This is a project-linked requirement in support of the NATO 2030 agenda to be filled as soon as possible.

 

 In view of the nature and of the urgency of this temporary position, it is important for candidates to be available for project-linked employment asap. In practice, this implies being in possession of a valid security clearance at the time of application or having been in possession of such a clearance with the possibility to reactivate it swiftly. Therefore, candidates possessing a valid NATO or National security clearance will be given priority consideration.

 

 

BACKGROUND

With its 14 E-3A aircraft, our organization plays a critical role in NATO and our mission is to deliver ready, responsive Airborne Early Warning, Battle Management, and Command and Control capability to operational commanders in support of NAC-approved tasks.

 

The Operations, Plans & CIS Division is responsible for the development, promulgation, and enforcement of NAEW&CF operational, flying-training, and for CIS policies, regulations, and standards.

 

The CIS Plans & Policy Branch is responsible for the development and promulgation of NAEW&CF IT/CIS short, medium and long term policies and plans governing Communication and Information Systems and Services (including Cyber Defense) required for effective and efficient C4ISR in support of NAEW&CF static and deployed operations.

 

The incumbent supports the Branch Head in all matters related to the NAEW&C Force IT/CIS systems transformation and requirements according with NATO Digital Backbone initiative.

THE ROLE

 

The incumbent's duties are:

 

  • Acts as a single point of contact on all matters involving transformation NAEW CIS;
  • Coordinates all emerging CIS needs and provide information about the status and requirements in relation to NAEW CIS transformation and integration;
  • Reviews, coordinates, and tracks CIS requirement proposals;
  • Ensures the organization submits the appropriate documentation to internal staff divisions as a requirements focal point and assists the requirement owner in making the presentation during the appropriate board(s);
  • Assists in the NAEW Requirements Coordination process;
  • Facilitates the CIS-CAB (Change Advisory Board);
  • Oversees ongoing and planned CIS projects and programmes;
  • Contributes to identifying, assessing, rating and monitoring the risks, and defining risk mitigation measures at project/service level;
  • Coordinates the NAEW&C Force strategic IT/CIS requirements and plans with related NATO stakeholders, the various service managers, project managers, and services providers;
  • Contributes to the creation or review of an IT/CIS strategy which meets the requirements of the NAEW&C Force for current and future mission;
  • Contributes to the development of enterprise-wide IT/CIS policy, directive and guidance, assesses their compliance with NCI Agency concepts in close coordination with the agency and ensures that the strategic application of IT/CIS technology supports the NAEW&C Force mission.

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED

 

  • University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience;
  • Project Management Prince2 Practitioner certificate or equivalent (e.g. PMP);
  • Knowledge of and experience with pertinent NATO or equivalent policies and standards;
  • Knowledge of NATO or equivalent professional IT/CIS configuration management processes;
  • The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English therefore sufficient English proficiency is essential;
  • Adequate knowledge of Standard Automatic Data Processing (ADP) is required.

 

 

THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE

 

  • Master's degree (or equivalent) in electrical/computer engineering or in a IT/CIS directly related engineering field;
  • Masters degree in business administration;
  • ITIL 3 or ITIL4 certificate;
  • Knowledge of and experience in digital communication standards, protocols and techniques (LAN/WAN), covering both voice and data communications;
  • Knowledge of IT/CIS Life-Cycle Management processes;
  • Knowledge of IT/CIS Service Management processes;
  • Ability of and experience in briefing various audiences, to include international audiences;
  • Experience working in an international / military environment, with NATO Agencies, Commands and Committees;
  • Experience in and knowledge of advanced project management including the use of automated tools;
  • Experience with NATO budgeting and acquisition processes;
  • Experience in Operational and/or Capability Requirements processes.

CONTRACT

 

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda.

 

On expiry of this term, the PLN will be deleted or absorbed into the ceiling pending approval or, exceptionally, will be considered for extension.

 

 

SALARY

 

Salary values indicated in this vacancy notice are based on the new Single Salary Spine scale.
