar IT/CIS and networks and its set of features;
  • Analysing Information Assurance requirements for the assigned Component Support, Mission Support and Mission Systems according to NATO and NAEW&C Force Security Directives;
  • Liaising with industry in identifying, analysing, qualifying, acceptance, design and development of new COTS, hardware, firmware, operating system changes, cyber security solutions and techniques in support of system capabilities and risk reduction;
  • Ensuring protection by designing, testing and implementing Recovery Policies, Business Continuity and Disaster Recovery Plans for the assigned Weapon System peculiar IT/CIS;
  • Implementing system, security and application log monitoring, log collection and log storage policies; enabling log sharing and forwarding to other NATO Cyber Defence authorities;
  • Evaluating and analysing of system, security and application related logs for the assigned Weapon System peculiar IT/CIS;
  • Advising and providing input for the development, change and maintenance of the Weapon System peculiar IT/CIS related technical requirements;
  • Executing the evaluation of patches and/or executing patching and upgrade implementation policies for assigned Weapon System peculiar IT/CIS system, in accordance with operating system and application policies, NATO security directives and operational requirements;
  • Consolidating system Operational and Cyber Security requirements on the Weapon System peculiar IT/CIS systems.
  • Monitoring and reporting on Cyber Security efforts, capabilities and Information Assurance constraints;
  • Planning and/or executing at the NAEW&C Force level, trial installations, installation compatibility testing, software conflict identification testing and mitigation, technical support and maintenance for assigned Weapon System peculiar IT/CIS;
  • Maintaining high level of expertise in the assigned technical areas and staying abreast of Cyber Security best practices;
  • Reviewing and supporting technical requirements definitions and the refinement of components of Weapon System peculiar IT/CIS being either developed, produced, delivered, integrated or installed from internal or external organizations;
  • Executing routine and contingency support for Weapon System peculiar IT/CIS installation and maintenance efforts at the Component, at FOBs/FOL, and other deployed locations;
  • Executing essential operational support to all NAEW&C organizations, including, when needed, the provision of support for contingency operations on 24 hours a day, seven days a week basis, for an extended timeframe;
  • Providing essential 2nd level user support for all assigned Weapon System peculiar IT/CIS at the MOB, the FOBs/FOL and other deployed locations.

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED

 

  • University Degree in network engineering, computer science, information systems engineering, security administration, criminology, public administration, industrial security administration, law or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience;
  • At least 3 years` recent experience with system administration, cyber security and information assurance concepts and implementation related to hardware, firmware, software integration, software development and project work;
  • Working level knowledge of project management;
  • Proven ability to work structured and systematically, profound analysis and cyber engineering expertise;
  • In-depth knowledge of operating systems  (UNIX and/or LINUX, MS Windows) and firmware;
  • Profound hands-on expertise managing preferably UNIX and/or Linux based Operating Systems, with also managerial experience on Windows Server based OS;
  • Hands-on experience in SAN storage networks;
  • Hands-on experience in management of networking & network devices (Switches, Routers, VLANs);
  • Hands-on experience managing hardware and software based security devices (Firewalls, Proxy, IDS and IPS);
  • Expertise in implementing Information Assurance technical, procedural and administrative settings;
  • Hands-on experience in log collection, correlation and analysis;
  • Knowledge of NATO and/or International Security Policies/Frameworks;
  • Qualified advanced training as system administrator for UNIX and/or Linux servers and networks;
  • Qualified advanced training on Cyber Security / Information Assurance with commonly recognized certification;
  • The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English therefore sufficient English proficiency is essential;
  • Adequate knowledge of Standard Automatic Data Processing (ADP) is required.

 

 

THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE

  • Recent experience with system administration, cyber security and information assurance of airborne and related ground based IT systems from Aerospace Industry and/or military organizations;
  • Experience in automated tools supporting cyber security activities;
  • Practical experience in management functions as project or team leader;
  • Master's degree (or equivalent) in the field of Computing or in a related engineering field with substantial Information Technology (IT) content;
  • Proof of training in System Administration, cyber security and information assurance techniques and tools;
  • Member of recognized professional institution or body;
  • Proven ability to analyse and integrate systems consisting of hardware, software and data;
  • In-depth knowledge of systematic testing;
  • Working level knowledge on configuration management, quality assurance and quality management.

CONTRACT

 

Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations.

 

Newly recruited staff will be initially offered a definite duration contract of three years. Thereafter, an indefinite duration contract might be offered.

 

 

SALARY

 

Salary values indicated in this vacancy notice are based on the new Single Salary Spine scale.
