On 15 FEB 2024, the NATO – Ukraine Council (NUC) Defence Ministers took the political decision to endorse the establishment of the NATO-Ukraine Joint Analysis, Training, and Education, Centre (JATEC). Subsequently, in JUL 2024, the Washington Summit agreed to take forward the establishment of the NATO-Ukraine JATEC, as an important pillar of practical cooperation, to identify and apply lessons from Russia’s war against Ukraine and increase Ukraine’s interoperability with NATO. With this agreement, the Allies approved the establishment of a Joint Civil-Military Centre under ACT Leadership to become a pillar of the NATO-UKR relationship.
JATEC provides analytical, educational, and training capabilities to jointly identify and apply lessons from Russia’s war against Ukraine, and embedding these in strategy, policy, doctrine, tactics, and operations. In this context, JATEC contributes to the development of NATO’s and Ukraine’s transformation in deterrence and defence, crisis prevention, crisis management and cooperative security, providing support to the successful achievement of NATO – Ukraine interoperability objectives.
Principal Duties:
- Processes civilian payroll for JATEC, including management of the NATO Personnel Management Information System (PMIS), calculation of monthly payroll, generation of monthly pension, insurance and other related reports.
- Calculates allowances outside of payroll such as education allowance, leaving allowance, payment in lieu of leave, pensions (Coordinated Pension, Defined Contribution Pension), removal entitlement and indemnities.
- Provides calculation for the budget considering all changes in entitlement and allowances, based on local laws and organisational guidance, as well as for budgetary restrictions imposed by higher headquarters.
- Interacts at their own level with host national government offices in relation to payment of mandatory contributions and occupational health and safety matters.
- Responsible for entering all civilian staff financial information into Financial System (FINS).
- Collects & analyses information in support of the development and changes of policy regarding the remuneration of all civilians (international civilians, local wage rates, etc).
- Provides civilian staff with counselling on matters pertaining to remuneration social insurance, invalidity and pension.
- Assists in advising activity chiefs on matters pertaining to civilian pay and allowances.
- Drafts routine correspondence for Cell Head (Personnel) signature.
- Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 3 years function related experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related experience..
- Four years’ experience in the field of fiscal control and accounting operations.
- Four years’ experience in the field of Host Nation payroll administration.
- Four years’ experience in handling general aspects of major national collective contracts as they pertain to the remuneration and treatment of local wage rate/national wage scale personnel.
Language:
English – SLP 3322 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications / Experience:
- Knowledge of national fiscal and social security.
- Experience applying national pension legislation.
- Experience in personnel administration and compensation in an international organization, preferably in an organization with expatriate staff.
- Experience with National and International insurance schemes.

Contribution To Objectives:
- Provides direct support to the HQ human resource management objectives by managing all payroll related duties and general human resources duties.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
- This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
- Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three year definite duration contract.
