This is a project-linked requirement in support of the NATO 2030 agenda to be filled as soon as possible.

 

In view of the nature and of the urgency of this temporary position, it is important for candidates to be available for project- linked employment asap. In practice, this implies being in possession of a valid security clearance at the time of application or having been in possession of such a clearance with the possibility to reactivate it swiftly. Therefore, candidates possessing a valid NATO or National security clearance will be given priority consideration.

With its 14 E-3A aircraft, our organization plays a critical role in NATO and our mission is to deliver ready, responsive Airborne Early Warning, Battle Management, and Command and Control capability to operational commanders in support of NAC-approved tasks.

 

The Human Resources Management Division is responsible for the provision of consistent, effective, and efficient Workforce planning, Civilian and Military Personnel management, and Talent Management, including the management of the NAEW&CF external training for military and civilian personnel, by developing and implementing policies, programs, and services that support the goals set by the NAEW&CF Commander and/or COS. The Division manages the Central Processing Centre of the NAEW&CF and advises on and promotes NATO’s policies on gender, diversity and inclusion.

 

The incumbent develops tools, policies, procedures including the recommendation of software tools and processes for the use of Readiness Reporting and Management of Workforce Shortages (RRMW) up to business continuity in cooperation with the Operations, Plans & CIS Division (FHC) at the NAEW& C Force.

THE ROLE

 

The incumbent’s duties are:

 

  • Develops Human Resources (HR) and Human Capital Management (HCM) related data catalogues, dashboards and databases, to include personal and personnel/medical readiness data;
  • Acts as domain expert, provides best-practice on HR business processes, with particular view on readiness requirements and HCM cloud functional expertise on Core HR, Oracle Recruiting, Talent Management, Benefits Administration, Compensation, Goals and Performance Management, HR Help Desk, Digital Assistant, Sandbox customization and approval configurations;
  • Gathers and translates operational business requirements into optimal system configuration and develops Statement of Needs / Work for new applications;
  • Undertakes fit-gap analysis and impact analysis, and sizes and designs solutions;
  • Shares innovative NATO standard methodology to drive innovation and continual improvement;
  • Investigates and resolves operational, system functional and technical errors and opportunities;
  • Initiates and requests troubleshoot of systems and data and generates effective solutions;
  • Responsible for driving the agile transfer of data into and the execution of HCM configuration; upgrades, and implementations;
  • Acts as the go-to domain expert for HCM configuration;
  • Collaborates with stakeholders on enablement of new features, problem resolution and quarterly upgrade enhancements and post launch configuration;
  • Collaborates with various teams and partners supporting roadmaps and looking for process improvements to combine the different databases;
  • Delivers and proposes respective applications through effective financial and budgetary management to work within tolerances and achieve value for money;
  • Engages and works with various entities and stakeholders ensure detailed (and effective) project plans are in place and agreed;
  • Ensures appropriate maintenance and visibility of the project portfolio;
  • Participates in project reviews with the business to ensure effective and efficient management services deployment;
  • Validates and signs off completion of project deliverables and milestones, initiating milestone payments as appropriate;
  • Responsible for Business Case preparation and supports, where required, for functional leads;
  • Drives appropriate continuous business improvement processes throughout the project duration;
  • Controls HCM modules and ensure timeline is strictly adhered to and work with FHM and OPRs to produce a strategy to overcome issues/risks in a timely manner;
  • Allocates and manages designated resources as applicable;
  • Establishes a cadence with all key parties;
  • Monitors, analyses and reports on Stream progress/performance;
  • Develops, revises and implements HRM policies required for the effective use of NAEW&C Force civilian and military workforce;
  • Provides expert advice to Commanders on issues ranging from strategic human capital planning and development to matters pertaining to individual members;
  • Develops the drawdown / transformation plan for the legacy organisation, buildup plan for the revised organization (iAFSC);
  • Develops talent acquisition strategy for “hard-to recruit” and “hard-to-train” functionalities;
  • Identifies opportunities for outsourcing and savings through the usage of modern software.

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED

 

  • University Degree in human resources management, social science, computer science, economics, business administration, law, social sciences, or related field, public administration or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience;
  • NATO Crisis Management Course or equivalent;
  • NATO Peace Support Operations Course or equivalent;
  • NATO Staff Officer Orientation Course or equivalent;
  • The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English therefore sufficient English proficiency is essential.
  • Adequate knowledge of Standard Automatic Data Processing (ADP) is required.

 

 

THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE

 

  • Bachelor's or master's degree in computer science, economics or Business Management;
  • Degree in an IT field or possessing an equivalent level IT qualification;
  • Knowledge and experience in Project Management methodology and models (PMP or other certifications preferred);
  • Proven Subject Matter Expert (SME) within the HCM ERP as well as within military or government environment;
  • Experience in successfully managing large projects across international organizations and/or companies;
  • Understanding GDPR, Works Council, Local Tax, employment law and other rules in Europe and UK region;
  • Proven experience of developing business relationships and dealing successfully with strategic stakeholders, both internal and external;
  • Demonstrable experience managing within a complex matrix environment across countries and regions;
  • End-to-end Project Implementation experience;
  • Oracle or SAP methodology experience;
  • Ability to motivate team, develop and encourage a performance culture;
  • Experience in change management procedures and proven change management skills;
  • Excellent interpersonal, influencing and communications skills;
  • Solid persuasion and commercial negotiation skills with the ability to maintain strategic relationships;
  • Ability to communicate project specific information in a variety of forums and levels of business;
  • Strong leadership skills;
  • IT experience in HR systems, HR system configurations and domains, to include experience in investigating, resolving operational, system functional and technical errors, generating solutions, executing data transfers and/or combining databases into efficient configurations;
  • Solid understanding of HCM and HR configurations, domains, databases and processes;
  • Experience in developing HCM/HR strategies, plans and functionalities;
  • Experience in conducting gap and impact analysis with regards to HR / HCM systems.

CONTRACT

 

The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term, the PLN will be deleted or absorbed into the ceiling pending approval or, exceptionally, will be considered for extension. 

 

 

SALARY

 

Salary values indicated in this vacancy notice are based on the new Single Salary Spine scale.
