BACKGROUND

With its 14 E-3A aircraft, our organization plays a critical role in NATO and our mission is to deliver ready, responsive Airborne Early Warning, Battle Management, and Command and Control capability to operational commanders in support of NAC-approved tasks.

 

The Engineering, Maintenance & Logistics Support Division is responsible for the governance of all logistics support programs and configuration management required for the operation of the fielded NE-3A weapon system, to include simulators and associated support equipment.

 

The Maintenance Programs and Sustainment Branch is responsible for the development, implementation and management of Logistics policies, programs and procedures for the long term supportability and sustainability of NE-3A aircraft and related fielded systems/assets.

 

The incumbent is responsible for management of the resources required for logistics activities.

THE ROLE

 

The incumbent's duties are:

 

Budget Planning:

  • Prepares the financial forecast for the NAEW Force Headquarters (FH) Maintenance and Logistics Support Division to include Budget Preparation, Medium Term Financial Plan (MTFP), and the annual Operations and Support (O&S) budget;
  • Prepares and coordinates logistics budget requirements with Maintenance Logistics Support Division (A4) Branch Heads, FH Finance Division, NATO Support and Procurement Agency (NSPA), AEW&C Program Management Agency (NAPMA), US Air Force Security Assistance & Cooperation Directorate (AFSAC) and other others as required;

Budget Execution:

  • Executes the funds allocated to A4 based on program managers` funds requests;
  • Coordinates financial issues with NSPA, NAPMA, AFSAC/US Air Force, E-3A Component, A8 Budget and others as required;

Budget Monitoring:

  • Monitors logistics budget requirements and funds expenditures;
  • Identifies and coordinates solutions for shortfalls involving program managers and A8 Budget;
  • Coordinates updated requirements with FH program managers for the Mid-Year Review and Autumn Review meetings and End-of-Year Preparation;
  • Actively participates in the Budget Preparation, Mid-Year Review and Autumn Review meeting held at NSPA, requesting additional funds and returning excess funds as required;
  • Acts as the sole POC for management of Force Headquarters’ Foreign Military Sales (FMS) cases with AFSAC/US Air Force in support of the NATO E-3A fleet;
  • Liaises daily between A4 program managers and NSPA-LW branches for accurate and timely budget preparation and execution;
  • Prepares and actively participates in  Spring and Autumn FMS Case Reviews;
  • Reconciles FMS Case modifications and amendments on FMS Case Reviews;
  • Manages the budget;
  • Improves and documents financial processes in coordination with FH program managers.

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Experience in logistics management matters with knowledge of aircraft maintenance, supply and transportation;
  • Experience in staff work;
  • University Degree in finance, accounting, business administration, economics, public administration, logistics, transport or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience;
  • The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English therefore sufficient English proficiency is essential;
  • Adequate knowledge of Standard Automatic Data Processing (ADP) is required.

 

 

THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE

 

  • Previous NATO assignment;
  • Experience working in an international / military environment;
  • Working knowledge of project, process and quality management;
  • Experience in monitoring and maintaining all required financial records for compliance and audit;
  • Experience/knowledge in financial management, to include budget planning, execution and monitoring activities;
  • Experience in preparing financial forecast;
  • Experience in monitoring, preparing logistics budget requirements and executing of funds;
  • High communication skills and ability to present budgetary matters to personnel who are not finance experts.

CONTRACT

 

In accordance with NCPRs a definite duration contract not exceeding two years, with the possibility of renewal for up to a further two years, should be offered to staff appointed to the organization.

 

 

SALARY

 

Salary values indicated in this vacancy notice are based on the new Single Salary Spine scale.
