Our organisation:

Joint Force Command Brunssum (JFCBS) provides a Joint Headquarters (HQ) to plan, prepare and conduct operations to support NATO’s core tasks, at the Joint Operational level, as directed by Supreme Allied Commander Europe (SACEUR).

The Support Directorate is responsible for planning, directing, monitoring, assessing and coordinating Support staff functions.

The Joint Engineer Division is responsible to COM JFCBS for all Military Engineering (MILENG) aspects and has coordinating and technical authority over MILENG resources on operations.

The Engineer Operations Branch is responsible for synchronizing engineer efforts and advising on the appropriate use of subordinate engineer units.

The Engineer Intelligence & Information Section is responsible for synchronizing engineer intelligence requirements, Explosive Ordnance Disposal (EOD) efforts and providing analysis to support Military Engineering contribution.

The incumbent is responsible for providing the data science and data engineering skills to enable the efficient, automated transfer of infrastructure data at scale across NATO core and functional systems thus assisting in the delivery of NATO 2030 projects.

The Staff Assistant (Infra Data Manager Engineer) duties are:

·         Technical coordination of all aspects of Infrastructure Data (InfraD) business processes within JFCBS HQ and JFCBS-led missions, data content, and management issues relating to all operations

·         Technical lead for the provision and sharing of InfraD across Community of Interest (COI) services within JFCBS HQ and across NATO Bi-Strategic Commands (Bi-SC) and NATO Force Structure (NFS)

·         Supervises the collection, preparation and dissemination of InfraD, InfraD quality control and assurance, including metadata definition and maintenance, implementation of web-based InfraD services, InfraD import and export within JFCBS HQ and JFCBS missions and exercises

·         Manages the data interface for COI Services that require infrastructure data support. Coordinates and advises CIS managers to ensure infrastructure data coherence, consistency and interoperability between Bi-SC AIS Core GIS and COI services

·         Technical contribution to the NATO Military Engineering Information Management Working Group

·         Technical support and coordination with other NATO organisations to ensure the correct development of concepts, policies and documents relating to NATO Bi-SC infrastructure related capability

·         Assists and on occasion represents JFCBS in infrastructure related working groups and boards proposing new solutions, technologies and business practices related to Infrastructure data management

·         Conducts routine liaison with NCIA in relation to InfraD matters

·         Has a crucial technical role in creation and development of the Enablement Support Services (ESS – Substituting LOGFAS), in order to have a common platform for location/infrastructure assessments

The work is normally performed in a normal NATO office-working environment.

Normal Working Conditions apply. 

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required. 

 Required Qualifications are:

Ø  English – good – NATO Standard Language Proficiency 3322

(Listening, Speaking, Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø  Higher Secondary education and completed higher vocational training  in information technology, computer science, business administration or related discipline  leading to a formal technical or professional certification with 4 years related experience OR Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or accreditation with 6 years related experience

Ø  Minimum 3 years’ professional experience with data management/data engineering

Ø  Experience working with big datasets

Ø  Proven knowledge of data modelling and/or segmentation techniques

Ø  Hands on experience with Relational Database Model design

Ø  Familiarity with the principles of GIS and/or Computer Aided Design (CAD)

Ø  Experience working with scripting language software (eg Python)

Desirable Qualifications are:

Ø  Previous data management experience in a military HQ at Brigade level and above

Ø  Experience in joint staff functions in a NATO environment

Ø  3 years’ experience working in Geospatial Information Systems area

Ø  Experience with NATO Functional Systems (LOGFAS, TOPFAS, …)

Ø  Data engineering certification ( e.g. IBM Certified Data Engineer)

Ø  Completion of for this position relevant courses/training (e.g. TOPFAS SAT USERS, Core  GIS - Geo Basics I and II, Intelligence Functional Systems Training, LOGFAS LOG Fundamentals)

The successful candidate possesses following competencies:

ü  Very good communication skills, both oral and written - able to communicate at all levels

ü  Very good interpersonal skills including tact and diplomacy

ü  Very good reporting and presentation skills

ü  Very good technical and analytical skills combined with creative thinking

The successful selected candidate needs to have a NATO security clearance and is required to pass a medical examination before an employment contract offer will be released. 

This requirement is in support of the NATO 2030 agenda.

The successful candidate will be offered a 3 years definite duration contract as NATO International Civilian (NIC); remuneration will be exempt from taxation and allowances will be applied whenever applicable.  

For serving NATO international Civilians: contract will be offered in accordance with the NATO Civilian Personnel Regulations and the additional Nations’ guidance (MCM-0061-2023 for NATO 2030 Project Linked NICs). The selected staff member will get a definite duration contract regardless of the current contract, with the exception of the case when they have more than 10 years of service, in which case they will receive an indefinite duration contract.
