Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR.

The Communication Directorate advises the Commander, and exercises the Commander’s authority to achieve the desired effects of communication and information activities. It is responsible for directing, monitoring, assessing and coordinating communications staff functions.

The StratCom Communications and Engagement Branch executes communications capabilities informed by integrated communications plans. It is led by the Chief Public Affairs Officer, who is the lead for internal and external communications, and maintains a direct advisory function to the Commander.

The media production staff plans, drafts and generates audio, video and printed products.

The incumbent operates primarily as videographer and graphic designer for JFCNF HQ internal and external communication products.

Principal Duties:

  • Serves as a video editor and graphic designer for JFCNF information products, editing content for publication on command digital channels under JFCNF responsibility.
  • Operates video cameras and related equipment in the production of  video products, on location or in a studio, both during duty and non-duty hours, on and off post, to include deployment in support of exercises or operations.
  • Performs processing and digital editing of video materials in a variety of formats.
  • Uploads content to command digital channels under JFCNF responsibility.
  • Designs, edits and assembles video displays
  • Generates and inserts on-screen text and graphics in video productions according to the theme/format and adds narration as required.
  • Reviews video footage shot by others and edits as necessary.
  • Conducts PA and video-journalist activities in support of exercises and operations.
  • Generates and edits graphics in support of JFCNF communication objectives using appropriate editing and graphic design software.
  • Undertakes work as part of a project team or working group as directed or assigned.
  • Undertakes preventive maintenance assessments on video and audio production equipment, assists in repair and upkeep of studio and production sets and properties.
  • Maintains inventory of public affairs video equipment and support supplies requesting additional supplies as necessary to maintain a to be defined reserve stock.
  • Actions official requests for video from media and other authorized military and civilian sources.
  • Provides and coordinates video archive and liaises with imagery sections of HHQs and subordinate commands to generate shared use and archiving of video products.

Essential Qualifications / Experience:

  • Higher Secondary education and intermediate vocational training  which might lead to a formal qualification with 2 years experience, or Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Experience operating, maintaining and troubleshooting audio and video equipment with minimum 3 years experience in videography.
  • Experience using professional audio and/or video tape editing and post-production procedures, techniques, and standards.
  • Experience configuring, operating and maintaining studio and/or field audio, lighting and associated production equipment.
  • Proficiency with video editing software of similar applications: Final Cut Pro, Adobe After Effects, Motion Design, Illustrator, InDesign etc.
  • Experience creating graphics and using graphic design software.

Language:

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Experience in IT Network management and domain controller/computer administration skills.
  • Experience working in a military video production environment.
  • Deployment experience.
  • Previous experience in a military public affairs or joint multi-national environment.

Personal Attributes:

  • The individual will need to display a high degree of professionalism and adaptability due to constantly changing nature of tasks and deadlines. They will need a high degree of technical knowledge and proficiency in the use of specialist software.

Professional Contacts:

  • The incumbent would be required to regularly interact with colleagues at SHAPE, other JFC’s and the Single Service Commands. On occasion they might also need to speak with NATO HQs (Public Diplomacy Division), NATO TV and national combat camera teams.  In addition, frequent interaction with regional media outlets would be necessary.

Contribution To Objectives:

  • The individual will create and edit videos and graphics that will contribute towards the achievement of JFCNF communication objectives.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Contract

  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
  • Newly recruited staff will be offered a three year definite duration contract.
