Contract:  3-year Definite Duration contract within the NATO Agenda 2030

1. Post Context/Post Summary

Headquarters Allied Joint Force Command Naples is a Joint Headquarters, operating at the Operational Level, capable of executing effective command and control over assigned forces in order to achieve Operational effects in an assigned Joint Operating Area.  As a Joint Force Command the relationships with other NATO Command Structure and NATO Force Structure Component Command Headquarters will change between baseline activities, crisis and conflict.  It also provides Joint competencies to assigned NATO Force Structure Headquarters tasked to deploy as Joint Task Force Headquarters

The Plans Directorates is responsible for planning, directing, monitoring, assessing and coordinating planning, readiness and partnerships staff functions.

The J5 Division leads the Operations Planning Process at Operational level developing the Campaign, Operational, and Crisis Response Plans in support of operations in complex environments.

The Planning Support Branch supports the Planning Teams efforts during the development and execution of a Plan.

Within the Plans support Branch the incumbent’s main responsibility is to support and train all personnel in proper use of all TOPFAS suite programs at JFCNP as JFCNP’s centralized point for the functional management of TOPFAS.

2. Principal Duties

As TOPFAS Functional Manager of JFCNP, the incumbent's duties are:

- provides staff focus for the use of TOPFAS and manages the user accounts for the staff;

- provides expertise for the functional management of TOPFAS Suite of Tools;

- provides expertise for the basic functionality of all TOPFAS Tools;

- Represents and participates in SHAPE-led User Group meetings related to TOPFAS;

- maintains TOPFAS account in the UMT for the HQ and outside organizations as required;

- liaises with higher/subordinate HQs and NATO agencies in the preparation of OPT plans and OPT implementation;

b. As a OPT Functional Manager in J5;

- acts as expert capable of taking real-world operational planning data and inputting it into the OPT during contingencies, exercises or other operations as required;

- participates in contingencies, exercises, conferences and other operations as required;

- adds, removes and updates OPT plans according to the needs of the organization and OPT course;

- prepares, maintains and presents TOPFAS OPT course material according to NCIA course layout;

- assists and instructs TOPFAS OPT course, to include basic functionality of the OMT, SAT and CAT, when required by the organization;

- instructs integrated TOPFAS OPT/Comprehensive Operational Planning Directive (COPD) course presenting OPT course material with operational planning instructors presenting COPD material;

c.  As a JOPG Core Planning Team member:

- contributes to crisis response planning in support of an operation, as staff assistant;

- contributes to the development of branches and sequels;

- contributes to the revision of standing defense plans or contingency plans as directed;

- is responsible for the overall database management during the planning process;

- contributes knowledge and understanding of all phases of the COPD;

- undertakes work as part of a project team or working group as directed or assigned;

- leads all TOPFAS activities ranging from Functional Manager, preparation and usage of the planning tool;

3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

The incumbent is required to undertake TDY assignments both within and without NATO's boundaries.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. Essential Qualifications

University Degree in Information and Communication Systems or related discipline, with 2 years of function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation, with 4 years of post-related experience. 

Experience with TOPFAS functional Management (advice to preparation of replication of databases, establishing plans and workspaces. Ensuring collaborative functionality and use including training and user management).

Experience in performing activities that encompass planning of Joint Operations and multinational force activation, development requirements and transition procedures, including activities that must be accomplished in planning for multinational operations.

Experienced professional background in a National Ministry Of Defense (MOD)

Knowledge of, and experience in Database Administration, including installing and upgrading software and maintaining relevant documentation. 

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Assets

Professional experience with IT, special with MS Windows and MS Office.

Experienced professional background in a NATO Joint or Combined Staff.

Broad knowledge and awareness of TOPFAS and its usage for NATO Crisis Response Process (NCRP) purposes. Operations planning experience at the operational or, preferably, strategic level.

6. Attributes/Competencies

• Personal Attributes: - Able to integrate into a military organization, good communication skills essential.  Able to work under pressure and within short deadlines.  Able to work outside normal office hours and environment.  Able to solve problems with minimal guidance.

• Professional Contacts: - Internal contacts at all staff officer levels of the command ranging inclusive of Branch Head and up to ACOS/ DCOS level.

External contacts include higher headquarters, other headquarters and TOPFAS support suppliers. Internal and external contacts are for coordinating, training, information and discussions.

• Contribution To Objectives: The successful use of TOPFAS and collaborative planning throughout NATO ACO and NFS is an important part of acieving the goals of NATO 2030. The incumbent plays a significant role in this process and the performance impacts on the division, command and region achievements and helps JFCNP in establishing operational plans coordinated with higher headquarters and other headquarters.

There are no reporting responsibilities.

CONTRACT

The successful candidate will be offered a 3-year definite duration contract within the NATO Agenda 2030.  The basic entry-level monthly salary for a NATO Grade 15 (A-2) in Italy is Euro 5,725.22  which is exempt from national taxation.
