ACT contributes to preserving the peace, security and territorial integrity of Alliance member states by leading, at Strategic Command level, Warfare Development required to enhance NATO’s posture, military structures, forces, capabilities and doctrines.

The Capability Development Directorate (CAPDEV) comprises two Divisions—Requirements and Capabilities. The Directorate supports SACT in his Capabilities Requirement Authority (CRA) role. It is responsible for a holistic through lifecycle Capability Development approach that infuses innovation and transformative efforts that are an integral part of the Warfare Development. This includes responsibilities for elicitation, development, capture and collection, quality review, traceability and visibility of capability requirements.

The Capabilities Division coordinates the development of capabilities from capability planning through acceptance and then disposal with the management entities, NATO Headquarters staff and the NATO Governance Structure. This entails synchronizing horizontally across capabilities to achieve coherent efforts and outcomes.

Within the CAPDEV Directorate, the incumbent's main responsibility is supporting the Staff officer Planning in supporting resource planning (budget, medium Term Resource Plan (MTRP)), Directorate’s Strategic Planning Function (SPF), preparation of senior leadership for various HQ SACT Boards and analyse and improve business processes.

Principal Duties:

  • Support the ongoing comprehensive management and oversight over the P3 planning and execution of all programmes and projects within the CAPDEV Portfolio for which the Directorate is responsible as required by extant ACT Directives and SOPs.
  • Provide PoW management expertise to support the planning and management of the implementation of the organization's strategy via a strategic programme or similar, ensuring that critical programmes and projects are well briefed and started on time, remain aligned with strategy, provide regular feedback to strategy, etc.
  • Coordinate programme reviews and taking the required actions, including process improvement, to improve programme and project coherence.
  • Lead the coordination and collection of the PoW Outputs / Products for submission to the Working Group National Technical experts (WGNTEs)
  • Support the coordination of inputs into ACT's resource planning process e.g. Medium Term Resource Plan (MTRP) ensuring that programmes are aligned to ACT Goals, Priorities and Objectives.
  • Maintain the overall annual workforce data within the Directorate.
  • Support the preparation and presentation of the Directorate Budget development for the SO Planning and H-PRMO.
  • Assist with all aspects of strategic management, planning and resources management as required by the SO Planning.
  • Coordinate the CAPDEV preparation and submission of the ACT Communications Information Systems Requirements for screening by the Working Group of National Technical Experts (WGNTE).
  • Support the preparation of the H-PRMO or Senior Management for their participation in various HQ SACT boards e.g. Warfare Development Board (WDB), Capability Management Function (CMF), etc.
  • Establishing a framework for assessing and comparing programmes and projects against strategic, financial and risk value parameters.
  • Monitoring, tracking and reporting on the execution of the PoW to senior management.
  • Coordinating and leading the quarterly programme reviews with NCIA.
  • Reviewing the RSDs received from the PDs for accuracy and coherency.
  • Managing ACT PoW (with NCIA) project change requests due to changes in scope, cost or time.
  • Perform other duties as may be required.

Essential Qualifications / Experience:

  • University Degree  in managerment information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline  and 2 years function related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Four years’ experience in the development, planning, acquisition, delivery of C4ISR services, systems and/or solutions, or elements thereof.
  • Four years’ experience in applying management techniques in the acquisition / delivery of complex communication and information systems / services;
  • Two years’ experience in planning, design, system engineering and implementation of military or other communication and information systems;
  • Demonstrated awareness and application on Prince II (project management), Managing Successful Programmes (MSP), Management of Portfolios (MoP) and ITIL (Foundation).

Language:

English – SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:

  • Knowledge of NATO responsibilities and organization, including Strategic Commands and supporting Agencies.
  • In-depth knowledge of NATO Financial Regulations and procurement procedures.
  • In-depth knowledge of the principles of the programme and project management approaches.

The incumbent’s responsibilities and work will have a direct impact on:

  • Delivery of capabilities to support the NATO War-Fighter and ACT’s role as the War-Fighter Development Command.
  • Supporting the Commander’s intents which include:
    • Maintain Technological Edge/Strategic Advantage;
    • Leverage more widely the intellectual horsepower of our large network of Industry, Academia, entrepreneurs, military and civilian expertise in nations, in NATO agencies and NATO Centres of Excellence.
    • Incorporate new NATO 2030 requirements into an overarching Capability development Plan, focusing on supporting critical PoW work/projects, including Cyber Defence, Core Communication Services and C2 Systems as examples.

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract

This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.

Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.  Newly recruited staff will be offered a three year definite duration contract.
