Post Context/Post Summary

 

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

 

The Strategic Support (SPT) Directorate is responsible for directing, monitoring and coordinating the implementation of Integrated Resource Management (IRM) activities and staff functions at all levels of command across Allied Command Operations (ACO). It develops, manages and supports all Operational Requirements and statements, providing ACO’s perspective in the Capability Development Process.

 

The Resource Management Division (REM) is responsible to SACEUR through COS SHAPE for the development and support required for the employment and monitoring of the ACO Strategic Management (ASM) System, including the ACO Strategic Management Plan (ASMP).

 

The Operational Requirement Management (ORM) Branch is the focal point for managing ACO’s role as Operational Requirements Authority (ORA) through the entire capability delivery process. ORM Branch ensures coherence and coordination with strategic stakeholders and coordinates with subordinate ACO Headquarters (HQ) during all stages of the capability delivery process. The branch is the custodian for all ACO capability development doctrines and manages all ACO capability development information and supporting information systems.

 

The Operational Requirement Lifecycle (ORL) Section directs the process of the identification, collection, processing, reporting, distribution and coordination of operational common funded requirements. ORL coordinates at program level the Common Funded Capability Delivery, through the Capability Life Cycle. ORL leads the Operational Needs Survey to support the identification and assessment of upcoming operational requirements. ORL coordinates the capability management products in support of the Operational Requirements Review Board (ORRB) and Capability Management Function/Authorities (CMF/A). ORL is the custodian of ACO Doctrine, Policy and Directives for Common Funded Capability Programme Delivery and Minor Works. In the context of NATO 2030, ORL oversees the planning, preparation and submission of the relevant Operational Requirement Statements.

 

As an Operational Requirement Analyst, the incumbent is accountable to OSC RFOR 0010 for the support and the development of management products, as well as the execution of multiple activities in support of common funded capabilities.

 

Principal Duties

The incumbent's duties are:

 

The incumbent's duties are:

1.    To coordinate the operational need survey with the aim of collecting and assessing ACO current and upcoming operational requirements in the context of NATO 2030.

2.    To act as Resource Management Coordinator (REMCO) coordination of the operational requirement definition and facilitate the common funded capability development throughout the life cycle.

3.    To review and analyze the content of the ORS to assure accurate and consistent requirement description and prepare the executive summary to facilitate governance approval.

4.    To lead the cross-functional coordination of the Common Funded Capability Delivery Governance Model (CFCDGM) products according to the ORL section staffing procedures.

5.    To assist in managing the visibility of related program documents in the Project Implementation Tracking Tool (PITT), or future tool that supersedes it, regarding his Capability Portfolio, which comprise elements associated to CIS, C2, Infrastructures.

6.   To enable coordinating, assessing and monitoring those urgent requirements devoted to his portfolio that are identified during the ORS development, and assuring that latter requirement implementation is aligned with the subsequent management program products.

7.    To enable the operationalization of CFCDGM, with regards to policy, procedures and directives.

8.    To enable planning and organizing meetings, workshops, briefings, etc.

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

Essential Qualifications

 

A.        Professional/Experience

1.    Management skills. Minimum of 2 years' experience in a requirements management organization.

2.    Experience in a cross functional environment. Ability to work under general direction within a framework of accountability and autonomy. Ability to meet given objectives and processes, make decisions which influence the success of projects and team objectives.  

3.    Ability to translate requirements/issues related to Communication Information systems and technologies into a context that ensures coherence and consolidation with the desired effects. Ability to facilitate collaboration between stakeholders to meet time and quality targets.

 

B.       Education/Training

University Degree in business administration, public administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

C.       Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

 

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

 

Desirable Qualifications

 

       A.      Professional Experience

 

1.             Sound understanding of capability-management policies, including programming, authorization and implementation procedures.

2.             Experience in recognizing when programme/projects’ risks and issues can influence and delay procedures, capability delivery and/or decisions.

3.             Experience in track-recording of a programme or project.

 

Attributes/Competencies

Personal Attributes: The incumbent will be required to have a comprehensive ability to reason, analyze, arrive at clear recommendations and develop systems and plans to address the complex and changing business challenges found across ACO. The individual will need to be able to work independently, initiate work, be innovative, draw on experience, and show sound judgment to influence decisions across, and up to the highest level of, the ACO organization. The incumbent will be able to present cogent and convincing oral and written submissions at the 4-star level using reasoned logic and insightful analysis of performance results. An experienced individual, quick of mind, agile in actions, able to use tact, diplomacy and determination to achieve the organization’s goals. The individual must be able to instill confidence in others while managing the complexities of change throughout ACO. He/she must be able to multi-task and to work under pressure to achieve operational objectives and other deadlines.

Professional Contacts: The incumbent will routinely interface with a variety of individuals and organizations, with senior and specialist staff, both internal and external to SHAPE, that has responsibility for setting, achieving or supporting the delivery of capability to support SHAPE-led operations.

Contribution to Objectives: The incumbent will act and advise others to ensure that four broad policy objectives are supported:

 

1.     To ensure that all capabilities required for SACEUR’s mission are adequately planned, prioritized, resourced and delivered in a timely fashion.

 

2.   To ensure that all submissions to NATO HQ requesting decisions on resources and capabilities, consider all Lines of Development are in line with applicable integrated resource policies and are supported strongly.

 

3.     To ensure consistent and professional representation of SHAPE’s position in all related NATO committees.

 

4.    To ensure the continuous provision of professional advice on all capability-related issues to senior staff in SHAPE and other HQs to support optimal decision making.

 

REMARKS:

 

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

 

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
