About the job:

Based in The Hague, Netherlands you will join the Agency as we embark on a journey to transform our services to support NATO’s Digital Endeavour. You will join The Joint Intelligence, Surveillance and Reconnaissance Centre (JISRC). JISRC’s vision is to assure information superiority for NATO. Its Mission is to deliver, support and protect valued ISR capabilities, expertise and services and to maximise operational effectiveness for NATO through a wide range of coherent JISR services, supported by well-trained, highly knowledgeable and uniquely experienced staff, in four key JISR domains: Intelligence Applications, Operational ISR Support, Electronic Warfare/Surveillance Services and Geospatial/Meteorological/Oceanographic Information Services. JISRC is responsible for the full lifecycle of its services.

We are looking for a driven and enthusiastic Senior Engineer (Geospatial) who will take on the following roles and responsibilities:

  • Develop and maintain solid knowledge of state-of-the-art Geo/GIS systems and provide Subject Matter Expertise (SME) in the area of concept development as well as testing and implementation of methodologies for map production according to NATO standards;
  • Coordinate Geospatial data processing/optimization activities for Command, Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR)/NATO Core Geographic Information Systems (GIS) consumption;
  • Act as a GIS training adviser/coordinator of the JISRC/GeoMetOc Branch;
  • Develop customised GIS training packages in order to fulfil identified NATO GIS training needs. Supervise the delivery of NATO GeoMetOc training programs;
  • Provide management and technical oversight to section staff and contractors responsible for the NATO DesGI Data processing.

About you:

The valuable knowledge and experience that you bring to this role are:

  • Bachelor’s degree at a nationally recognised/certified University in the area of Geospatial Sciences or related field and 3 years post-related experience. Or exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate’s particular abilities or experience that is/are of interest to NCI Agency, that is, at least 10 years extensive and progressive expertise in duties related to the function of the post;
  • Recent extensive experience (at least three years) in the area of production/processing and maintenance of DesGI at NATO or a comparable multinational or national position;
  • Minimum 3-year experience on the ESRI Enterprise SW Suite including desktop and server components used for mapping production according to the NATO Standards;
  • Proven experience in concept development of GIS production workflows in support of ‘rapid mapping production” initiatives. This includes the processing of vector source data such as Multinational Geospatial Co-production Programme (MGCP), Open Street Map (OSM) as well as other commercial datasets;
  • Experience in the development and implementation of Quality Assurance (QA) as well as Quality Control (QC) procedures applied to the area of GIS map production projects;
  • Minimum 3 years’ experience in the design, delivery, and evaluation of GeoMetOc training programs;
  • Training certification issued by a recognised national or NATO academic institution in the following areas:

ü  CIS Technical Instructor;

ü  Methods of CIS Course Development;

  • Minimum 3 years professional experience in project coordination and management of GIS multidisciplinary teams dedicated to map production;
  • Excellent spoken and written English communication and presentation skills;
  • Recent experience (within the past five years) in the development of standard operating procedures, and/or capturing user requirements related to GeoMetOc data processing/production activities;
  • Fluency in English, both written and spoken.
