ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Strategic Plans and Policy Directorate (SPP) acts on behalf of SACT to formulate policies, strategies, engagements, ACT contributions to NDPP, and analytical practices that enable the Commander to provide strategic foresight, planning, strategy and policy advice, concepts, and strategic engagement to NATO’s political and military leadership. Principal outputs include, but are not limited to: long term strategic foresight, strategic level concepts, situational awareness/strategic anticipation, Minimum Capability Requirements, Draft Capability Targets, Suitability Assessment of Allies and NATO Defence Plans, and regional and functional to security related environments.

The Strategic Foresight Branch conducts strategic foresight and operational framing to identify trends and associated defence, security and military implications that support the Allies gaining shared understanding of the future security environment. The Branch provides analysis of trends, including corresponding interactions/convergence that may cause instability situations, as well as resulting challenges and opportunities.

The SF Branch is comprised of two sections: the Strategic Trend Analysis Section and the Strategic Military Implications Section, along the lines of the two main deliverables, the SFA and FFAO.

Within the Strategic Foresight Branch the incumbent's main responsibility is to plan, organize, execute and present CCS studies within the SFA and FOE cycles of work and for HQ SACT Command Group.

Principal Duties:

  • Lead and coordinate CCS foresight related work-strands and provide cross function ACT support; conduct of analysis CCS plans, policy, and synchronization to include IMS directed Bi-SC CCS activity.
  • Lead Bi-SC CCS Task Force (7907-BI-SC/IMSM-0370-2023) in order to manage, interpret and engage with NATO HQ on all CCS policy and directives and develop assessments to enable ACT/ACO to deliver supporting activity (military advice.
  • Coordination of ACT CCS activity with the Climate Change and Security COE (CAN) to include exploitation of data analytic, modelling and simulation techniques
  • Formulate actionable proposals to develop data analysis and exploitation in Strategic Foresight and CCS practices. Research and analysis in support of decision making processes at NATO ACT.
  • Plan, engage with and maintain a NATO CCS community of interest to include with the International Staff and NATO HQ and the Climate Change and Security Centre of Excellence (CCASCOE) (CAN) and industry and academia.

Essential Qualifications / Experience:

  • University Degree  and 4 years post related experience, or Higher Secondary education and completed advanced vocational training  leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Minimum of 3 year’s experience in Policy Assessment, Strategy Implementation for military policy making purposes within an international organization or government organization.
  • Minimum of 3 year’s experience in international or governmental climate change and security policy, and in addition, preferably experience in researching and analysing NATO policy
  • Background of Foresight, Strategic Planning and Execution, Strategic Gap Analysis, Strategy Implementation for military policymaking purposes.
  • Experience in project management and programming and team management/leadership skills.
  • Strong English-language writing, communication and interview skills, and strong attention to detail. This should include published papers and articles related to strategic military thinking and implications.
  • Strong critical thinking and a self-starter with the ability to excel in a fast-paced, dynamic team environment.

English – SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Experience working in NATO.
  • Experience working in a think tank or research institution.
  • A PhD or Professional Doctorate in international security/defence policy or strategic studies (thesis related to climate).
  • NATO or National Operational Planning Course.
  • NATO Orientation Course (ETE-MW-3834) provided by NATO - School Oberammergau (NSO)

 

Attributes/Competencies:

Personal Attributes:

  • CCS lead analyst should be adaptable and have good organizational and leadership skills to manage CCS personnel and research projects. The ability to work effectively with NATO, and academic entities in order ensure quality of products. Travel is expected as part of the appointment. Due to the unfettered and unencumbered nature of CCS, and the engagement with ACT leadership, the candidate should demonstrate strong presentational skills.

Managerial Responsibilities:

  • Controls daily work priorities and may influence the Section/Branch priorities.
    • Supervision of CCS policy analyst, PLNs or Contractors.
    • Details of any financial responsibility. Responsible for CCS budget within SFA/FOE and spending under the supervision of SF Branch Head. Manages contracted studies as COTR.

Professional Contacts:

  • Have regular professional contacts at higher level – requiring explanation, discussion, persuasion and approval actions. Maintains a Community of Interest and Research network to meet CCS objectives.

Contribution To Objectives:

  • Work involves a major task directly affecting plans/management/policy and objectives of the HQ. CCS informs the strategic thinking to enable adjustment of strategic trajectories to ensure Allied competitive edge and supports Warfare Development and NWCC implementation

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
