Are you an experienced training officer?  Do you have an aptitude for planning, executing, coordinating, and analysing training programmes?  If so, this position offers you a unique opportunity to support the NATO Communications and Information Systems Group (NCISG) mission at SHAPE.

 

General Background:

 

The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises.  The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).

 

POST CONTEXT:

 

The J7 Division plans, coordinates and executes the Education, Training, Exercise and Evaluation (ETEE) functions and contributes to NATO-wide ETEE. It manages the NATO CIS Group Evaluation and Lessons Identified/Lessons Learned (LI/LL) process within the HQ and subordinated units.

 

The Training Management Branch (TMB) plans, develops, programmes and coordinates training requirements for the NATO CIS Group HQ and subordinated units,

 

The incumbent is responsible for planning and execution of training for NATO CIS Group staff & units, coordinating training of subordinate Battalion. The incumbent also verifies and evaluates the J7 fund management process.

 

Principal Duties

 

The incumbent's duties are:

 

a)    Analyse and execute the direction from the Branch Head

b)    Contribute to the development of Guides, Concepts, Procedures and Directives for Individual training

c)    Monitor the implementation of regulations and directives of Individual training

d)    Analyse and optimize the NCISG training requirement

e)    Analyse and monitor the Delegation of Deployable CIS Permissions requirements and establish/co-ordinate with J2/6 a long-term plan on needed training

f)     Control the delivery/execution of training and assure high-level quality of training provided

g)    Verify and evaluate the Fund Manager

h)    Interact with training main stakeholders like NCIA, NSO, who are responsible for providing training

i)     Prepare the evaluation of training programs within NCISG and identify deficiencies

j)     Monitor the progress of quarterly/annual requirements and their fulfillment

k)    Co-ordinate and contribute to Warning Orders, Tasking Orders and prepare for further approval

l)     Advise NCISG staff on shortfalls of training in direct support of exercises

m)  Brief on the status of delivery/execution level of training

n)    Analyse and establish the lessons learned of the Training Branch

o)    Act as a POC/Quality Manager for CIS related Courses and Training and advise the Branch on possible improvements

p)    Support the Branch in new training initiatives (Workshop, Conferences).

 

Special Requirements and Additional Duties

 

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and outside NATO boundaries.  Such operational deployment may exceed 30 days’ duration up to 183 days in any period of 547 days and may be on short notice.

 

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

Essential Qualifications

 

a.         Professional/Experience

 

1)    Minimum two years of experience with the principles, policies, and procedures of education and training programmes;

2)    Minimum of 2 years’ training techniques and instruction methods;

3)    Minimum of 2 years’ task analysis procedures, learning process, curriculum development, training evaluations

 

b.        Education/Training

 

University Degree in business administration, public administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

c.         Language

 

English - SLP 3333 (Listening, Speaking, Reading and Writing).

 

Desirable Qualifications

 

a.         Professional Experience

 

1)    Minimum four years’ working experience in a CIS Office of an international organization or military Headquarters.

2)    Experience with Programme Management Tools/Techniques.

 

b.        Education/Training

 

1)    Fund manager training.

2)    NATO Quality Assurance Course, or equivalent.

3)    Course: ETE-PP-31627 - NATO Global Programming Analysis Course

 

 

Attributes/Competencies

 

• Personal Attributes: The incumbent is required to possess a general knowledge of training practices and procedures with experience in the analysis of training programs in a variety of functional areas together with development of recommendations for improvement.

 

• Professional Contacts: The incumbent will routinely coordinate with NCISG HQ Division and NATO Signal Battalion personnel regarding training requirements and execution.  He/she may also coordinate with representatives from the NATO CIS Agency and also NATO and external (civilian) training sites.

 

• Contribution To Objectives: The work involves the provision of information or analysis assisting the Branch Head in ensuring the Group’s training needs are updated and consistently achieved.

 

Contract

 

The successful applicant will be offered a two-year definite duration employment contract. If the position is meanwhile converted into a permanent NATO International Civilian post (pending approval), the selected candidate may, under the Allied Command Operations Civilian Reorganization System and subject to the Civilian Reorganization Board recommendation and the Head of NATO Body’s approval, be offered a three-year contract, normally followed by an indefinite contract.

 

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
