1. SUMMARY
The Defence Policy and Planning (DPP) Division leads work in the NATO International Staff on the defence-related aspects of the Alliance’s fundamental security tasks at the political-military level. The Defence Policy and Capabilities Directorate in DPP addresses a wide range of issues related to Alliance deterrence and defence policies and strategies, including the policy aspects of Alliance capabilities.
The Division’s Defence Enablement and Logistics Section provides timely, high quality political-military advice to NATO and national authorities related to the capabilities, resources and services required to enable Supreme Allied Commander Europe (SACEUR)’s Area of Responsibility (AOR) for reinforcement and sustainment, including through collective logistics.
The incumbent is responsible for the development, planning, coordination, research and evaluation of logistics in NATO defence planning, also taking into account relevant operational planning considerations, such as NATO advance plans, concepts and doctrine. They are expected to draft documents for the Council and subordinate committees, prepare briefing materials for the Secretary General and other high-level officials, write speeches and articles, provide lectures and briefings, and represent NATO at international conferences. They primarily support the Logistics Committee and its sub-ordinate technical bodies, and support work related to other senior NATO committees, Agencies, and other relevant entities.

2. QUALIFICATIONS
ESSENTIAL
The incumbent must:
- possess a relevant university degree or equivalent qualification from an institute of recognised standing;
- possess at least 5 years of relevant work experience in a national administration, military or International Organisation;
- be conversant with the Alliance’s political and military consultative processes and key defence and security policy issues on its agenda;
- have experience working with multiple and diverse stakeholders;
- have experience in conducting logistics planning and in analysing complex documents and reports;
- have strong communication and drafting skills;
- demonstrate good political judgement;
- possess the following minimum levels of NATO’s official languages (English/French): V (‘Advanced’) in one; I (‘Beginner’) in the other; and
- be prepared to travel and to work outside business hours.
DESIRABLE
The following would be considered an advantage:
- sound knowledge of and/or work experience in NATO defence planning and operational planning, including aspects related to enablement and logistics;
- knowledge of and/or working experience in NATO and/or Allied logistics policies, concepts, and doctrine;
- work experience in the execution of operational logistics;
- experience gained through working in the commercial sector;
- an advanced university degree or other suitable academic qualification.
3. MAIN ACCOUNTABILITIES
Policy Development
Provide political-military advice in support of the Alliance’s political and military consultative processes, with a focus on logistics and enablement. Contribute to the development and implementation of NATO logistics policy and procedures by analysing collective and national logistics requirements and capabilities. Contribute to the drafting of logistics aspects of policy papers and reports, including those related to the NATO Defence Planning Process (NDPP) and NATO operational planning. Interpret, analyse logistics data and trends, and prepare assessments and reports related to the logistics aspects of defence plans and relevant operational planning products, including those related to the provision of Host Nation Support (HNS). Identify and report on logistic capability shortfalls to the appropriate NATO committee (i.e., Logistics Committee, Defence Policy and Planning Committee, Resilience Committee). Contribute to the work related to the enablement of SACEUR’s AOR.
Expertise Development
Organise and address priorities, requirements, and tasks. Identify and advise DPP leadership and key stakeholders about urgent issues. Analyse the logistic requirements received from the NATO Military Authorities (NMAs) in defence planning and NATO advance plans and assess these against national plans. Conduct studies and provide analyses and assessments addressing logistics plans, in particular those related to the NDPP and NATO operational planning, ensuring coordination and review of inputs with civilian and military stakeholders.
Stakeholder Management
Develop and maintain effective professional relationships with a range of relevant stakeholders, including in the NATO International Staff, NMAs, and national authorities. This includes working closely with IS DPP’s Defence Planning Directorate and other NATO staff elements supporting the NDPP. Work with representatives from committees and relevant working groups, in particular the Defence Policy and Planning Committee, the Resilience Committee and the Logistics Committee.
Project Management
Contribute to the implementation of NATO’s Logistics Action Plan, as part of the broader enablement of SACEUR’s AOR, ensuring that its objectives align with the requirements in the NDPP and NATO operational planning. Work collaboratively with division and section staff to support the Logistics Committee and its subordinate groups. Support civil-military interaction at the NATO level by closely coordinating logistics planning efforts with work on civil preparedness and resilience.
Representation of the Organization
Represent NATO in various settings, including giving presentations at conferences, workshops and seminars; supporting dialogue with national civil and military officials; and interacting with members of International Organisations or civil society actors (i.e., industry, academia).
Knowledge Management
Prepare reports, briefing materials (including memoranda), and presentations, including in support of senior officials. Organise and manage internal/external conferences and meetings. Report on developments in own area of responsibility that apply to Section’s broader efforts. Channel information to key players in NATO in order to influence strategy and opinion.

4. INTERRELATIONSHIPS
The Officer reports to the Head, Defence Enablement and Logistics Section. They maintain close working relationships with other DPP sections and with other International Staff Divisions as necessary, as well as with the International Military Staff (IMS), the Strategic Commands and their relevant subordinate formations, and NATO Agencies. They also maintain appropriate working relationships with representatives from national authorities, other regional/international organisations, and representatives from industry and the commercial sector as necessary.
