ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Command Group provides general support, coordination, management, administrative service and specialist advice to SACT, DSACT and COS.

Chief of Staff (COS) is responsible to SACT and DSACT for the staff activity necessary to execute ACT’s mission. It is the focal point for the implementation of the Commander’s direction and guidance as well as the initiation and co-ordination of all ACT staff efforts.

The Staff Advisory Group (SAG) is comprised of different competencies grouped into several offices (Political Advisor, Legal Advisor, Gender Advisor, Financial Controller, Command Auditor, Communication Branch and Pentagon Liaison). It works under the direction and guidance of COS and provides general staff support, coordination, management, administrative service, and specialists’ advice to SACT.

Within the ACT office of the Gender Advisor, the Staff Officer (Gender Advisor) provides support to ACT GENAD and provides gender-related advice in support of HQ SACT’s mission.

As part of the Staff Advisory Group, the Office of the Gender Advisor (GENAD) at HQ SACT has two main functions:

  • To provide advice, technical guidance and analyses to the Supreme Allied Commander and his headquarters staff and subordinate activities regarding the integration of gender perspective and gender mainstreaming across all ACT responsibilities, functions, and activities. This includes the cross-functional implementation and operationalization of UNSCR 1325 and related resolutions on Women, Peace and Security (WPS), of the NATO/EAPC policy on WPS and of the two NATO policies covering the prevention and response to gender-based violence -Conflict Related Sexual Violence (CRSV) and Sexual Exploitation and Abuse (SEA)- and applicable related NATO guidelines, in all ACT work strands. Activities include, but are not limited to, procedures, strategic analysis, policies, concepts, capabilities, innovation, doctrine, education, training and exercises.
  • To organize, coordinate and oversee the delivery of gender-related outcomes and products, ensuring unity of effort and synchronicity, on behalf of the Commander.

Principal Duties:

  • Support the ACT gender advisor in providing strategic advice to senior leadership on operationalizing the NATO WPS agenda, in support of HQ SACT’s mission. Such support may include gender analysis and advice on the integration of gender perspective and gender mainstreaming within any kind of ACT work strands.
  • Supports the organization, management and coordination of the day-to-day functions and activities of the ACT GENAD Office.
  • Manages the GENAD office inputs in the warfare development tool and subsequent internal work processes, accurately capturing workflow updates on the GENAD office objective and linked outputs and maintains the cross functional assessment process of all ACT outputs, to inform the Command Warfare Development Board.
  • Manages the delivery of ACT GENAD Office inputs requested by the Command Group and the Directorates in the tasker tracker system (information, reports, updates, feedback, guidance, assessment, analysis, conclusions) related to WPS, SEA, CRSV, gender perspective and gender mainstreaming, to support the development of ACT products.
  • Manages the organization, procedural and secretarial duties for the ACT Strategic Gender Perspective Working Group (GP WG), as per the related Terms of Reference.
  • Administers the GENAD office taskers in the Tasker Tracker system to monitor and coordinate the development of ACT gender-related products (implementation of policies and action plan progress reports, review of core Bi-SC Directives and ACT directives.
  • Maintains the GENAD Office’s information and knowledge management (IKM) and collaborative workspaces on the NATO Unclassified and Classified networks (including the intranet), and the public pages using the existing and appropriate IT/IKM tools (SharePoint, EDMS, NIP).
  • Conducts raising awareness activities and initiatives for gender-related topics (including support to Key Leader Training, mentoring, briefs and in-house training for staff and GFPs, external and corporate communications’ products) as necessary/applicable and when requested.
  • Performs other job-related duties as requested.

Essential Qualifications / Experience:

  • University Degree in business administration, public administration or related discipline and 2 years function related experience, or Higher Secondary education with 4 years post related experience.
  • In-depth knowledge of UNSCR 1325 and related Resolutions.
  • Solid knowledge and understanding of NATO/EAPC gender-related framework.
  • Experience in project cycle appraisal, management and monitoring.
  • Must have good analytical and problem-solving skills.
  • Good collaborative work skills.
  • Must be able to work autonomously.
  • Be able to use contemporary office tools, including MS Office.
  • Gender Advisor Course (GENAD) (GEN-GO-45610) provided by Nordic Centre for Gender in Military Operations (NCGM)

Language:

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

 

Desirable Qualifications / Experience:

  • Master’s degree in international relations, international affairs, peace and conflict studies, gender security-related studies or related discipline, and 2-3 years of relevant work experience managing a gender portfolio.
  • Knowledge and understanding of NATO framework on diversity, inclusion, equality.
  • Experience working in a NATO/international structure.
  • Comfortable working in a multi-disciplinary, multi-cultural environment.
  • Ability to network broadly and effectively.
  • Experience with the organization of events.
  • NATO Staff Officer Orientation Course (ETE-IT-2834) provided by NATO - School Oberammergau (NSO)

  • Must possess judgement, constructive and critical thinking.
  • Capability of working effectively with all staff with ACT and other NATO bodies.

Managerial Responsibilities:

  • Position requires to plan most daily work within set priorities, and may supervise one or more people (assistant GENAD, intern).

  • Position requires to have professional contacts with others inside and outside the organization, to provide advice, may have to negotiate and could commit the organization to a Course of Action.

Contribution To Objectives:

  • Position involves analysis or research of a complete task with recommendations affecting plans of the Branch.

 

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

 

Contract

  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three-year definite duration contract.
